Workforce Development

8.1 17-0713

Resolution approving the Memorandum of Understanding (MOU) for the Job Center of Lake County and authorizing the MOU to the Illinois Department of Commerce and Economic Opportunity.

· Workforce Innovation Opportunity Act (WIOA) requires a MOU be entered into by all required partners, the Workforce Development Board and the Chief Elected Official (CEO) establishing and maintaining a high-quality workforce development system and Job Center.

· The MOU documents how partners will collaborate and integrate services and resources to serve the individual customers and the business customers.

· The MOU also documents how each partner will contribute its proportionate and agreed upon share of the Job Center’s infrastructure costs and one-stop delivery system costs.

· The term of the MOU is July 1, 2017 to June 30, 2020.

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) formula grant and authorizing an emergency appropriation in the amount of $666,466 for the Lake County Workforce Development Department.

· The WIOA formula grant funds for the program year 2017 have been allocated to Lake County and are being increased by $666,466, over the 2016 program year allocation, for a total grant of $4,854,282.

· The WIOA formula grant includes funding for programs serving adults, dislocated workers, incumbent workers, and youth.

· The WIOA formula grant has a grant life from July 1, 2017 through June 30, 2019.

Community Development

Joint resolution authorizing an intergovernmental agreement for the provision of grant administration and management services for North Chicago Community Development Block Grant (CDBG) funds.

· For the past three years (2014-2017), the City of North Chicago and the United States Department of Housing and Urban Development (HUD) have asked Lake County to provide grant administration and management services for the North Chicago CDBG program.

· All parties desire to continue this arrangement for the next three years, which requires the approval of a second three-year agreement. This agreement will preserve CDBG funding in the approximate amount of $226,000 annually for North Chicago, for HUD program years 2018 to 2020. Of this amount, Lake County will receive approximately $45,000 annually for planning, oversight and management on behalf of North Chicago.

· This 2018-2020 agreement includes an automatic renewal provision and has been approved by both the State’s Attorney’s Office and the Housing & Community Development Commission.
