Grant Township Board approves hiring of two maintenance workers

Grant Township Board met Tuesday, Feb. 21.

The Board Of TOWn Trustees met at the Grant Township Administration Building at 26725W. Molidor Road on February 21, 2017.

Attendees.

Supervisor. Kay Starostovic x Present Absent

Trustee: Robert Hamm X Present Absent Bob Selle x Present Absent Carol Ulasy X Present Absent Tom Lippert x Present Absent

Clerk: Barbara Schau Present x Absent

Ms. Kay Starostovic acting as chairperson and Nancy Rogers as Deputy Clerk, the following official business was transacted:

1.-2. Call to Order The meeting was called to order at 7:00pm with the pledge to the Flag.

3. Roll Call of Officials Present. Trustees Hamm, Selle, Ulasy, Lippert, Supervisor Starostovic, Absent: Clerk Schau

4. Audience There were no Comments from the audience.

5. Motion to Approve Minutes The minutes of the January 2017 meeting were presented for discussion. Trustee Lippert made a motion to accept the minutes as presented; motion seconded by Trustee Hamm. There being no further questions or Comments the vote was called; Aye: Trustees Hamm, Ulasy, Lippert, Supervisor Starostovic

Nay: None

Trustee Selle abstained as he was not present at meeting.

Motion carried

6. Motion to Approve Bills The bills paid from January 1, 2017 to January 31, 2017 were presented to the board for discussion and approval. Trustee Selle made a motion to approve the bills in the amount of $281,862.82; motion was seconded by Trustee Lippert. There being no further questions or Comments the Vote Was called: Aye: Trustees Hamm, Selle, Ulasy, Lippert, Supervisor Starostovic

Nay: None

Motion Carried

7. Motion to Approve Investment Report The investment report dated January 31, 2017 was presented to the board for approval. Trustee Ulasy made a motion to accept the investment report in the amount of $3,636,391.80; motion seconded by Trustee Hamm. There being no further questions or comments, the vote was called:

Aye: Trustees Hamm, Selle, Ulasy, Lippert, Supervisor Starostovic

Nay: None

8. Miscellaneous

a. Thank you

- Supervisor Starostovic read a Thank you letter from the Lippert family for the flowers and support on the passing of Trustee Lippert's mother,

b. Secret Santa - Supervisor Starostovic read a thank you from a family that received gifts on the Adopt a Family (Secret Santa) program to their sponsor family. A folder was passed around to trustees of the other thank-you letters that have been sent.

9. Old Business

a. Chamber Fest - Chamber Fest to be held on Saturday March 4th from 9:00am - 2:00pm.

- Volunteers were asked for the Grant Township booth. Supervisor Starostovic, Assessor Barr, Trustee Ulasy and Deputy Clerk Rogers will be there. Trustee Lippert offered help when he wasn't at the Lion's Club booth.

b. Annual Fish Fry - Supervisor Starostovic gave update on the Super Raffle tickets. They are going real good. Still looking for donations for the Raffle baskets

c. Report on Administration Building Roof - Supervisor Starostovic gave report on the leak that we had on the roof last month. AMB Roofing had come out and patched and replaced shingles. More needed repairs will be completed when the weather gets better.

d. Any Other Old Business

10. New Business

a. 2015 Tax Settlement Report - Supervisor Starostovic relayed to the board regarding the mistake that Lake County had disbursed tax funds to Grant Township in error in 2015. She is going Over the figures with the Accountant to see if Lake County has deducted the amount from 2016 disbursement. b. TOI Topics Day - Supervisor Starostovic reported that Assessor Barr and herself would be attending Topics Day this year. Trustee Lippert asked if they are able to meet with elected officials. Supervisor Starostovic explained how it worked and that officials learn so much of what is going on. c. Labor Statistics for CPI 2.1% - Report had come in from Lake County with the increase. There was a discussion on the difference of the rate from last year.

d. Motion to Consider NICASA Donation request - Supervisor Starostovic read letter from NICASA and explained that we have donated to the organization in the past. NICASA reported that 152 Grant Township residents have received their services. All agreed to a $100.00 donation as We have done in past years. Trustee Selle made a motion to donate $100.00 to the NICASA Behavioral Health Services, motion was seconded by Trustee Lippert. There being no further questions or comments, the vote was called:

Aye: Trustees Hamm, Selle, Ulasy, Lippert, Supervisor Starostovic

Nay: None

e. Catholic Charities Volunteer Request - Supervisor Starostovic read letter from Catholic Charities asking for a representative from Grant Township to participate in their 15" Annual Champion for Meals Day scheduled for Monday, March 20, 2017. Trustee Lippert inquired where the meals come from. It was stated that Marvelas in Fox Lake prepare meals in Our area. Any interested officials need to fill out the form they have in their packet and return.

f. SWALCO Information - Supervisor Starostovic read the letter from SWALCO regarding the Household Chemical Waste collections for 2017. SWALCO holds collections twice a month at their Gurnee Facility and there will be 5 mobile events throughout Lake County between April and November. Saturday, April 29th the mobile collection will be at the Fox Lake Street Department on Washington Street from 8:00am to 2:30pm.

g. Consider Motion to Approve Contract for 2016-2017 Audit

Letter from Auditors GRA that states their services for Grant Township for the year ending March 31, 2017. The letter states that their fee will not exceed $7,000.00 which includes expenses. Trustee Lippert made a motion to retain GRA (George Roach & Associates, P.C.) as Grant Township Auditors for the year ending March 31, 2017 with their fee not to exceed $7,000.00; seconded by Trustee Selle. There being no further questions or Comments, the vote was called:

Aye: Trustees Hamm, Selle, Ulasy, Lippert, Supervisor Starostovic

Nay: None

h. Motion to Consider Hiring New Maintenance Workers - Supervisor Starostovic related to trustees that she has two people in mind for Maintenance Workers. One gentleman will replace employee that left in January and a part time person for this summer for parks. She would like to get approval to hire the gentleman right away and get him familiar with his job. The part-time gentlemen would not start until We are ready to start cutting park grounds. Trustee Selle made a motion to hire two maintenance persons; seconded by Trustee Lippert. There being no further questions or Comments, the vote was called:

Aye: Trustees Hamm, Selle, Ulasy, Lippert, Supevisor Starostovic

Nay: None

Motion Carried. - Supervisor Starostovic related to the trustees that we are losing a bus driver for transportation as he has obtained another job. We will be looking through resumes for a replacement. The time frame is 3 months to get a person through paperwork and physicals for Pace.

11. Officials' Reports - Supervisor

- Supervisor Starostovic reported that she attended a meeting this morning at Lake County in regards to Welcoming Community Pledges. Supervisor Starostovic will be a member of their task force for all of Lake County. Supervisor Starostovic and Caseworkers Transportation Coordinator Ralph Schultz are members of the task force with the Village of Fox Lake for various problems that Fox Lake is enduring. - Highway Commissioner

- Deputy Clerk Rogers read two memos from the Highway Commissioner as she could not attend tonight's meeting: - On Thursday, February 16, 2017 at 10:00am there was a bid opening held at Grant Township Highway Dept. for 2017 Road Program - Ash Street. There were six bids opened with Campanella & Son being the lowest at $165,343.05 and Berger Excavating being the highest at $229,037.00. The bid was awarded to Campanella & Son. - Grant Township Highway Department was awarded a $15,000.00 Grant through Storm Water Management. This grant will be used to clean up the north side of Fish Lake drain off of Molidor Road. - Trustees

- Trustee Hamm - None - Trustee Selle - reported that long time Ingleside resident Buzz Heeres passed away. Buzz was very supporting of the Township. His wake will be this Friday, Febuary 24th. This is a sad day. Ducks Unlimited Dinner will be held this Friday February 24, 2017 at Marvelas.

- Trustee Ulasy - None - Trustee Lippert-Thanked the Board for the support and flowers for his family with the passing of his mother. - Clerk

- Deputy Clerk reported that Grant Township would be hosting the Hunters Safety course Saturday, March 25" and Sunday March 26th from 8am to 5pm. This is a 12 hour course. This was previously hosted by Bass & Pro Shop that will no longer be holding the classes.

- Supervisor Starostovic handed out the new Newsletters that were going out. The Trustees said thank you for including the new flyers for the events that we would be holding.

12. Audience Resident Mardi Scheske commented on the front of the newsletter for being so well read.

13. Adjournment Trustee Lippert made a motion to adjourn the board meeting; motion seconded by Trustee Hamm. There being no further discussion, the vote was called by voice vote, all in favor and the meeting was closed at 8:00pm.
