Tom Weber, Illinois State Representative from the 64th District | Illinois General Assembly
According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Rights of Crime Victims and Witnesses Act. Provides that the written statement and explanation of the rights of crime victims provided by a law enforcement agency that investigates an offense committed in the State to a crime victim shall include the ability to file a complaint against an individual who is licensed by the Department of Financial and Professional Regulation."
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill amends the Rights of Crime Victims and Witnesses Act to expand the written statement provided to crime victims by investigating law enforcement agencies. The statement will now include information about filing complaints against individuals licensed by the Department of Financial and Professional Regulation. It also reiterates victims' rights such as being treated with fairness, timely notification of court proceedings, and restitution. Law enforcement must provide this statement within 48 hours of initial contact, along with a sign-off sheet for the victim's acknowledgment. Additionally, victims can request a free copy of the police report, which must be provided within five business days.
Tom Weber has proposed another 28 bills since the beginning of the 104th session.
Tom Weber is currently serving in the Illinois State House, representing the state's 64th House District. He replaced previous state representative Barbara Wheeler in 2019.
Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
