Call to Order by Mayor Pecaro at 7:35 P.M.
1. Roll Call
Present: Mayor Pecaro, Aldermen: Grice, Falberg, Feddermann, Fiore, Peterson
Absent: Alderman Slavin
Also Present: City Manager Coren, City Administrator Ferolo, Administrative Assistant Litjens, Deputy Clerk Baruffi

3. Review of Minutes to be Approved
3.1. Moved by Alderman Fiore, seconded by Alderman Peterson to approve the City Council: January 17, 2017 minutes as presented. All present voting aye, by voice vote, motion carried.
3.2. Moved by Alderman Fiore, seconded by Alderman Peterson to approve the Committee of the Whole: January 17, 2017 minutes as presented. All present voting aye, by voice vote, motion carried.
4. Appointments (Mayor Pecaro)
4.1. Moved by Alderman Fire, seconded by Alderman Grice to approve the Mayor’s appointment to the Highwood Police Pension Fund Member – Dennis Baker (2 Year Term). All present voting aye, by voice vote, motion carried.
4.2. Moved by Alderman Peterson, seconded by Alderman Grice to approve the Mayor’s appointment to the Highwood Firefighter ’s Pension Board Member – Rosa Stefani (3 Year Term). All present voting aye, by voice vote, motion carried.
5. Approval of Warrant List:
5.1. Moved by Alderman Peterson, seconded by Alderman Falberg to approve the 02/07/2017 AP Warrant List as presented. All present voting aye, motion carried.

6. Public Input – Items Not On Agenda
Gansukh Rentsendoxj of Astra Nails conveyed the signage request. The Mayor explained that the signage request was discussed during the Committee of the Whole Meeting and would be approved later in this meeting.

9.1. Moved by Alderman Peterson, seconded by Alderman Fiore to approve the December 2016. The December 2016 Treasurer’s Report was presented and discussed during the Committee of the Whole Meeting. All present voting aye, by voice vote, motion carried.

12.1. 17-R-1 Moved by Alderman Falberg, seconded by Alderman Grice to authorize a Resolution Approving and Accepting an ARC Recommendation Regarding Window Signage for the Building at 400 Sheridan Road for Astra Nails. All present voting aye, motion carried.

12.2. 17-R-2 Moved by Alderman Falberg, seconded by Alderman Feddermann to authorize a Resolution Authorizing the City Manager to Accept Bids and to Execute an Electricity Supply Agreement for City ComEd Accounts. All present voting aye, motion carried.

12.3. 17-R-3 Moved by Alderman Falberg, seconded by Alderman Fiore to authorize a Resolution Authorizing an Agreement Between the City of Highwood and Call One for Telephone Service at Municipal Facilities. All present voting aye, motion carried.

Absent: Alderman Slavin
Moved by Alderman Peterson, seconded by Alderman Fiore to go into Executive Session to discuss 2C5 and 2C11.
All present voting aye, motion carried. Mayor Pecaro called the executive session meeting to order with a roll call.

Absent: Alderman Slavin
Moved by Alderman Falberg, seconded by Alderman Peterson to end the executive session meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro ended the executive session meeting at 8:14 P.M
13. Any Action Necessary Coming Out of Executive Session will be sealed until no longer sensitive.
Moved by Alderman Fiore, seconded by Alderman Feddermann to reconvene the Regular City Council Meeting. All present voting aye, by voice vote, motion carried.
14. Adjournment Moved by Alderman Feddermann, seconded by Alderman Peterson to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 8:15 P.M.
