City of Highwood City Council met July 17.

Here is the minutes provided by the Council:

Call To Order by Mayor Pecaro at 7:53 p.m.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Grice, Falberg, Hospodarsky, Peterson, Slavin

Absent: Alderman Fiore

Also Present: City Manager Coren, City Attorney Jablecki, Administrative Assistant Litjens, City Treasurer Jalonek, City Clerk Baruffi

2. Pledge of Allegiance

Everyone in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Peterson, seconded by Alderman Falberg to approve the City

Council: July 3, 2018 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Grice, seconded by Alderman Slavin to approve the Committee of the Whole: July 3, 2018 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Grice, seconded by Alderman Falberg to approve the July 17, 2018, AP Warrant List for payment. All present voting aye, motion carried.

7. Mayor’s Report

7.1 Mayor Pecaro read A Proclamation Expressing the City of Highwood ’s Appreciation for Alderman Chris Grice’s Service to the Community. Chris is moving out of town, so no longer will be serving the community as Alderman. Chris did express this being a good opportunity serving as Alderman and stated the Council has a great vision for the City of Highwood.

12. New Business

12.1 Moved by Alderman Grice, seconded by Alderman Falberg to begin the Public Hearing Pertaining to, and Consideration of, the Annual Appropriation Ordinance Of the City Of Highwood, Illinois, for the Fiscal Year Beginning May 1, 2018 and Ending April 30, 2019. All present voting aye, by voice vote, motion carried. Mayor Pecaro opened the Public Hearing at 8:00 p.m.

12.12 Motion to open a public hearing regarding the Appropriation Ordinance for Fiscal Year Ending April 30, 2019

18-O-14 Moved by Alderman Grice, seconded by Alderman Falberg to waive the first reading and approve the Annual Appropriation Ordinance of the City of Highwood, Illinois, for the Fiscal Year Beginning May 1, 2018 and Ending April 30, 2019. All present voting aye, motion carried.

Absent: Alderman Fiore

Appropriation mirrors the budget with a 20% lead way.

12.14 Moved by Alderman Grice, seconded by Alderman Slavin to approve a Motion to close a public hearing regarding the Appropriation Ordinance for Fiscal Year Ending April 30, 2019. Al all present voting aye, by voice vote, motion carried. Mayor Pecaro ended the Public Hearing at 8:02 p.m.

12.2 Consideration of an Ordinance Authorizing a Third Amendment To The Redevelopment Agreement Between the City Of Highwood and 440 G.B.R., L.L.C. for the Development Of City Owned Land at 438-440 Green Bay Road and Comprising a Part of the Downtown TIF Redevelopment Project Area of the City of Highwood, Lake County, Illinois.

12.3 18-O-14 Moved by Alderman Grice, seconded by Alderman Falberg to waive the first reading and approve an Ordinance Granting a Special Use Permit for a Planned Unit Development and Approving a Preliminary Plat for Planned Unit Development at 246 Green Bay Road. All present voting aye, motion carried.

Absent: Alderman Fiore

Anthony Pecarao of Benchmark reviewed the building for the corner of Green Bay Road and Mears Place. The parking access would be off of Mears Place. There would be a total of 38 parking spots, 22 outside, and 16 indoors. The 2nd and 3rd floor would be 13 units per floor plus storage and trash room, with a trash shoot. The 4th floor would have 2 bedroom units. There would also be a community room and a gym area. It is proposed to have a grocery store on the ground level with a boutique style. A proposed drawing is available at the Highwood City Hall.

12.4 Moved by Alderman Grice, seconded by Alderman Falberg to authorize a Motion Authorizing the City Manager to Sign a Settlement Agreement with Various Parties Related to the Need For a Special Use Permit for the Property at 401 Sheridan Road Upon City Attorney Review. All present voting aye, motion carried.

12.5 Moved by Alderman Grice, seconded by Alderman Falberg to authorize A Motion Authorizing the City Manager to Execute a Proposal with Christopher B. Burke Engineering , Ltd. To Complete Professional Engineering Services for Phase 1 and Phase 2 Design Engineering for the Bank Lane Reconstruction Project in an Amount not to Exceed $64,400. All present voting aye, motion carried.

Absent: Alderman Fiore

By completing Phase I and Phase 2 design engineering for the Bank Lane reconstruction project would enable the City to be prepared for proposed funding through the Federal Aide Route (FAU) when bidding is available. As per Lee Fell, if the procedures change, which they have been constant for 25 years, their company would work with the City if the preparation work was not sufficient at that time.

12.6 18-O-15 Moved by Alderman Grice, seconded by Alderman Hospodarsky to waive the first reading and approve an Ordinance Amending the Municipal Code of the City of Highwood Relative to the Permitting, Regulation and Deployment of Small Wireless Facilities. All present voting aye, motion carried.

12.7 Moved by Alderman Grice, seconded by Alderman Peterson to approve a Motion to Accept a Bid from Chicagoland Paving for The 2018 Street Improvement Program and Authorize the City Manager to Execute the Contract. All present voting aye, motion carried.

Absent: Alderman Fiore
