City of Highwood City Council met May 7.

Here is the agenda provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:51 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Fiore, Levi, Peterson, Slavin

Also Present: City Manager Coren, City Attorney Ferolo, City Clerk Baruffi, Assistant City Manager Martin, Administrative Assistant Litjens

2. Pledge of Allegiance

All those in attendance recited the Pledge of Allegiance.

James Levi, M. Brad Slavin, Michael Fiore, and Andrew Peterson were sworn in to the office of Alderman.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Fiore, seconded by Alderman Peterson to approve the City Council: April 16, 2019 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Levi, seconded by Alderman Fiore to approve the Committee of the Whole: April 16, 2019 minutes with changes. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

4.1. Moved by Alderman Levi, seconded by Alderman Peterson to authorize the

Mayor’s re-appointment of Lucy Hospodarsky to the Library Board. All present voting aye, by voice vote, except Alderman Hospodarsky who abstained, motion carried.

4.2. Moved by Alderman Levi, seconded by Alderman Peterson to authorize the Mayor’s re-appointment of Bertha Chavez to the Library Board. All present voting aye, by voice vote, motion carried.

4.3. Moved by Alderman Levi, seconded by Alderman Peterson to authorize the Mayor’s re-appointment of Barbara Cizek to the Library Board. All present voting aye, by voice vote, motion carried.

4.4. Moved by Alderman Levi, seconded by Alderman Peterson to authorize the Mayor’s appointment of Janelle Cleland to the Library Board. All present voting aye, by voice vote, motion carried.

5. Approval of Warrant List:

5.1. Moved by Alderman Hospodarsky, seconded by Alderman Peterson approve the 05/07/2019 AP Warrant List as presented for payment. All present voting aye, motion carried.

7. Mayor’s Report

7.1. Joe Davis – Recognition for Years of Service on the Appearance Review Committee. Joe has been a member of the committee for many years. He has worked tirelessly and steadfastly to promote our city and business district, offering a balance between changing times and the all-important tradition and culture of Highwood’s history and heritage. Joe’s expertise in graphic design has been invaluable to the committee.

7.2. Kathy Scopelliti – Recognition for Years of Service on the Appearance Review Committee. Kathy has served many years of service to the committee. Kathy’s knowledge of landscape design and flora selection has been a wonderful asset for the committee. Kathy has lent her expertise to promote our city and business district ensuring a balance between evolving times and the all-important character and quality of Highwood’s history and heritage.

7.3. Aaron Peaslee – Recognition for Years of Service on the Appearance Review Committee. Aaron has contributed a number of years to the committee which is greatly appreciated. Aaron has shown commitment and dedication to promote our city and business district, ensuing a balance between evolving times and the all- important character and quality of Highwood history and heritage.

9. Treasurer ’s Report

9.1. Moved by Alderman Hospodarsky, seconded Alderman Fiore to approve the March 2019 Treasurer’s Report as presented in the Committee of the Whole meeting this evening. All present voting aye, by voice vote, motion carried.

11. Unfinished Business 12. New Business

12.1. Consideration of an Ordinance Approving an ARC Application for an Existing Pole Sign and a Variation form the Appearance code for the Re-Opened “Lucky Fish” Restaurant Located at 514 Sheridan Road.

This ordinance was tabled as additional renderings are required.

12.2. 19-R-12 Moved by Alderman Peterson, seconded by Alderman Levi to authorize a Resolution Approving an ARC Application for Outdoor Seating Area/Beergarden as Part of the “28 Mile North Vodka Company” Located at 500 Sheridan Road. All present voting aye, by voice vote, except Alderman Falberg recused himself as he is one of the owners. Motion passed.

12.3. 19-O-6 Moved by Alderman Levi, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Regarding Zoning Variations for 500 Sheridan Road – Parking Variance. All present voting aye, except Alderman Falberg who recused himself as he is an owner.

Yes: Aldermen: Levi, Peterson, Hospodarsky, Slavin, Fiore Recuse: Alderman Falberg

12.4. 19-R-13 Moved by Alderman Falberg, seconded by Alderman Levi to authorize a Resolution Approving the Acquisition of Property at 1221 County Line Road, in Accordance with the Amended and Restated Articles of Agreement for Northern Suburban Special Recreation Association and the Purchase and Sale Contract Between NSSRA and Lakeside Congregation for Reformed Judaism. All present voting aye, motion carried.

The new building will be located near the intersection of Lake Cook Road and Route 41.

12.5. Consideration of a Motion Accepting the Offer of Engagement from BKD, LLP to Provide Auditing Services to the City of Highwood for the Fiscal Year Ending April 30, 2019 in an Amount not to Exceed $39,250.

This motion is tabled.

12.6. 19-O-7 Moved by Alderman Levi, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Prohibiting the Use of Groundwater as a Potable Water Supply by the Installation or Use of Potable Water Supply Wells or by any Other Method at Within a Certain Area Designated in the City of Highwood. All present voting aye, except Alderman Falberg as it will affect him as an owner in the future. Motion carried.

12.7. Moved by Alderman Falberg, seconded by Alderman Fiore to approve a Motion Directing the City Manager to Execute a First Amendment to the Wireless Communications Lease Between the City of Highwood and Motorola Solutions Inc. All present voting aye, motion carried.

Yes: Aldermen: Falberg, Fiore, Hospodarsky, Peterson, Slavin. Levi

14. Any Action Necessary Coming Out of Executive Session

15. Adjournment Moved by Alderman Fiore, seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 8:11 P.M.
