City of Highwood Committee of the Whole met Aug. 6

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:08 P.M.

1. Roll Call

Present: Aldermen Slavin, Falberg, Peterson and Hospodarsky

Absent: Aldermen Levi and Fiore

Also Present: City Manager Coren, Assistant City Manager Facchini, City Attorney Jablecki and Administrative Assistant Litjens

2. Public Hearing

3. Review of Minutes to be Approved

3.1. City Council: July 16, 2024

3.2. Committee of the Whole: July 16, 2024

Minutes will be approved with the amendment to strike “waive competitive bidding” from item 7.6 on the Committee of the Whole minutes.

4. Appointments

5. Review of Bill Warrant List

5.1. 08/06/2024 AP Warrant List

The Warrant List will be approved as presented at the regular City Council meeting.

6. Unfinished Business

7. New Business

7.1 A Discussion on a Sign Proposal from the Owners of Pool Plaza. Council asked the representative of Pool Plaza to return with a formal submittal.

7.2 Consideration of an Ordinance Amending Section 4-1-7: Classification of Licenses in the Highwood City Code to Add a Class A Liquor License. Council asked that staff have the applicant attend the next meeting.

7.3 A Discussion on Regulating Camping on Public Property, Specifically as it Relates to Homeless Individuals. Council discussed proactive approaches and would like to revisit at a future meeting.

7.4 A Discussion on Selecting a Statue for the Nearly Completed Pocket Park at 341 Waukegan Avenue. Council agreed on a 7-foot statue by artist Chris RWK.

7.5 Consideration of a Motion Directing Staff to Enter into an Agreement with Medina Landscaping to Rent Parking Space Through May 1, 2025. This will be approved at the regular City Council meeting.

7.6 Consideration of a Motion Directing Staff to Enter into an Agreement with North Suburban Dental to Rent Parking Space Through May 1, 2025. This will be approved at the regular City Council meeting.

7.7 Consideration of a Third Amendment to the City Manager’s Employment Agreement. This will be approved at the regular City Council meeting.

7.8 A Discussion on Information Technology Server Upgrades. Staff relayed to Council the current IT situation related to the current 2012 servers and the options of cloud based and new servers.

7.9 A Discussion on the May and June 2024 Treasurer’s Reports. May and June 2024 Treasurer's Reports were discussed.

Also to note, Orlando Camacho expressed his interest in opening a tattoo shop on Highwood Avenue.

9. Any Action Necessary Coming Out of Executive Session

10. Adjournment moved by Alderman and seconded by Alderman to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:33 P.M.
