City of North Chicago Economic Development/Planning/Zoning Committee met Oct. 6

Here are the minutes provided by the committee:

Alderman Brooks called the meeting to order.

ROLL CALL:

Present: Jackson, Allen, Wray, Murphy (RP), Brooks

Absent: Coleman, Evans

I. DISCUSSION OF THOMPSON ELEVATOR CONTRACT FOR ELEVATOR INSPECTION SERVICES:

Economic & Community Development Director Taylor Wegrzyn explained that Thompson Elevator inspects all elevators within the City. The inspections did not include maintenance or repair. He explained that Thompson Elevator goes directly to the site for inspection upon being requested. Have been contracted since 2008 for $100/inspection. Staff recommended retaining Thompson and enter a new contract; the fee would remain the same with a possible 5% inflation rate.

Mr. Wegrzyn estimated $5,000 - $8,000 worth elevator inspections per year. The City incurs the cost, and cost is then passed to the inspected site; there was no cost to the City. Have not had any complaints and worked with over 150 other municipalities.

II. DISCUSSION OF APPEARANCE CODE BID RESULTS:

Mr. Wegrzyn said there was no Appearance Code presently for non-residential building structure. The Code would be for those structures to have a standard building code. There was only one bid from Kinley Horn, the amount was not to exceed $20,000. There needed to be time to review.

Alderman Allen asked for clarity of its purpose. Mr. Wegrzyn explained it would supplement the existing Zoning Ordinance. There was currently no minimum design for commercial or industrial buildings and to work in conjunction with the Building Code.

Alderman Brooks asked Mr. Wegrzyn his knowledge of the bid company. Mr. Wegrzyn said that he previously worked with the company, and they were well known. Alderman Brooks asked for references to be given to the elected officials, considering they were the only bid and the cost to other cities.

Alderman Murphy agreed that more information needed to be had. She also asked how many companies were notified of the bid. Mr. Wegrzyn explained. Alderman Wray asked how the Council would know what was right in identifying what to approve and what things were supposed to look like. Mr. Wegrzyn said there would be meetings and discussions to decide what the City decides acceptable. Alderman Wray clarified that the final decision would be with the City Council.

Alderman Jackson moved, seconded by Alderman Allen that the Economic Development / Planning / Zoning Committee Meeting stand adjourned.

MOTION CARRIED BY VOICE VOTE

The meeting adjourned at 6:56 p.m.
