Village of Cary Village Board of Trustees met Oct. 2.

Here is the minutes provided by the board:

I. Call to Order

This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call

Present: Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus, McAlpine and Cosler Absent: None

Others present included Village Administrator Rife, Community Development Director Simmons, Police Chief Finlon, Public Works Director Morimoto, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

Barbara Matson asked if there is any new information regarding the Maplewood property. Mayor Kownick stated no information has been presented to the Village.

Lance Neuses, Cary Fire Protection Trustee, stated in commemoration of National Fire Protection Week there will be an Open House on October 9th at the Cary Fire Protection District Station located at 400 Cary-Algonquin Road from 6:30-8:30 p.m.

There being no further comments from the public, Mayor Kownick closed Open Forum at 6:04 p.m.

Mayor's Report Mayor Kownick provided an update on the McHenry County Council of Governments.

Mayor Kownick proclaimed October 7-13, 2018 as Fire Prevention Week.

Mayor Kownick proclaimed October 12-13, 2018 as Lions Candy Days.

Mayor Kownick commended the Cary Fire Protection District for their response to a building fire in downtown Cary.

VI. Trustee Reports None.

VII. Consent Agenda

1. Consider for Approval the Warrant Dated October 2, 2018

2. Consider for Approval Minutes of the September 18, 2018 Village Board Meeting

3. Consider for Approval Minutes of the September 18, 2018 Committee of the Whole Meeting

4. Consider for Approval a Resolution Approving the Designated Pedestrian Routes for Snow Removal (R18-10-01)

Motion: Trustee McAlpine moved, seconded by Trustee Weinhammer, to approve Consent Agenda Items #1 - #4.

Ayes: Weinhammer, Betz, Kraus, McAlpine, Cosler, Covelli Nays: None Abstain: None

Motion Carried

VIII. Items for Separate Action

1. Consider for Approval an Ordinance Granting a Waiver of the Nonconforming Lots Requirement and Variances to Required Front Yard Setback, Side Yard Setback, and Lot Coverage for the Construction of Two Single-Family Homes for the Property Located at 119 Pearl Street

Motion: Trustee McAlpine moved, seconded by Trustee Betz to approve an ordinance granting a waiver of the nonconforming lots requirement and variances to required front yard setback, side yard setback, and lot coverage for the construction of two single-family homes for the property located at 119 Pearl Street

Discussion 

Director Simmons provided background on the proposed ordinance.

Trustee Cosler asked if both of the proposed residences could be shifted to the west in order to even out the proposed side yard setback distances. Trustee Cosler stated shifting the current proposed residences westward would create side setbacks that are more consistent with other homes in the area.

Mayor Kownick asked if the proposed front yard setback of 28 feet was due to the existing tree canopy of the lot. Director Simmons stated the tree canopy is a factor in the proposed 28-foot setback and is relatively similar to setbacks to other homes in the area.

Motion: Trustee Cosler moved, seconded by Trustee McAlpine to table this item until the October 16, 2018 Village Board meeting.

The Voice Vote noted all ayes and the motion carried.

IX. Administrator's Report

Village Administrator Rife stated staff has received inquiries regarding trick-or-treat hours. Based on information from other communities, resident feedback and Board input, the Village will advertise the trick-or-treat hours of 3:00 p.m. – 7:00 p.m. on the Village website and in the Cary News Weekly.

X. Department Head Reports

Chief Finlon stated the Emergency Alert System and Wireless Alert System will take place on October 3rd.

Director Morimoto stated water system repair work is taking place on Rt. 14 due to a water system repair. This will temporarily impact traffic on Rt. 14 in the overnight hours. Director Morimoto also provided an update on the cleanup from the recent storm. Due to the large volume of brush, Public Works requested cleanup assistance through the Illinois Public Works Municipal Aid Network (IPWMAN). Director Morimoto thanked the Village of Villa Park for their assistance in providing a truck, chipper and full chipping crew to utilize in the cleanup effort. Due to the large volume of brush, cleanup will continue in the coming weeks.

There being no further items to discuss, a MOTION was made to adjourn the meeting at 6:39 p.m.

The Voice Vote noted all ayes and the motion carried.
