CALL TO ORDER by Mayor Pecaro at 6:02 PM
1. Roll Call
Present: Alderman Slavin, Fiore, Falberg, Levi, Hospodarsky, Peterson
Also Present: City Manager Coren, Assistant City Manager Facchini, City Attorney Jablecki
2. Public Hearing
2.1 Public Hearing for Annual Appropriation Ordinance for Fiscal Year 2024/2025. Motion made by Alderman Peterson and seconded by Alderman Fiore to open the public hearing. All voting aye, by voice vote, motion carried at 6:05 pm. Adjournment moved by Alderman Levi and seconded by Alderman Slavin. All voting aye, by voice vote, motion carried at 6:10 PM.
3. Review of Minutes to be Approved
3.1. City Council: June 18, 2024
3.2. Committee of the Whole: June 18, 2024
Both sets of minutes will be approved as presented at the regular City Council Meeting.

5.1. 07/16/2024 AP Warrant List
The warrant list for 7/16/2024 will be approved for payment as presented at the regular City Council meeting.

7.1 Consideration of an Ordinance Amending Section 4-1-7: Classification of Licenses in the Highwood City Code to Add a Class D Liquor License.
Alderman Falberg recused himself from this discussion, the board decided this will be approved at the regular City Council meeting as amended from 2 to 3.
7.2 Consideration of an Ordinance Amending Section 4-1-7: Classification of Licenses in the Highwood City Code to Add a Class B Liquor License.
Alderman Falberg recused himself from this discussion, the board decided this will be approved at the regular City Council meeting as amended from 2 to 3.
7.3 Consideration of an Ordinance Approving Certain Amendments to the Highwood City Code to Provide Craft Distilleries/Breweries with Class N Liquor Licenses to Also Produce Wine.
Alderman Falberg recused himself from this discussion, the board decided this will be approved at the regular City Council meeting and waive the first reading as drafted.
7.4 Consideration of a Motion Authorizing the City Manager to Accept a Proposal from Mariani Landscaping in an Amount not to Exceed $100,000 to Install Lighting and Irrigation Systems at the Pocket Park Located at Walker Avenue and Waukegan Avenue.
The council decided to waive competitive bidding and to approve this at the regular City Council Meeting.
7.5 Consideration of a Motion Authorizing the City Manager to Accept a Proposal from Mariani Landscaping in an Amount not to Exceed $90,000 to Plant Plants and Shrubs at the Pocket Park Located at Walker Avenue and Waukegan Avenue.
The council decided to waive competitive bidding and to approve this at the regular City Council Meeting.
7.6 Consideration of a Resolution Approving an Easement Agreement with Nightengale One LLC for Access Between Sheridan Road and a Development Located at 400 Green Bay Road.
This will be consolidated and approved with item 7.7 at the regular City Council meeting.
7.7 Consideration of a Resolution Approving an Agreement for Purchase and Sale of a 1,241Square Foot Parcel of Real Estate to Nightengale One LLC for $5,000.
This will be consolidated and approved with item 7.6 at the regular City Council meeting.
7.8 Consideration of an Ordinance Providing the Appropriations for the Fiscal Year Beginning May1, 2024 and Ending April 30, 2025.
This will be approved at the regular City Council meeting.
7.9 Consideration of an Ordinance on Salary and Compensation for the City of Highwood for the FYE 2025 Budget
This will be approved at the regular City Council meeting.
8. Executive Session
Moved by Alderman Hospodarsky and seconded by Alderman Levi to enter Executive Session at 6:26 PM under sections 2-C-1 and 2-C-11. All present voting aye, by voice vote, motion carried.
9. Any Action Necessary Coming Out of Executive Session
Moved by Alderman Hospodarsky and seconded by Alderman Levi to reconvene the Committee of the Whole meeting at 7:18 PM. All present voting aye, by voice vote, motion carried.
10. Adjournment moved by Alderman Peterson and seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:26 PM.
