Village of Cary Village Board met April 2. 

Here is the minutes as provided by the board:

I. Call to Order


      This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call

      Present: Mayor Kownick and Trustees Kraus, Betz, Covelli, Cosler, Weinhammer and McAlpine 

      Absent:  None

      Others present included Village Administrator Rife, Police Chief Finlon, Public Works Director Morimoto, Community Development Director Simmons, Finance Director Ducharme, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance

      Mayor Kownick led in the recitation of the pledge of Allegiance.

IV. Open Forum

      There being no comments from the public, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report

      Mayor Kownick recognized Mark Danielczyk, Public Works Department on his 20-year employment anniversary.

      Mayor Kownick proclaimed April 26, 2019 Arbor Day.

      Mayor Kownick proclaimed the week of April 14-20, 2019 National Public Safety Telecommunicators Week.

      Mayor Kownick proclaimed April National Autism Awareness Month.

VI. Trustee Reports

      None.

VII. Consent Agenda

      1. Consider for Approval the Warrant Dated April 2, 2019 

      2. Consider for Approval the Acceptance of a Donation from the Cary Area Crime Stoppers 

      3. Consider for Approval the Village of Cary Police Commission Annual Report for 2018 

      4. Consider for Approval the Closure of Portions of Wulff Street, West Main Street, School Street and Krenz Avenue on April 13th, 2019 for the Cary Grove Youth Baseball and Softball Annual Opening Day Parade from Approximately 11:45 a.m. Until the End of the Parade as Determined by the Cary Police Department 

      5. Consider for Approval a Resolution Approving the Contract for the 2019 McHenry County Municipal Partnering Initiative Street Sweeping Services Joint Bid with Lakeshore Recycling and authorize the Village Administrator to Execute a Contract in an Amount Not to Exceed $58,000.00 in FY2019-2020 [R19-04-01] 

      6. Consider for Approval a Resolution Adopting the Village of Cary Fiscal Year 2020-2024 Capital Improvement Program (R19-04-02] 

      7. Consider for Approval an Ordinance Granting Approval of a Conditional Use for a Multifamily Dwelling within the B-1 Zoning District [019-04-01] 

      8. Consider for Approval an Ordinance Granting an Amendment to a Conditional Use for a Physical/Occupational Therapy Office (019-04-02] 

      9. Consider for Approval a Compensation Adjustment for the Village Administrator 

      10. Consider for Approval a Resolution Authorizing (1) PMA Financial Network Inc. and PMA Securities Inc. to provide Investment Services and (2) Execution of the Declaration of Trust Establishing the Illinois Public Reserves Investment Management Trust (R19-04-03]

      Motion:  Trustee McAlpine moved, seconded by Trustee Betz, to approve Consent Agenda Items #1 - #10.

      Ayes:     Cosler, McAlpine, Covelli, Kraus, Weinhammer, Betz 

      Nays:     None 

      Abstain:  None

      Motion Carried

VIII. Items for Separate Action

      1. Consider for Approval Minutes of the March 19, 2019 Village Board Meeting

           Motion:  Trustee McAlpine moved, seconded by Trustee Kraus to approve the Minutes of the March 19, 2019 Village Board Meeting.

           Discussion

           None.

           Ayes:    McAlpine, Covelli, Kraus, Cosler, Weinhammer 

          Nays:     None 

          Abstain: Betz

          Motion Carried

      2. Consider for Approval the Village of Cary Annual Operating and Capital Budget for Fiscal Year May 1, 2019 to April 30, 2020

          Motion:  Trustee McAlpine moved, seconded by Trustee Covelli to approve the Village of Cary Annual Operating and Capital Budget for Fiscal Year May 1, 2019 to April 30, 2020.

          Discussion

          Finance Director provided an overview of the changes made to the budget since the March 16, 2019 budget workshop meeting.

           Ayes:     McAlpine, Covelli, Kraus, Weinhammer, Betz, Cosler 

           Nays:    None 

          Abstain: None

          Motion Carried

      3. Consider for Approval Conditional Use Map Amendment for Auto Kleen Car Wash (Continued to April 16, 2019)

      4. Consider for Approval an Ordinance Accepting a Warranty Deed for the Transfer of Property from Lafarge Aggregates/Meyer Material to the Village of Cary (Continued to April 16, 2019)

      Administrator's Report

      Administrator Rife thanked Village staff and Village Board members for their work in putting together the FY2019-20 Village of Cary Annual Operating and Capital Budget.

IX. Department Head Reports

      Director Simmons stated the next public hearing regarding the revised Unified Development Ordinance (UDO) will take place on Thursday, April 11 at 6:30 p.m. at the Board of Zoning, Planning and Appeals meeting. Director Simmons stated the Village was awarded a Regional Transportation Authority grant for technical assistance regarding a downtown Cary development plan. The project budget is $125,000, 80% of which is covered by the grant award.

      Mayor Kownick stated he was notified by Representative McSweeney that the Village has been awarded a grant to extend the sidewalk between downtown Cary and Jandus Cutoff.

XI. Future Agenda Items and Discussion by Village Board 

      Trustee McAlpine stated she would like to have representatives of other taxing bodies at future Village Board meetings.

XII. Adjourn

      There being no further items to discuss, a MOTION was made to adjourn the meeting at 6:08 p.m.

      MOTION:    Trustee McAlpine 

      SECOND:  Trustee Weinhammer

      The Voice Vote noted all ayes and the motion carried.
