Village of Antioch Board of Trustees met June 11

Here is the agenda provided by the board:

I. CALL TO ORDER

Mayor Gartner called the June 11, 2025 regular meeting of the Board of Trustees to order at 6:33pm at the Antioch Municipal Building located at 874 Main Street, Antioch, IL and via Zoom.

II. PLEDGE OF ALLEGIANCE

The Mayor and Board of Trustees led the Pledge of Allegiance.

III. ROLL CALL

Roll call indicated the following Trustees were present: Bluthardt, McNeill, Martinez, Pierce and Pedersen. Also present were Mayor Gartner, Administrator Guttschow, Attorney Miller and Clerk Romine.

Absent: Trustee Macek.

IV. Absent Trustees Wishing to Attend Remotely

There were no Trustees wishing to attend remotely.

V. Mayoral Report

1. Retirement of Deputy Police Chief Norman Johnson – Chief Guttschow thanked Deputy Chief Johnson for his years of service to the Village of Antioch and presented him with a shadow box and plaque from the Village.

2. Promotion of Sergeant Audra Bonaroti to Commander – Chief Guttschow provided an overview of Sergeant Bonaroti’s service to the Antioch Police Department. Clerk Romine administered the oath of office to Commander Bonaroti.

3. Promotion of Sergeant Jared Brussaly to Commander - Chief Guttschow provided an overview of Sergeant Brussaly’s service to the Antioch Police Department. Clerk Romine administered the oath of office toCommander Brussaly.

4. Update from Antioch Area Outreach – Mr. Matt Tabar presented the resources available and statistics related to homelessness in the Antioch community. He commented on the growth of the group and the interest of the community in helping.

Trustee Macek arrived at 7:06pm.

Citizens Wishing to Address the Board

Mr. Lyle Ferris, Vietnam Veteran, addressed the board regarding the location of the potential site for the Veteran’s memorial. He said he was not aware of the memorial, but is insulted. He thinks the memorial should be relocated to the tank. He also thinks the Veterans in Antioch should have their names at the memorial.

VI. Consent Agenda

Trustee Bluthardt moved, seconded by Trustee Pedersen to approve the following consent agenda items as presented:

1. Approval of the May 28, 2025 Village Board Meeting Regular Meeting Minutes as presented

2. Approval of an Ordinance adding one more class “A” Full-Service Restaurant Liquor License for Chaos Kitchens LLC d/b/a Bless Your Heart to be located at 484 Orchard Street – Ordinance No. 25-06-20

Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

THE MOTION CARRIED.

VII. Regular Business

3. Consideration and approval of payment of accounts payable as prepared by staff in the amount of $1,122,050.92 – Trustee Pedersen moved, seconded by Trustee McNeill, to approve payment of accounts payable in the amount of $1,122,050.92. Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

THE MOTION CARRIED.

4. Consideration and approval of a Resolution authorizing the Administrator to execute an agreement with Imperial Surveillance in the amount of $22,151.98 for installation of door access controls at the new Village Hall located at 935 Skidmore Drive - Trustee Macek moved, seconded by Trustee Pierce, to approve Resolution No. 25-42, authorizing the Administrator to execute an agreement with Imperial Surveillance in the amount of $22,151.98 for installation of door access controls at the new Village Hall located at 935 Skidmore Drive.

Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

5. Consideration and approval of a Resolution authorizing the Administrator to execute an agreement with Imperial Surveillance in the amount of $25,587.45 to install a security camera system at the new Village Hall located at 935 Skidmore Drive – Trustee Macek moved, seconded by Trustee Pedersen, to approve Resolution No. 25-43, authorizing the Administrator to execute an agreement with Imperial Surveillance in the amount of $25,587.45 to install a security camera system at the new Village Hall located at 935 Skidmore Drive.

Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

6. Consideration and approval of a Resolution authorizing and approving alternate bid WA-5 Furnish and Install the new Dimensional Letter Signage for 935 Skidmore Dr the new Village Hall in the total amount of $11,000 to Boller Construction – Trustee McNeill moved, seconded by Trustee Bluthardt, to approve Resolution No. 25-44, authorizing and approving alternate bid WA-5 Furnish and Install the new Dimensional Letter Signage for 935 Skidmore Dr the new Village Hall in the total amount of $11,000 to Boller Construction.

Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

APPROVED MINUTES

7. Consideration and approval of a Resolution authorizing and approving an alternate bid WA-2 Landscaping for 935 Skidmore Drive the New Village Hall in the total amount of $26,700 to Breezy Hill Nursery Inc. – Trustee Pierce asked if Breezy Hill addressed the tree issues at Sequoit Creek Park. Director Heimbrodt has been in contract with Boller Construction to discuss the concerns. Trustee McNeill moved, seconded by Trustee Pierce, to approve Resolution No. 25-45, authorizing and approving an alternate bid WA-2 Landscaping for 935 Skidmore Drive the New Village Hall in the total amount of $26,700 to Breezy Hill Nursery Inc.

Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

8. Consideration and approval of a Resolution authorizing the Village Administrator to purchase furniture from Henricksen in the amount of $130,531.94 for the new Village Hall located at 935 Skidmore Drive – Trustee Bluthardt moved, seconded by Trustee Pedersen, to approve Resolution No. 25-46, authorizing the Village Administrator to purchase furniture from Henricksen in the amount of $130,531.94 for the new Village Hall located at 935 Skidmore Drive.

Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

9. Consideration and approval of a Resolution ratifying the Village Administrator’s execution of a grant agreement between the State of Illinois, Law Enforcement Training and Standards Board, and the Village of Antioch, Illinois (In-Car and Body Worn Camera Systems) - Trustee Macek moved, seconded by Trustee Pedersen, to approve Resolution No. 25-47, Consideration and approval of a Resolution ratifying the Village Administrator’s execution of a grant agreement between the State of Illinois, Law Enforcement Training and Standards Board, and the Village of Antioch, Illinois (In-Car and Body Worn Camera Systems)

Upon roll call, the vote was:

YES: 6: Macek, Bluthardt, McNeill, Martinez, Pierce and Pedersen.

NO: 0.

ABSENT: 0.

VIII. Administrator’s Report

Administrator Guttschow provided an update on the new Village Hall, and thanked the front office staff for working closely with the interior designer for the project. He provided an update on property maintenance, the current state of the Orchard Plaza property, and the outcome of the recent adjudication hearing. He reported that the Woods of Antioch road project has begun, and is anticipated to last throughout the summer. He announced the summer concert kickoff series tomorrow and acknowledged staff for all their hard work for the event.

IX. Village Clerk’s Report –

ILEPA Annual Facility Inspection Report for NPDES Permit for Storm Water Discharges from Separate Storm Sewer Systems (MS4) – Clerk Romine advised the Board that one of the annual tasks recommended by the IEPA, and included in the Village of Antioch Stormwater Management Protection Plan, is to present this annual report at a public meeting. No action is required, and any questions on the report may be directed to the Public Works Director Heimbrodt.

X. Trustee Reports

Trustee Pierce said he found a distribution box at a hospital for Nalaxolone, and asked to have one mounted at Sequoit Creek Park. Chief Guttschow said they do have a box, but have not decided on a location.

XI. ADJOURNMENT

There being no further discussion, the Village Board of Trustees regular meeting adjourned at 7:31 pm.
