City of Highwood Committee of the Whole met March 19. 

Here is the minutes as provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:04 P.M.


     1. Roll Call

Present: Mayor Pecaro, Aldermen: Hospodarsky, Levi, Peterson, Slavin

Absent: Aldermen: Falberg, Fiore

Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Jablecki, City Treasurer Jalonek, City Clerk Baruffi

     2. Public Hearing - None

     3. Review of Minutes to be Approved

           3.1. City Council: March 05, 2019

           3.2. Committee of the Whole: March 05, 2019

Both sets of minutes will be approved at the Regular City Council Meeting.

     4. Appointments (Mayor Pecaro)

          4.1. Dennis Baker - Re-A ppointment - Police Pension Board

          4.2. Dennis Baker - Re-Appointment - Fire Pension Board

          4.3. Ben Ellis - Appointment – Appearance Review Committee

Both Dennis Baker and Ben Ellis will be appointed at the Regular City Council Meeting.

     5. Review of Bill Warrant List

          5.1. 03/19/2019 AP Warrant List

The Morton Salt costs will be over this year.

The Street Sweeper does require a repair of $1800.00 which will be completed, but in the meantime, the City has contracted the street sweeping.

     6. Unfinished Business - None

     7. New Business

          7.1 A Discussion on the January 2019 Treasurer ’s Report.

Treasurer Jalonek reviewed the January 2019 Treasurer’s Report.

Note: Alderman Slavin left at 6:25 P.M. and returned 6:30 P.M.

         7.2 Consideration of an Ordinance Regarding Zoning Variations for 320 Green Bay RoadParking Variance.

Parking variance $2850.00 for the Fresh Café which will be mostly carryout or delivery, serving soup, deli sandwiches, and salads. This ordinance will be approved at the Regular City Council Meeting.

         7.3 Consideration of a Resolution Approving an ARC Application f rom PACE Bus to Install Signage Around Downtown Highwood.

The proposal includes the designer poles.

         7.4 Consideration of Design Guidelines for Outdoor Seating Areas.

These guidelines include both curbside/beer gardens and sidewalk cafes. The Council is looking at higher quality or heavy duty materials.

         7.5 A Discussion on Succession Planning in the Highwood Public Works Department.

City Manager Coren reviewed and discussion ensued.

         7.6 A Discussion on Succession Planning in the Highwood Administration/Finance/Building Departments.

City Manager reviewed the succession planning.

         7.7 Consideration of a Resolution Approving and Adopting the Everts Park Master Plan. Steve Konters, of Hitchcock Designs presented an overview of the conceptual plan for the Everts Park Master Plan. There will be several entry points, lighting along the pathways, and a celebration wall in lieu of a donor wall. The playground area was discussed as well as the band shell and shading areas. Various grant funding options were discussed. As well as a donation fund.

         7.8 A Discussion on the 2020 Draft Budget.

Due to time constraints, the 2020 Draft Budget will be discussed in more detail at the next City Council Meeting.

     8. Executive Session (If Necessary)

     9. Any Action Necessary Coming Out of Executive Session

     10. Adjournment Moved by Alderman Peterson, seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion passed. Mayor Pecaro adjourned the meeting at 7:50 P.M.
