Approval of September 2025 Treasurer’s Report

Approval of the Stormwater Infrastructure Repair Fund (SIRF) Project Agreement with Carillon North Homeowners Association for Agricultural Drain Tile Repair Project in the amount of $50,000.

• The proposed project includes the design, permitting, and construction of 1,459 linear feet of drain tile replacement.

• The proposed project will restore stormwater drainage at PIN 0614104003, repair four blowouts (substantial erosion caused from pipe failure), and prevent future blowouts.

• Stormwater Management Commission approved the Eligibility Authorization for this project on September 4, 2025.

• The estimated project cost is $101,000.

• Staff recommends funding the requested amount of $50,000.

Approval of an Intergovernmental Agreement between the SMC and the Village of Kildeer for Buffalo Creek Watershed Stormwater Improvements Project with a Project Expense Match (PEM) value of $85,611.00.

• Funding for the intergovernmental agreement is included in Grant Agreement No. 24-413046 between Lake County and the Illinois Department of Commerce and Economic Opportunity (DCEO) that was executed December 15, 2024.

• This project was authorized by SMC for inclusion in DCEO-STOCIP Regional Stormwater Infrastructure Project Round 2 on September 5, 2024.

• The intergovernmental agreement will provide funding, on a reimbursement basis, to the Village of Kildeer in an amount not-to-exceed $640,342.00 for the Buffalo Creek Watershed Stormwater Improvements Project.

• The Village of Kildeer will pay a Project Expense Match to SMC of $85,611.00 for administrative and engineering expenses related to the projects.
