The Special Meeting of the Board of Trustees of the Village of Volo was called to order at 7:00 p.m. in the Board Room of the Volo Village Hall, Mayor Stephen Henley presiding.
Roll Call: Trustees Wagner, Porter, Buschick, Heuser, Buttita – present; Johnson – absent; Village Clerk Rydberg – absent.
Also present were various staff members.
Public Comment – Agenda Items: None.
Approval of Minutes: Special Meeting of March 17, 2017:
Trustee Porter made a motion, seconded by Trustee Heuser, to approve the Minutes of the Special Meeting of March 17, 2017. On voice vote – all “aye”. Motion Carried.
Approval: FY 17/18 Budget:
Trustee Porter made a motion, seconded by Trustee Buschick, to approve the FY 17/18 Budget. Roll Call: Trustees Wagner, Porter, Buschick, Heuser, Buttita – all “aye”. Motion Carried.
Ordinance No. O-17-07: Amending the Annual Fee Schedule:
Trustee Porter made a motion, seconded by Trustee Buttita, to approve Ordinance No. O-17-07, amending the Annual Fee Schedule to revise the multi-year rate plans for water and garbage service. Roll Call: Trustees Porter, Buschick, Heuser, Buttita, Wagner – all “aye”. Motion Carried.
Resolution No. R-17-225: Authorizing the Closing of Funds:
Trustee Porter made a motion, seconded by Trustee Wagner, to approve Resolution No. R-17-225, authorizing the Village Treasurer to close the Gilmer Road Fund on April 30, 2017. Roll Call: Trustees Buschick, Heuser, Buttita, Wagner, Porter – all “aye”. Motion Carried.
Resolution No. R-17-226: Authorizing the Establishment of Funds:
Trustee Porter made a motion, seconded by Trustee Wagner, to approve Resolution No. R-17-226, authorizing the Village Treasurer to establish a Special Project & Grant Reserve on May 1, 2017. Roll Call: Trustees Heuser, Buttita, Wagner, Porter, Buschick, – all “aye”. Motion Carried.
Resolution No. R-17-227: Authorizing the Transfer of Funds:
Trustee Porter made a motion, seconded by Trustee Heuser, to approve Resolution No. R-17-227, authorizing the Village Treasurer to make certain non-operating fund transfers on April 30, 2017 and May 1, 2017. Roll Call: Trustees Buttita, Wagner, Porter, Buschick, Heuser – all “aye”. Motion Carried.
Approval: Fund Balance Policy:
Trustee Porter made a motion, seconded by Trustee Wagner, to adopt a Fund Balance Policy. Roll Call: Trustees Wagner, Porter, Buschick, Heuser, Buttita – all “aye”. Motion Carried.
Approval: Regular Village Appointments:
Trustee Porter made a motion, seconded by Trustee Buttita, to approve Mayor Henley’s recommendation for various regular annual appointments. Roll Call: Trustees Porter, Buschick, Heuser, Buttita, Wagner – all “aye”. Motion Carried.
Appointments: Planning & Zoning Commission:
Trustee Porter made a motion, seconded by Trustee Buschick, to accept letters of resignation from Commissioners Cory Kazimour and Lesa Northam and approve Mayor Henley’s recommendations to appoint Erin Abraham and Scott Uglinica to the Planning & Zoning Commission. Roll Call: Trustees Buschick, Heuser, Buttita, Wagner, Porter – all “aye”. Motion Carried.
Approval: Fy 17/18 Regular Meeting Schedule:
Trustee Porter made a motion, seconded by Trustee Wagner, to approve the regular meeting schedule for FY 17/18. On voice vote – all “aye”. Motion Carried.
Public Comment: None.
Trustee Reports: Trustee Wagner noted the next Economic Development Committee meeting will be Friday, April 28th at 9:00 a.m.
Mayor’s Report: Mayor Henley invited residents to join him for “Coffee with the Mayor” on Saturday, May 13th from 9:00 a.m. – 10:00 a.m. in the Community Room at Village Hall. Representatives from Grant Township and Wauconda Township will be in attendance to provide updates on their activities and projects.
