The Waukegan Planning & Zoning Commission is set to consider a recommendation for a 55-plus residential development on Casimir Pulaski Drive. The commission will convene at 7 p.m. on March 13 at Waukegan City Hall.
According to the Planning and Zoning Commission's March 13 meeting agenda, Lincoln Avenue Capital Management has applied for a conditional use permit for the proposed development at 3670 Casimir Pulaski Drive. The property, which spans 1.08 acres, is zoned as an Entertainment District, allowing residential development above the ground floor as a conditional use. The proposal includes a four-story building with 33 residential units and various amenities on the ground floor such as a community room, storage, social service office, management office, laundry room, mail room, fitness room, bike storage, and general mechanical spaces. The plan also outlines provisions for 36 vehicle parking spaces and an equal number of bicycle parking spaces.
The agenda packet indicates that the property was part of a subdivision in 2009. A multi-unit residential building exists to the west of the site while the southern lot remains undeveloped after being sold to another owner. Currently lacking street frontage or right-of-way access, the applicant must secure an access easement with the adjacent property at 3680 Casimir Pulaski Drive before permits can be issued. Discussions regarding this easement are reportedly underway.
The building will adhere to sustainable practices under the National Green Building Standard Certification program, according to the agenda packet. The staff report from Planning & Development Director Noelle Kischer-Lepper's office recommends conditions requiring continuous maintenance of a City of Waukegan rental license for each unit and adherence to "Dark Sky" lighting standards that minimize glare and light pollution.
If recommended by the commission and approved by Waukegan City Council, preconstruction work is expected to conclude by May 30, 2026. Construction would commence on June 1 and is projected to be completed by May 2027.
