REGULAR VILLAGE BOARD MEETING

Monday, January 9, 2017

ROLL CALL

Mayor Brandt called the meeting to order at 7:04 p.m., and Village Clerk Mastandrea called the Roll.

2.1 Approval of the December 12, 2016 Regular Village Board Meeting Minutes. Trustee Hancock moved and Trustee Leider seconded the motion to approve the minutes of the Regular Village Board Meeting of December 12, 2016 as presented. The roll call vote was as follows: AYES: Trustees Hancock, Leider, and Servi. NAYS: None. ABSENT: Trustees Feldman and McDonough. ABSTAIN: Trustee Grujanac. Mayor Brandt declared the motion carried.

3.0 REPORTS OF OFFICERS

3.1 Mayor’s Report

Mayor Brandt noted Skate Night is taking place at North Park on January 21st and all are invited to attend. Mayor Brandt stated she received several complimentary emails regarding North Park ice rink.

Mayor Brandt stated she received positive email notifications about the holiday lights and tree in the Village Green and at the Village Hall.

3.4 Village Manager’s Report

Village Manager Burke noted the Village learned recently of recognition received for the Village’s 2016 National Night Out celebration and asked Chief of Police Leonas to speak of the recognition.

Chief of Police Leonas stated the National Association of Town Watch recognized Lincolnshire 2016 National Night Out which placed Lincolnshire as 22nd in the population category. Only two other towns in Illinois placed higher. Mayor Brandt stated her opinion was the event taking place on a Friday along with the events and layout made a difference.

4.0 PAYMENT OF BILLS

4.1 Bills Presented for Payment on January 9, 2017 in the amount of $847,228.96 Village Manager Burke provided a summary of the January 9, 2017 bills preexist presented for payment with the total being $847,228.96. The total amount is based on $445,925.68 for General Fund; $143,037.19 for Water & Sewer Fund; $57,384.89 for Retirement Fund; $128,320.96 for Water & Sewer Improvement Fund; $285 for Fraud, Alcohol, Drug Enforcement; $19,127.94 for Vehicle Maintenance; $24,797.50 for E911 Fund; $3,235 for Sedgebrook SSA; and $52,114.80 for the General Capital Fund.

Trustee Grujanac moved and Trustee McDonough seconded the motion to approve the bills prelist dated January 9, 2017 as presented. The roll call vote was as follows: AYES: Trustees Hancock, Servi, McDonough, Leider and Grujanac. NAYS: None. ABSENT: Trustee Feldman. ABSTAIN: None. Mayor Brandt declared the motion carried.

5.0 CITIZENS WISHING TO ADDRESS THE BOARD (on agenda items only)

7.0 CONSENT AGENDA

7.1 Approval of an Ordinance Amending Title 8, Chapter 6, Section 15 of the Lincolnshire Village Code Pertaining to Construction of Utility Facilities in the Public Rights-of-Way (Village of Lincolnshire)

7.2 Approval of an Ordinance Amending Section 3-3-2-6 of Title 3-3, Liquor Control, for the Creation and Issuance of a Class “B” Liquor License for Grab Restaurants Inc. (Marigold Maison)

7.3 Approval of Extension to Tolling Agreement Related to Illinois Metropolitan Investment Fund (IMET) (Village of Lincolnshire)

Trustee McDonough moved and Trustee Grujanac seconded the motion to approve the Consent Agenda. The roll call vote was as follows: AYES: Trustees Grujanac, Hancock, Servi, McDonough, and Leider. NAYS: None. ABSENT: Trustee Feldman. ABSTAIN: None. The Mayor declared the motion carried.

Trustee Grujanac moved and Trustee McDonough seconded the motion to adjourn. The voice vote was unanimous and Mayor Brandt declared the meeting adjourned at 7:10 p.m.
