The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, Lisa Adelmund (Highland Park Community Nursery School and Day Care Center) and Susan Resko and Ruth Kraus (Josselyn Center).

Agency Presentations
Lisa Adelmund, Highland Park Community Nursery School and Day Care Center ("Community")
Community offers early childhood education and care to children 2 ½-5 and before school care to elementary school aged children up to age 10, kindergarten enrichment and summer camp. The Township was thanked for its grant to provide partial scholarships for students receiving state subsidies. 88% of Community students are Moraine Township residents. Community is exploring options to move from its current location in June, 2019.
Susan Resko and Ruth Kraus, Josselyn Center ("Josselyn")
Josselyn provides out-patient mental health services including psychiatry, psychology, a drop-in center and the Living Room-an emergency room alternative. Josselyn is Medicaid certified and uses sliding-scale fees. The Township was thanked for its grant which helps pay fees for 83 clients or 10% of clients served. There are two new bilingual therapists in English/Spanish. Josselyn also has a therapist at Fenix Family Health Center in Highwood who can see Township residents there.
Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Alvarez, approval of the Regular Board Meeting Minutes of September 26, 2017. The motion passed unanimously by voice vote.
Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period September 23-October 10, 2017 in the following amounts: $8,905.86 General Assistance Fund, $42,450.79 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Trustee Douglas moved, seconded by Trustee Wolfson, adoption of the Resolution of the Moraine Township Board of Trustees to Re-Adopt Section 125 Cafeteria Plan, effective August 1, 2017. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; Voting Nay: none.
Semi-Annual Review of Closed Session Minutes
Trustee Douglas moved, seconded by Trustee Zisook, adoption of the Resolution of the Board of Trustees of Moraine Township Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; Voting Nay: none.

Supervisor's Report Anne Flanigan Bassi
Moraine Township received a letter from the State of Illinois rescinding the claw-back which would have required the Township to reimburse the State over $4,000.00 in erroneous overpayments from prior years.
Thanks to Sheri and Jayla Marcus and Cindy Guerrero for holding their annual bake sale to benefit the Food Pantry on October 21. The bake sale will be held at the Marcus home.
Thanks to Trustee Douglas for representing the Township at the October 4 meeting of Township Officials of Lake County. Congratulations to Trustee Douglas who was sworn into their Board of Directors.
Supervisor Bassi distributed to Trustees North Shore School District 112's chart of Low Income Students by School 2017-2018. The total of low income students for the district is 27.475%.
Trustees were given a 15-month report of Township services for the period June, 2016-September, 2017.
Supervisor Bassi distributed to Trustees: Township bank balances for the Township as of September 30, 2017; projected cash flow; and six months budget vs. actual.
Thanks to Highland Park Hospital for their unrestricted donation of $4,000.00 to the Community Chest.
Staff and Door-to-Door Van Service drivers attended CPR and defibrillator training on September 29 at the Highland Park Fire Department.
Thanks to Highland Park Bank and Trust and Jon Levey for their donation of five laptops to a Waukegan church for the Volunteer Income Tax Assistance (VITA). The Internal Revenue Service has notified the organization that it will no longer provide laptops during tax season.
Thanks to Josh Zirin who is requesting donations to the Food Pantry for his Bar Mitzvah project. Josh is the son of volunteer Lisa Zirin and grandson of volunteer Debbie Zirin.
Thanks to the First Bank of Highland Park. Minors opening bank accounts can designate local charity for a donation by the bank of $50.00 and two Highland Park High School students designated the Moraine Township Food Pantry.
Thanks to Trustee Wolfson for coordinating the Sunset Foods fundraiser which will be held in December.
Trustees were invited to submit legislative issues for Township Officials of Illinois by October 16.
Thanks to Staff Luis Gonzalez for delivering Affordable Care Act (ACA) health insurance enrollment information at agencies and offices throughout the Township. The Open Enrollment period for ACA is November 1-December 15, 2017.
Supervisor Bassi shared an email from Highland Park City Manager Ghida Neukirch relaying that she received a phone call from a Highland Park resident who lives in West Deerfield Township and called attention to differing services provided, particularly taxi coupons not available to West Deerfield Township residents in Highland Park.
Thanks to Trustee Zisook for attending the City of Highland Park Clergy meeting on October 5. The community-wide Disaster Relief Quarter Campaign was discussed.
Buildout Report Anne Flanigan Bassi
The cost estimates of the buildout continue to be reworked.
IT consultant Dan Johnson submitted a proposal.
On October 17 the asbestos will be removed from the black mastic in the 800 Central Avenue building.
Asphalt companies close October 31, so repairs need to be made soon. Supervisor Bassi will bring a contract to the next Regular Board Meeting for approval.

Supervisor Bassi and Clerk Brown met with the new Principal of Highland Park High School Liz Peterson, Counseling Department Chair Alesia Margetis, and Office Manager/Administrative Assistant Wendy Prado on October 11 to discuss food insecurity issues and the Phyllis Santullano Holiday Drive.
