City of North Chicago City Council met January 16.

Here is the minutes provided by the Council:

The City Council of North Chicago met in a Regular meeting, Tuesday, January 16, 2018 at 7:00 p.m. in the City Council Chambers at 1850 Lewis Avenue with Temporary Chairman, Alderman Ernest Fisher presiding.

Upon roll call being taken, the following members were present:

Present: Fisher, Mayfield, Evans, Runnels, Markham, January

Absent: Allen

Alderman Runnels moved, seconded by Alderman Mayfield to appoint Senior Alderman Ernest Fisher as Temporary Chairman in absence of the Mayor.

Alderman Allen was absent.

Motion Carried By Voice Vote

4-1 Lake County Honor Flight Presentation

Paula Carballido, Lake County Honor Flight Program Director, explained the special awards presented to the most faithful supporters including Mayor Rockingham (absent).

Terry Christiansen, Lake County Honor Flight member, announced and presented awards to the following recipients:

Stacey Houston, Stacey Houston Photography volunteered her services and she also placed the pictures on the website.

Linda, Welcome Home Coordinator presented Alderman Carl Evans, Public Works Chairman, in behalf of the Public Works Director, Ed Wilmes’ absence. The award was provided for their support including clean-up for the welcome home ceremony.

Rosalind, Enlightened Rydaz since year of 2013, had provided motorcyclists that escorted to and from the airport. The last trip, they have grown to over 325 motorcyclists. There were two veterans present at the meeting that stood for their appreciation.

Chief of Police, Lazaro Perez that presented award to Officer Gary Greyer who entrusted strong efforts and dedication in coordinating the rides for veterans to and from the airport including the escort of 30-40 police squad vehicles.

Ms. Carballido presented awards with gratitude and support to Bob Abrams, Warriors Watch in coordinating the escort of over 325 motorcyclists returning home.

Alderman Ernest Fisher, in behalf of City of North Chicago for their support and assistance of 207 veterans to Washington D.C., allowing them to visit the memorials.

V. Minutes

5-1 The Regular Council Meeting, January 02, 2018; 7:00 p.m. was modified and presented in typewritten form by the City Clerk, Lori L. Collins.

Motion:

Alderman Runnels moved, seconded by Alderman Mayfield that Regular Council Meeting, January 02, 2018; 7:00 p.m. be passed as presented.

Motion Carried By Voice Vote

Alderman Allen was absent.

VI. Omnibus Vote Agenda

6-1 Treasurer’s Report – December 2017

6-2 Water Department Report – December 2017

Alderman Evans moved, seconded by Alderman Mayfield to approve items: 6-1 and 6-2 as presented.

VII. Regular Agenda

7-1 Consideration/Approval – Variance Ordinance Of 3106 21st Place

Alderman Fisher moved, seconded by Alderman Markham to approve the Variance Ordinance of 3106 21st Place.

Comments/Questions:

Alderman January questioned clarification of the variance ordinance. Economic & Community Development Director, Victor Barrera explained it was a request from the homeowner of a front yard set-back for construction of a deck.

7-6 Consideration/Approval – Ordinance Amending Title 8 Of The City Code, Concerning The Number Of Available Class A And Class H Liquor Licenses.

Alderman Evans moved, seconded by Alderman Mayfield to approve the Ordinance Amending Title 8 concerning number of available Class A and Class H Liquor Licenses.

Comments/Questions:

Alderman January questioned clarification directed to Attorney Silverman. He explained that the City of North Chicago had an automatic provision in its reduction. It was according to the current City Code. It was designed to have sufficient licenses in each category as needed. Secondly, she strongly suggested discussing a cap on the number of liquor licenses. Attorney Silverman agreed that it was a policy issue.

VIII. City Bills

8-1 Regular City Bills 1/16/18

Motion:

Alderman Runnels moved, seconded by Alderman Mayfield to pay the bills of Council Run 1/16/18 in the amount of $525,908.61when funds become available.

Comments/Questions:

Alderman January questioned Interim Comptroller Daniela Partipilo the availability of funds, when they would be disbursed and the amount of the water fund transfer. Ms. Partipilo explained there were available funds and disbursement was upon council approval. Ms. Partipilo stated her unfamiliarity with the amounts of the fund accounts, although the information would be provided to her. She requested ongoing, to have the total amount of water fund transfer for each council meeting and welcomed her to the City.

IX. Miscellaneous

Announcement

Alderman Mayfield reminded the Elected Officials of the Leadership Workshop, held at the Rosalind Franklin Medical University, Saturday, January 20, 2018; 8:30 a.m.-1:30 p.m. Also, a notice would be sent by the Human Resource Director, Liz Black.

Clarification

Alderman Evans explained the City wasn’t selective of the businesses. It was approved by the council members.

X. Citizens Comments And Questions:

Wadell Brooks

Mr. Brooks stated it was the celebration of Martin Luther King Jr’s birthday. Former Police Chief Wilson received the “Drum Major Award” from Waukegan Township. There were three types of individuals: those that make things happen, watch or wonder. He suggested devising a plan in encouraging the residents to attend the meetings. It previously was the greatest City on North Shore. He stated there was much discussion of the museum.

Charles January

Mr. January strongly stated, that the public should have knowledge what items are to be approved. A liquor license needed to be approved by the Mayor, there was approximately 500 vacant homes 51,000 homeless veterans in Illinois, more than 500 available homes in Halsey Village which should provide some housing. The City needed $30,000,000 for the museum. He had presented a company to assist bringing an industry for opportunities. There was a water fund, though no director, water supervisor and/or chemist. He emphasized that it was the main fund for city revenue, the property taxes were increased and the several salaries were $100,000+.

Alderman Evans emphasized that the citizens were misled by someone’s accusations. The facts were needed preceding a presentation.

XI. Adjournment

There being no further business to come before the Council; a motion was made by Alderman Runnels seconded by Alderman Mayfield that the meeting stand adjourned.

Motion Carried By Voice Vote

Alderman Allen was absent.

The Council Meeting adjourned at 7:40 p.m.
