Lake County Board considers plan to extend solid-waste program with state

At a meeting this week, the Lake County Board considered a joint resolution to extend the existing Delegation Agreement between the Illinois Environmental Protection Agency (IEPA) and Lake County for a solid-waste management site inspection and enforcement program.

The board includes 21 elected members charged with approving the budget and all financial matters, as well as ordinances, affecting all county government departments.

Ordinance amending Chapter 94: Public Nuisances, of the Lake County Code of

Ordinances to expand available pre-violation notice options for enforcement staff.

· Currently, certain violation types in the Public Nuisance Ordinance require an initial

inspection and the issuance of an official warning ticket.

· The Planning, Building & Development Department presented scenarios to the

committee at the March, 2016 committee meeting in which an initial inspection and

warning ticket is unnecessary burdensome and inefficient.

· Staff worked with the State’s Attorney’s Office on proposed amendments to the

Ordinance that gives the department the option to dispense with the pre-violation

inspection and ticket requirement and allows the use of such process on a discretionary

basis, by administrative policy.

Joint resolution authorizing a contract with Prescient Development Inc. of

Schaumburg, Illinois, for the emergency procurement of information technology

services for the Lake County Sheriff’s Office (LCSO) in the amount of $268,500.

· Due to staff departures, there is a need to contract for technology services for the

LCSO to maintain critical operations.

· The LCSO requested assistance from the Purchasing Division, Department of

Information Technology and County Administrator’s Office to identify a responsible

vendor who could provide emergency services for a period of six months to minimize

serious disruption of government services.

· The LCSO and Purchasing Division evaluated firms providing similar services in the

regional area and identified Prescient Development Inc. of Schaumburg, Illinois, as a

responsible vendor to provide staff augmentation for information technology services

for the LCSO.

· Pursuant to the Lake County Purchasing Ordinance, emergency procurements are

made when a threat exists to public health, welfare, or safety, or to prevent or minimize

serious disruption of government services.

· Pursuant to Article 6, Section 103, the LCSO submitted a written determination of the

basis for the emergency and the certification that the selection of the vendor is

appropriate.

· This contract authorizes the purchase of information technology services for the LCSO

with Prescient Development Inc. of Schaumburg, Illinois, for a six month period in the

amount of $268,500.

· The Sheriff’s Office will work with purchasing to develop a RFP and will use the

professional selection process to obtain technology services for the future.

· The LCSO has been working with the Round Lake Park Police Department to establish

and implement a Gang Task Force.

· The main objective of the task force is to both prevent and combat criminal gang

activity in Lake County.

· This MOU establishes the commitment of all participants in supporting the goals of the

task force and to maintain and sustain managerial, financial and administrative

functions related to the operation of the task force.

· On February 9, 1993, the County Board authorized the execution of a Delegation

Agreement with the IEPA for a solid waste management site inspection and

enforcement program.

· The Delegation Agreement has been renewed six times and the current agreement is

set to expire June 30, 2016.

· IEPA just recently provided the County with a revised Delegation Agreement,

referred to as an Intergovernmental Agreement (IGA), for a five year period,

set to expire on June 30, 2021.

· The process to review, provide comments and collaborate with the IEPA, on

the IGA, surpassed the timeframe to bring it to County Committees and the

County Board Meeting on June 14, 2016.

· The IEPA will allow for a request to extend the current Delegation Agreement

to July 31, 2016. This resolution accomplishes that extension.

Joint resolution accepting the Solid Waste Enforcement Grant with the Illinois

Environmental Protection Agency (IEPA) in the maximum amount of $91,500.28 for the

period of July 1, 2015 through June 30, 2016.

· The IEPA has informed the County that it intends to continue funding the solid waste

inspection and enforcement program.

· The grant is for the maximum amount of $91,500.28 for the period of July 1, 2015

through June 30, 2016.

· Request for payment reports for reimbursement and other related documents are

submitted by the Lake County Health Department (LCHD) to the IEPA on a quarterly

basis.

· This will provide authority to the Health Department’s Director of Prevention, to sign the

IEPA request for payment reports and other related documents.

PUBLIC WORKS AND TRANSPORTATION COMMITTEE

Joint resolution authorizing a contract with Synagro, Baltimore, Maryland, for a

biosolids management program for Lake County Public Works in an estimated annual

amount of $597,880.

· There is a need to enter into a contract with a successful vendor to provide a biosolids

management program for Lake County Public Works.

· Lake County Public Works oversees the management of the contract which includes

site permitting, public relations, preparation of reports to regulatory agencies and the

owner, transportation of biosolids, land application of biosolids, landfill disposal of

biosolids and all other requirements of a professional biosolids management program.

· An invitation to bid was issued and extended to 12 vendors and one sealed bid was

received in the amount of $597,880.

· Synagro, Baltmore, Maryland, was determined to be the lowest responsive and

responsible bidder who best meets the needs of the County.

· The contract authorizes a one year contract with two, one year renewals with Synagro,

Baltmore, Maryland in the estimated annual amount of $597,880.

Joint resolution authorizing a contract with Superior Road Striping Inc., Melrose Park,

Illinois, in the amount of $209,814, for the removal and replacement of reflective

pavement markers with recessed pavement markers at various locations on the County

highway system, and designated as Section 16-00000-12-GM.

· 2016 Reflective Pavement Marker Replacement Program: Contract Award.

· The County has raised and recessed reflective pavement markers delineating medians

and lane lines throughout the highway system.

· The Lake County Division of Transportation undertakes the removal and replacement,

where necessary, of these reflective pavement markers.

· This project will replace raised reflective pavement markers with recessed pavement

markers at various locations on the County highway system.

· A total of four bids were received, ranging from $209,814 to $399,859, and the lowest

responsible bidder is Superior Road Striping Inc., Melrose Park, Illinois, in the amount

of $209,814.

· The County has miles of pavement markings for medians, lane lines and cross walks

· A total of four bids were received, ranging from $413,924.46 to $759,177.05 and the

lowest responsible bidder is Superior Road Striping Inc., Melrose Park, Illinois, in the

· There is a need to enter into a contract, with a successful vendor, to provide all

materials and labor for the herbicide application to right of ways.

· The contractor shall apply a herbicide for total vegetation kill including a drift control

agent with all applications.

· An invitation to bid was issued and extended to 17 vendors and sealed bids were

received from three vendors ranging from $32,455.08 to 70,358.90.

· TGF Enterprises Inc., Libertyville, Illinois, was determined to be the lowest responsive

and responsible bidder who best meets the needs of the County in the amount of

$32,455.08.

Company, Naperville, Illinois, in the amount of $14,854.52 and Berger Excavating

· On July 17, 2015, the County Engineer declared an emergency for the collapsed

culvert/bridge under Diamond Lake Road, between Gilmer Road and Illinois Route 60

at Indian Creek.

· In accordance with Article 6-103 of the Lake County Purchasing Ordinance, the County

Engineer of Lake County certified an emergency procurement for contractual

construction services.

· The selected professional engineering firm to provide emergency structural design and

geotechnical engineering services is Alfred Benesch & Company, Naperville, Illinois, in

the amount of $14,854.52.

· The contractor selected to provide emergency contractual construction services is

Berger Excavating Contractors Inc., Wauconda, Illinois, in the amount of $825,586.39.

· This County Board, at its meeting of November 11, 2014, approved an appropriation of

$600,000 of County Bridge Tax funds for the repair of the culvert/bridge under Diamond

Lake Road, between Gilmer Road and Illinois Route 60, at Indian Creek.

· Based on the emergency procurement contract amounts, and other emergency

procurements, a supplemental appropriation is needed.

· This resolution, per Article 6-103 of the Lake County Purchasing Ordinance, ratifies

these emergency procurements and appropriates a supplemental amount of $295,000

of County Bridge Tax funds.

the culverts, to protect the traveling public, was evident.

· This constituted an emergency and in accordance with Article 6-103 of the Lake County

Purchasing Ordinance, the Lake County Engineer certified an emergency procurement

for contractual construction services.

· The contractor selected to provide emergency contractual construction services is

Campanella and Sons Inc., Wadsworth, Illinois, in the amount of $116,404.74.

· This resolution, per Article 6-103 of the Lake County Purchasing Ordinance, ratifies

these emergency procurements and appropriates $125,000 of County Bridge Tax

funds.

$400,000 of ¼% Sales Tax for Transportation funds for right-of-way acquisition.

· The County has been allocated federal Congestion Mitigation Air Quality (CMAQ) funds

to improve this intersection, and the County will receive 80 percent reimbursement of

the costs of the right-of-way, with a maximum reimbursement of $599,900.

· This resolution appropriates $350,000 of ¼% Sales Tax for Transportation funds.

Joint resolution authorizing an agreement with Bollinger, Lach & Associates Inc.,

Itasca, Illinois, for Phase II design engineering services for the intersection

improvement of Miller Road, at U.S. Route 12, for a maximum cost of services

· LCDOT will conduct a Countywide Paratransit Market Analysis Study utilizing a

consultant.

· CMAP will reimburse LCDOT 80 percent of the project cost using UWP federal

· The estimated project cost is $250,000, with a maximum reimbursement of $200,000.

· The Public Works and Transportation Committee, at its February 3, 2016 meeting,

approved an application to CMAP for a UWP grant for transportation planning for

Countywide paratransit options related to the Transit component of the Lake County

2040 Transportation Plan.

Joint resolution providing for the receipt of $160,691.47, which is the state fiscal year

(SFY) 2017 reimbursement from the Chicago Metropolitan Agency for Planning

(CMAP), to the Lake County Division of Transportation (LCDOT), of federal highway

planning assistance funds that flow through the Illinois Department of Transportation

(IDOT).

· SFY 2017 Chicago Metropolitan Agency for Planning (CMAP) Planning Liaison

Agreement.

· Planning liaison funds are distributed yearly from the Federal Highway Administration to

IDOT and then to CMAP.

and space limitations.

· Each of the four precincts will be reassigned to the Zion Leisure Center located at 2400

· Wages shall be increased 2.85 percent December 1, 2013; 2.85 percent December 1,

$421,618 in the Stormwater Management Commission (SMC) budget (Fund 212) to be

grant from the Great Lakes Restoration Initiative Grant Number (FAIN) GL-00E01926-0

for the Bull Creek Restoration Project in Beach Park, Illinois.

· SMC has entered into an agreement with the United States Environmental Protection

Agency (USEPA) for a grant from the Great Lakes Restoration Initiative Program to

stabilize and restore a 1,500 foot reach at Bull Creek in Beach Park, Illinois.

· SMC will administer the grant and will manage the contract and implementation of the

bioengineering practices for the stream and bluff restoration.

· SMC is cooperating with the Village of Beach Park and the Bull Creek Stakeholders

Association on this project.

· No local matching funds are required for this grant.

municipalities; along with Lake and Cook County to develop the watershed-based plan.

· SMC held public meetings, a public hearing and a public review period for the draft

watershed-based plan report.

· SMC adopted the Buffalo Creek Watershed Based Plan as an Amendment to the Lake

Joint resolution to enter into a contract with Armor Correctional Health Services Inc. of

Miami, Florida, in the estimated amount of $2,853,960 per year for inmate and juvenile

healthcare services.

· The current contract to provide healthcare services for the Adult Correctional Facility

and Juvenile Detention Center will expire on June 20, 2016.

· A Request for Proposal (RFP) was developed following extensive research into

contracts and best management practices for healthcare services provided to other

comparable county and juvenile detention facilities.

· The RFP was sent to 21 vendors and proposals were received from two vendors.

· An interdepartmental committee comprised of representatives from the Sheriff’s Office,

Court Administration, Juvenile Detention, Health Department, Risk, Purchasing, and the

State’s Attorney’s Office reviewed the proposals.

· Based on the criteria set forth in the RFP for inmate and juvenile healthcare services,

the proposal submitted by Armor Correctional Health Services Inc. of Miami, Florida,

is the most qualified and most favorable for Lake County.

· The contract authorizes a two year agreement with three additional one year renewal

options that will cost the County an estimated annual amount of $2,853,960.

of Dimes, Illinois Department of Public Health, Illinois Children’s Healthcare

Foundation, and the Health Resources and Services Administration grants and

authorizing an emergency appropriation in the amount of $938,313 for fiscal year (FY)

2016.

· The Healthcare Foundation of Northern Lake County awarded $100,000 for a jail

diversion and health engagement program to support planning and development efforts

for the period November 2015 to November 2016.

· The March of Dimes awarded $15,000 for the March of Dimes Prevention Grant which

will offset existing staff and program supplies for the period March 7, 2016 through

March 6, 2017.

· The Illinois Department of Public Health awarded $38,374 for the Chronic Disease and

School Health grant which will offset existing staff and program supplies for the period

of July 1, 2015 through June 30, 2016.

· The Illinois Department of Human Services awarded $48,542 for the Child and Family

Connections grant which will be used to offset existing staff costs and one laptop for

the period of July 1, 2015 through June 30, 2016.

· The Illinois Children’s Healthcare Foundation awarded $271,000 to support the

construction of a new community health center facility in Zion, Illinois.

access to medication-assisted treatment which will be used to add 2.5 FTE new staff,

Joint resolution executing a contract with RJ Underground Inc., Kenosha, Wisconsin,

for the Arden Shores Water Main Replacement Project in the amount of $594,204.

· The Arden Shores water system was originally constructed over sixty years ago and

must be upgraded to comply with current standards to insure public health and safety.

· The Arden Shores Water Main Project focuses on the replacement of the water main

along Bay Shore Drive, Hillside Avenue, Glendell Avenue and Juneway Terrace.

· This improvement will enable Lake County to purchase Lake Michigan water on a

wholesale basis from the City of North Chicago for distribution to residents in the Arden

Shores Estates Subdivision.

· An invitation to bid was extended to 16 vendors and responses were received from four

contractors, ranging from $594,204 and $648,734.

· RJ Underground Inc. submitted the lowest responsive and responsible bid in the

amount of $594,204.
