Village of Volo Village Board met October 17. 

Here is the minutes as provided by the board:

The Regular Meeting of the Board of Trustees of the Village of Volo was called to order at

7:00 P.M. in the Board Room of the Volo Village Hall, Mayor Stephen Henley presiding.

Roll Call: Trustees Porter, Johnson, Buttita, Northam – present; Trustees Wagner, Heuser –

absent; Village Clerk Rydberg – present.

Also present were various staff members.

Public Comment – Agenda Items: None.

Approval of Minutes: Regular Meeting of October 3, 2017

Approval of Minutes: Executive Session of October 3, 2017

Trustee Johnson made a motion, seconded by Trustee Northam, to approve the Minutes of the

Regular Meeting of October 3, 2017 and the Minutes of the Executive Session of October 3, 2017.

On voice vote – all “aye”. Motion Carried.

Approval: Accounts Payable – October 17, 2017

Trustee Porter made a motion, seconded by Trustee Buttita, to authorize payment of the bills

as listed in the Treasurer’s Report for October 17, 2017. Roll Call: Trustees Porter, Johnson,

Buttita, Northam – all “aye”. Motion Carried.

ORDINANCE NO. O-17-21: Abating Special Service Area Taxes for

Village of Volo, Illinois Special Service Area Number Eight and

Terminating Special Service Area Number Eight

Trustee Porter made a motion, seconded by Trustee Johnson, to approve Ordinance No. O-17-21,

abating, in full, all future special tax levies for the Village of Volo, Lake County, Illinois, Special

Service Area Number Eight Special Tax Bonds, Series 2007 and terminating Special Service Area

Number Eight. Roll Call: Trustees Johnson, Buttita, Northam, Porter – all “aye”. Motion

Carried.

ORDINANCE NO. O-17-22: Amending the Village of Volo Zoning

Ordinance Regarding Boat Storage Uses

Trustee Porter made a motion, seconded by Trustee Buttita, to approve Ordinance No. O-17-22,

amending Chapters 5.10.3 and 4.13 of the Zoning Ordinance to allow boat and boat trailer storage

as a special use in the B3 – Regional Business District subject to certain conditions, limitations,

and performance standards. Roll Call: Trustees Buttita, Northam, Porter, Johnson – all “aye”.

Motion Carried.

ORDINANCE NO. O-17-23: Granting a Special Use Permit for Boat and

Boat Trailer Storage (27146 Volo Village Road)

Trustee Porter made a motion, seconded by Trustee Northam, to approve Ordinance No. O-17-23,

granting a Special Use Permit for boat and boat trailer storage at 27146 Volo Village Road. Roll

Call: Trustees Northam, Porter, Johnson, Buttita – all “aye”. Motion Carried.

ORDINANCE NO. O-17-24: Granting Variations (31727 N. US Highway 12)

Trustee Porter made a motion, seconded by Trustee Johnson, to approve Ordinance No. O-17-24,

granting variations for lot area; lot width; street yard, side yard, and rear yard setbacks; and

minimum green area at 31727 N. US Highway 12. Roll Call: Trustees Porter, Johnson, Buttita,

Northam – all “aye”. Motion Carried.

Acceptance of Bids / Authorization to Execute: Lighting

Improvements – Fish Lake Road

Trustee Buttita made a motion, seconded by Trustee Johnson, to accept the bids and authorize

execution of a contract with Utility Dynamics for the lighting improvements on Fish Lake Road.

Roll Call: Trustees Johnson, Buttita, Northam, Porter – all “aye”. Motion Carried.

Waiver of Bids: Poles and Fixtures – Fish Lake Road

Trustee Northam made a motion, seconded by Trustee Buttita, to waive the formal bid process and

authorize the purchase of poles and fixtures from Sternberg Lighting for the lighting improvements

on Fish Lake Road. Roll Call: Trustees Buttita, Northam, Porter, Johnson – all “aye”. Motion

Carried.

Approval: Water System Repairs

Trustee Porter made a motion, seconded by Trustee Northam, to authorize an additional

expenditure; not to exceed $25,000, to repair various leaks located during a leak detection survey.

Roll Call: Trustees Northam, Porter, Johnson, Buttita – all “aye”. Motion Carried.

Public Comment: None.

Trustee Reports: None.

Mayor’s Report: None.

Adjournment

There being no further business, Trustee Porter made a motion, seconded by Trustee Johnson,

to adjourn the meeting. On voice vote – all “aye”. Motion Carried.

The meeting was adjourned at 7:13 P.M.
