Joint resolution providing for the receipt of $160,691.47, which is the state fiscal year (SFY) 2018 reimbursement from the Chicago Metropolitan Agency for Planning (CMAP), to the Lake County Division of Transportation (LCDOT), of federal highway planning assistance funds that flow through the Illinois Department of Transportation (IDOT).

• SFY 2018 Chicago Metropolitan Agency for Planning (CMAP) Planning Liaison Agreement.

• Planning liaison funds are distributed yearly from the Federal Highway Administration to IDOT and then to CMAP.

• These funds help support transportation planning provided by LCDOT and the Lake County CMAP Council of Mayors, i.e., LCDOT staff positions.

• In SFY 2018, which begins July 1, 2017, the allocation to LCDOT will be $160,691.47 to cover the workload that CMAP describes in its agreement.

Joint resolution appropriating $80,000 of County Bridge Tax funds for the drainage improvement south of Rollins Road, at Wilson Road, and designated as Section 16-00080-62-DR.

• Rollins Road, at Wilson Road, Drainage Improvement: Appropriation.

• Rollins Road, at Wilson Road, will be improved with the restoration of eroded drainage outlets.

• This improvement will be constructed by day labor forces from the Division of Transportation.

• Before materials can be procured, an appropriation of $80,000 of County Bridge Tax funds is necessary.

• Each group of materials will be less than $30,000, and does not require a letting.

• This improvement is included in the highway improvement program.

Joint resolution appropriating $1,545,000 of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable Illinois Highway Code, from December 1, 2017 to November 30, 2018, including traffic control signals, street lights, Lake County PASSAGE field elements and electrical service, and designated as Section 18-00000-01-GM.

• 2018 Patrol I, Traffic Signal Maintenance and Electrical Service: Appropriation.

• Patrol I maintenance activities are paid out of the Motor Fuel Tax fund, and include maintenance and electrical service of the County’s traffic control signals, street lights, other field equipment, and field elements of Lake County PASSAGE.

• Before a project letting can be held for the contract maintenance services, an appropriation of $1,470,000 of Motor Fuel Tax funds is needed.

• An appropriation of $75,000 of Motor Fuel Tax funds is needed for the electrical service.

• This is a shared service item, with existing agreements with Deer Park, Gurnee, Highwood, Highland Park and the Illinois Department of Transportation for the inclusion of certain traffic signals within their jurisdiction in the County’s traffic signal maintenance contract for reimbursement to the County for their share.

Joint resolution authorizing a contract with Chicago Parts and Sounds, Elk Grove Village, Illinois, to procure the accessories and outfit Ford Interceptor vehicle for the Lake County Sheriff’s Office (LCSO) in the amount of $228,644.52.

• The LCSO purchased 26 Ford Interceptors as part of its annual vehicle replacement within the fiscal year (FY) 2017 budget.

• There is a need to enter into a contract for the purchase and installation of accessories for the Ford Interceptors, including emergency lighting packages, the prisoner and utility partitions, gun rack equipment counsels, exterior antennas, and window bars.

• An invitation to bid was extended to 25 vendors and sealed bids were received from eight vendors, ranging from $228,644.52 to $249,002.

• Chicago Parts and Sounds, Elk Grove Village, Illinois, was determined to be the lowest responsive and responsible bidder who best meets the needs of the County to outfit the Ford Interceptor vehicle in the estimated amount of $228,644.52.

• This contract authorizes the purchase of Ford Interceptor vehicle accessories for the LCSO with Chicago Parts and Sounds, Elk Grove Village, Illinois, for a two-year period in the initial amount of $228,644.52, funded within the FY2017 budget.

Joint resolution authorizing the application, award and the renewal of an interagency agreement with the Children’s Advocacy Centers of Illinois (CACI) to provide federal funding of $224,706.60 for the Children’s Advocacy Center Victim Advocacy Services grant for 12 months and an emergency appropriation of $140,288.25 for an increase in grant funding of $112,230.60 and match funds of $28,057.65 for program costs and an additional Victim Advocate position.

• In 1999 the Children’s Advocacy Center implemented two victim advocate grants, which have been renewed each year, to supplement funding for two victim advocates, one being bilingual. In 2016, both grant programs were combined into one contract. In 2017, the funding period changed to State fiscal year 2018: July 1, 2017 through June 30, 2018.

• This grant is for the period of July 1, 2017 through June 30, 2018 and funds a portion of the salary and benefits for the two previously funded advocates, plus one new advocate, housed at the Lake County Children’s Advocacy Center along with additional program costs.

• The victim advocates provide comprehensive, supportive services to child victims and their non-offending family members, throughout the court process.

• Program goals include providing advocacy services for child victims of abuse and their non-offending family members, preventing re-victimization of children through education, providing emotional support and maintaining the current staff of victim advocates in order to provide efficient services to abused children.

• Sources of funding include federal funds in the amount of $224,706.60 ($38,392.36 for the bilingual program and $87,600 plus $98,714.24 for the other victim advocate programs) and matching funds in the amount of $56,176.65 ($20,627.89 for the bilingual program and $4,978.76 plus $30,570 for the other victim coordinator programs), which is provided by the Children’s Advocacy Center, for salary, benefits and other program costs such as training and supplies.

• The Children’s Advocacy Center provides the required match and any additional salary or benefit costs by reimbursing the State’s Attorney’s Office. No County funding is required for this programming.

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) formula grant and authorizing an emergency appropriation in the amount of $666,466 for the Lake County Workforce Development Department.

• The WIOA formula grant funds for the program year 2017 have been allocated to Lake County and are being increased by $666,466, over the 2016 program year allocation, for a total grant of $4,854,282.

• The WIOA formula grant includes funding for programs serving adults, dislocated workers, incumbent workers, and youth.

• The WIOA formula grant has a grant life from July 1, 2017 through June 30, 2019.

Joint resolution authorizing an intergovernmental agreement for the provision of grant administration and management services for North Chicago Community Development Block Grant (CDBG) funds.

• For the past three years (2014-2017), the City of North Chicago and the United States Department of Housing and Urban Development (HUD) have asked Lake County to provide grant administration and management services for the North Chicago CDBG program.

• All parties desire to continue this arrangement for the next three years, which requires the approval of a second three-year agreement. This agreement will preserve CDBG funding in the approximate amount of $226,000 annually for North Chicago, for HUD program years 2018 to 2020. Of this amount, Lake County will receive approximately $45,000 annually for planning, oversight and management on behalf of North Chicago.

• This 2018-2020 agreement includes an automatic renewal provision and has been approved by both the State’s Attorney’s Office and the Housing & Community Development Commission.

Joint resolution authorizing an agreement with Donohue & Associates Inc., Sheboygan, Wisconsin, in the amount of $130,750 for design engineering services related to the Vernon Hills Water System Electrical and Mechanical Upgrade Project.

• The Vernon Hills Water System’s major facilities consist of four reservoirs, two elevated water towers, and two water delivery structures that are key components of the water distribution system that has been in continuous service for over 35 years.

• Major electrical and mechanical equipment at the facilities (motor control center, SCADA equipment, water flow control valves, and water level control sensors) require replacement and upgrades to ensure safe and continuous operation of this water system.

• Due to the nature of this project, the County requires services from an engineering firm qualified in this type of work and has procured services from Donohue & Associates Inc., Sheboygan, Wisconsin, in accordance with the Purchasing Ordinance and the Local Government Professional Services Selection Act.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $1,193,891.12, for the resurfacing of Darrell Road, from Illinois Route 176 to Burnett Road and Bonner Road, from Darrell Road to U.S. Route 12, and designated as Section 17-00999-29-RS.

• Darrell Road and Bonner Road Resurfacing: Contract Award.

• Darrell Road, from Illinois Route 176 to Burnett Road and Bonner Road, from Darrell Road to U.S. Route 12, need resurfacing.

• Two bids were received, ranging from $1,193,891.12 to $1,385,707.70, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $1,193,891.12.

• These resurfacing improvements have been identified within the County’s pavement management system, and are included in the highway improvement program.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $947,960.39 for the resurfacing of Delany Road, from U.S. Route 41 to Sunset Avenue, and designated as Section 17-00093-22-RS.

• Delany Road, from U.S. Route 41 to Sunset Avenue, needs resurfacing.

• Two bids were received, ranging from $947,960.39 to $1,179,887.40, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $947,960.39.

• This resurfacing improvement has been identified within the County’s pavement management system, and is included in the highway improvement program.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $1,144,975.34, for the resurfacing of Fairfield Road, from Lake Villa Township Line south to Illinois Route 134, and designated as Section 17-00104-09-RS.

• Fairfield Road Resurfacing: Contract Award.

• Fairfield Road, from Lake Villa Township Line south to Illinois Route 134, needs resurfacing.

• Three bids were received, ranging from $1,144,975.34 to $1,344,545.50, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $1,144,975.34.

• This resurfacing improvement has been identified within the County’s pavement management system, and is included in the highway improvement program.

Joint resolution authorizing a contract with FASTER Asset Solutions, Virginia Beach, Virginia, for fleet management software in the amount of $114,355.

• The Division of Transportation’s (DOT’s) fleet management software is currently using has reached the end of its useful life.

• There is a need to modernize the DOT’s fleet management software with a more technologically robust system that will enhance reporting, create efficiencies, detailed billing and more user friendly for creating work orders by staff.

• A request for proposal (RFP) was extended to 44 vendors, sealed proposals were received from four vendors, and interviews were held with four firms.

• Based on the criteria set forth in the RFP, an evaluation committee comprised of the DOT and Lake County Information Technology departments selected FASTER Asset Solutions, Virginia Beach, Virginia, as the most favorable proposal for Lake County.

• This contract will cost the County an amount of $114,355. Annual maintenance of the software is estimated at $17,086, including a three percent increase in years three through five.

Joint committee action item approving change order number two, consisting of an increase of $144,213.86, for additions to the North Shore Bike Path abutment repairs construction contract, and designated as Section 16-00999-25-BR.

• North Shore Bike Path Abutment Repairs: LCDOT Change Order Number Two.

• Change orders need to be approved by the standing committees for cumulative net increases over 10 percent.

• North Shore Bike Path abutment repairs project is under contract with Alliance Contractors Inc. in the amount of $618,683.50.

• The length of this project is approximately 0.057 miles for three century-old railroad bridge abutments holding up the current North Shore Bike Path over the Skokie River, over the Canadian National Railroad, and over the Metra Railroad.

• Change order number two is for additional and deeper concrete repairs required that were not anticipated in the original contract plans.

Resolution authorizing a contract with KS2 Technologies, Grapevine, Texas, for renewal of IDS Dynamic Server Software (Informix) licenses for Lake County in an estimated amount of $98,206.57.

• The current contract for Informix is expiring.

• Informix is the database that services the tax system for Lake County.

• There is a need to enter into a new agreement to maintain and support the critical database operations within the current tax software system to be replaced with the implementation of Tyler Tax in 2018.

• Information Technology identified a joint purchasing agreement, that was competitively solicited and awarded, through National Cooperative Purchasing Alliance (NCPA) and its agent KS2 Technologies.

• Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants.

• Funds were budgeted as part of the IT operation budget for fiscal year 2017.

Committee action approving contract modification number two for the project management services for the property tax administration services with Beth Malloy and Associates, Chicago, Illinois, in the amount of $200,000.

• In April 2014, a contract was awarded to Beth Malloy and Associates, Chicago, Illinois, for phases one through five consulting services related to replacement of the Lake County’s property tax administration system which included a needs assessment, action plan development, procurement plan, evaluation, and review of submittals and contract negotiation.

• In July 2015, the County Board approved contract modification number one for phase six, the implementation services.

• There is a need to modify the contract for additional project management services for the remaining 7.5 months of project implementation.

• In accordance with Article 8, Section 101 (2) of the Lake County Purchasing Ordinance, this change order is germane to the original contract as signed and is in the best interest of Lake County.

• Contract modification number two is in the amount of $200,000 and increases the original contract amount from $745,300 to $945,300.

Resolution approving a contract with Allstar Asphalt, Wheeling, Illinois, for resurfacing and paving improvements at the Robert W. Depke Juvenile Justice Center in the amount $218,500.

• Lake County desires to enter into a contract for resurfacing and paving improvements at the Robert W. Depke Juvenile Justice Center.

• As part of the 2017 budget, funding was approved as part of the facility assessment projects in the Corporate Capital Improvement Plan (CCIP) for resurfacing and paving within the existing Depke campus buildings.

• An invitation to bid was issued and extended to 26 vendors and sealed bids were received from two contractors ranging from $218,500 to $242,000.

• This resolution authorizes a contract with Allstar Asphalt, Wheeling, Illinois, in the amount $218,500 and will be managed by the Facilities Department of Finance and Administrative Services.

Resolution authorizing a contract with Schmidt Associates, Indianapolis, Indiana, to provide consulting services for strategic facility planning for Lake County in an amount not to exceed $199,700 and an owner controlled contingency in the amount of $50,000.

• Lake County maintains nearly 1,400,000 square feet of real estate in support of a diverse range of government services.

• Over the past decade, the County has made significant investments in both rehabilitation and new construction and is looking to engage the various stakeholders to develop consensus on future projects, within the constraints of available resources, as well as to develop a systematic process for evaluating and planning future projects.

• There is a need for the services of an experienced consultant to assist the County in developing prioritization of these projects within the Counties capacity constraints.

• A request for proposal (RFP) was extended to 49 vendors, sealed proposals were received from six vendors, and interviews were held with four firms.

• An interdepartmental evaluation committee comprised of Finance and Administrative Services, 19th Judicial Circuit Court, Sheriff’s Office, and the County Administrator’s Office evaluated the proposals based on the criteria set forth in the RFP and selected Schmidt Associates, Indianapolis, Indiana, as the most favorable proposal for Lake County.

• The contract authorizes a six-month contract in an amount not to exceed $199,700 with negotiated hourly rates.

• An additional $50,000 of funding is being recommended for an owner controlled contingency.

Resolution authorizing an agreement with Johnson Controls Inc., Arlington Heights, Illinois, for the software and maintenance of the building automation systems for the Johnson Controls boilers, chillers, and air handler units of various County facilities in an amount not to exceed $69,651.

• The County utilizes a Building Automation and Controls Network (BACnet) to monitor the functionality of the equipment to meet County goals of energy and operational efficiencies.

• Lake County entered into a contract with Johnson Controls Inc., Arlington Heights, Illinois, for the software and maintenance for the building automation systems for the Johnson Controls boilers, chillers, and air handler units of various County facilities in March 2013.

• To maintain the current level of service for the equipment, there is a need for ongoing extended warranty of hardware and software maintenance for the building automation systems.

• Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants.

• This contract authorizes the services contract with Johnson Controls Inc. in an amount not to exceed $69,651.

Resolution authorizing a contract in an amount not to exceed $190,010 with APPIN Associates, Gurnee, Illinois, to provide engineering services for the building automation systems (BAS) for fiscal year (FY) 2017 projects.

• Since 2006, the Facilities Operations Division has been upgrading the BAS for County facilities.

• There is a need for engineering for the network controls to ensure all new installations meet the County’s Building Automation and Control Network (BACNet).

• In accordance with the Lake County Purchasing Ordinance, a statement of interest was issued for BACnet for building automation consulting services and responses from two firms were received on February 27, 2014.

• APPIN Associates, Gurnee, Illinois, was selected as the most qualified firm in 2014, to provide professional engineering services related to the design of building automation for the various facility operations assessment projects.

• Eight projects have been identified with a total cost of $2,500,000, as part of the budgeted and carryover facilities assessment identified in as part of the budgeted and carry-over facility assessment in the FY 2017 Corporate Capital Improvement Program.

• In accordance with 50 ILCS 510/ Local Government Professional Services Selection Act, the selected and recommended firm is APPIN Associates, Gurnee, Illinois, with an amount not to exceed $190,010.

Resolution authorizing a contract with Thyssenkrupp Elevator, Lombard, Illinois, in the amount of $553,340, for elevator modernization at the adult detention center in Waukegan.

• There is a need to enter into a contract for elevator modernization at the adult detention center in Waukegan.

• The current elevator motors, motor controllers, and elevator control systems have reached the end of their useful life

• Funding was previously approved as a facility assessment project in the Corporate Capital Improvement Plan (CCIP) and carried over to 2017 for jail elevator modernization.

• An invitation to bid was issued and extended to 22 vendors and sealed bids were received from three contractors, of which two were non-responsive.

• ThyssenKrupp Elevator, Lombard, Illinois, was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the amount $553,340, and the contract will be managed by the Facilities Department of Finance and Administrative Services.

• This resolution also authorizes elevator maintenance during and after the elevator modernization project in the amount $495 per month and will be funded within the Facilities Operation budget to ensure continuity of operations.

• In addition to modernizing the existing elevators, the motors will be switched from direct current (DC) to alternating current (AC) voltage, with variable frequency drives, providing greater energy efficiency. Due to the critical nature of these elevators, this project also includes redundant systems and door protection.

Resolution reaffirming and recertifying that elected officials may participate in the Illinois Municipal Retirement Fund (IMRF) if they perform duties related to the elected office for 1,000 hours or more per year.

• The County Board passed a resolution on January 14, 2003, authorizing County elected officials’ participation in IMRF, provided they work 1,000 hours or more annually.

• County elected officials include Circuit Clerk, Coroner, County Clerk, Recorder of Deeds, Sheriff, States Attorney, and Treasurer.

• The IMRF Board is requiring recertification by the County Board of IMRF eligibility every two years for all elected positions, effective February 13, 2017.

Resolution authorizing an amendment to the Collective Bargaining Agreement (CBA), between the Operating Engineers Local 150 and Lake County Facilities Operations Division.

• The current CBA between Operating Engineers Local 150 (Lake County Facilities Operations Division) and Lake County will expire on November 30, 2019.

• Employees covered by this agreement receive health and dental insurance sponsored by the union. The union is changing its premium structure, adding a “single plus one tier”, which is expected to result in a savings of $64,204 due to lower premiums the County will pay. An amendment to the CBA is necessary to authorize this additional tier.

Resolution authorizing a one year extension to the Collective Bargaining Agreement (CBA) with International Union of Operating Engineers, Local 150 as the exclusive representative of certain employees in the Public Works Department.

• The CBA was effective from December 1, 2012 through November 30, 2016.

• The parties have tentatively agreed to a one year extension which will grant a 2.25 percent increase ($67,004) effective December 1, 2016.

• Employees covered by this agreement receive health and dental insurance sponsored by the union. The union is changing its premium structure to add a “single plus one” tier, which is expected to result in an anticipated savings of $207,312 due to lower premiums the County will pay.

• The CBA was effective from December 1, 2012 through November 30, 2016.

• The parties have tentatively agreed to a one year extension which will grant a 2.25 percent increase ($9,325) effective December 1, 2016.

• Employees covered by this agreement receive health and dental insurance sponsored by the union. The union is changing its premium structure to add a “single plus one” tier, which is expected to result in an anticipated savings of $40,663 due to lower premiums the County will pay.

Resolution authorizing a two year extension to the Collective Bargaining Agreement (CBA) with the International Union of Operating Engineers, Local 150 as exclusive representative of certain employees in the Division of Transportation.

• The CBA was effective April 1, 2012 through March 30, 2016.

• The parties have tentatively agreed to a two year extension which will grant a two percent increase on April 1, 2016 ($93,057) and April 1, 2017 ($94,918).

• Employees covered by this agreement receive health and dental insurance sponsored by the union. The union is changing its premium structure to add a “single plus one” tier, which is expected to result in an anticipated savings of $207,312 due to lower premiums the County will pay.
