Resolution establishing the 2026 Lake County Holiday Schedule.

• Section 4.1 Paid Holidays, Employee Policies and Procedures, establishes the authorized holidays granted by Lake County. There are ten fixed holidays and four floating holidays observed each year.

• According to Administrative Order No. 25-06, the Courts of the Nineteenth Judicial Circuit, Circuit Court of Lake County, will be closed on all 2026 fixed and floating holidays as well as Presidents’ Day, Monday, February 16, 2026.

• By statute, the Treasurer must maintain minimum hours and cannot change their hours without County Board approval. Treasurer Holly Kim is seeking County Board approval to close her office on the floating holiday, Lincoln’s Birthday, February 12, 2026, to accommodate business training for all employees in the Treasurer’s Office.

• This resolution reaffirms the fixed and floating holidays for 2026 and grants the Treasurer approval to be closed to the public on February 12, 2026, for employee training.

Resolution authorizing execution of a contract with Knickerbocker Roofing and Paving, Inc. of Harvey, Illinois, in the amount of $1,039,900 for Crosswalk and Jail Secure Detention Roof Replacement.

• As part of the Fiscal Year 2025 Capital Budget Process and Facilities Capital Improvement Plan, the Crosswalk and Jail Secure Detention Roof Replacement was authorized.

• Facilities and Construction Services identified a need for replacement of the Crosswalk and Jail Secure Detention roofs as they are beyond their useful life and showing wear and tear.

• An invitation for bid was issued and one bid was received in the amount of $1,039,900.

• Award of this contract is recommended to the lowest responsive and responsible bidder, Knickerbocker Roofing and Paving, Inc. of Harvey, Illinois, who best meets the needs of the County in the amount of $1,039,900.

• This resolution authorizes and directs the Purchasing Agent to execute a contract with Knickerbocker Roofing and Paving, Inc. of Harvey, Illinois, in the amount of $1,039,900 and approved contracted unit prices.

Committee action approving a Contract Modification Number Two for Agreement 23159 for Job Order Contracting with McDonagh Demolition, Chicago, Illinois, AGAE Contractors, Inc., Elk Grove Village, Illinois, and Leopardo Companies, Inc. Hoffman Estates, Illinois, to increase the value of the contract by $4,000,000 for each contractor per renewal year for the exclusive use of the Intergovernmental Support Agreement (IGSA) between the Naval Station Great Lakes and Lake County.

• In January 2024, Lake County awarded a Job Order Contracting (JOC) contract to three general contractors for one year, with four one-year renewals.

• McDonagh Demolition, AGAE Contractors, Inc., and Leopardo Companies were each awarded contracts in the amount of $2,000,000 per year for a total contract spend of $10,000,000 over five years.

• The JOC contract was identified as the contract vehicle for the Intergovernmental Support Agreement (IGSA) between the Naval Station Great Lakes and Lake County for demolition and installation support services that was approved in August 2025.

• To accommodate the capacity needed for the IGSA, a contract modification increasing the value of each JOC contract in the amount of $4,000,000 per contractor per renewal year is needed.

• In accordance with Section 33.082 of the Lake County Purchasing Ordinance, when the total of change orders, contract modifications, or price adjustments on any contract approved by resolution by the County Board exceeds 10 percent of the original contract amount, approval of the standing committee in charge of the contracting department or agency and the Financial and Administrative Committee is required.

• This committee action authorizes and directs the Purchasing Agent to execute a contract change order with McDonagh Demolition, AGAE Contractors, Inc., and Leopardo Companies, increasing the value of the contract to $6,000,000, per contractor.

Discussion on the Fiscal Year 2026 Budget.

• Joint budget hearings were held with each standing committee on October 21 and 22, 2025, during which each department’s budget for Fiscal Year 2026 was presented and discussed.

• The operating budget was presented, in accordance with the Budget Policy, balanced with a portion of the allowable property tax. There was an alternate scenario presented as well, which used the full allowable property tax growth.

• All remaining budget items will be discussed and determined so that the final Fiscal Year 2026 Budget can be presented for approval at the November 6, 2025, Finance & Administrative Committee.

• Attached are the original Fiscal Year 2026 Recommended Budget as well as the amendments presented and approved at the budget hearings on October 21 and 22, 2025.
