City of Highwood City Council met May 21.

Here is the agenda provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:30 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Levi, Peterson, Slavin

Absent: Alderman Fiore

Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Jablecki, City Clerk Baruffi, Administrative Assistant Litjens, Community Development Analyst Anand

All present recited the Pledge of Allegiance

3. Review of Minutes to be Approved

3.1. Moved by Alderman Peterson, seconded by Alderman Levi to approve the City Council: May 07, 2019 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Peterson, seconded by Alderman Levi to approve the Committee of the Whole: May 07, 2019 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Peterson, seconded by Alderman Levi to approve the 05/21/2019 AP Warrant List for payment. All present voting aye, motion carried.

7. Mayor’s Report

7.1. A Proclamation Honoring the Highland Park/Highwood Lions Club on Their 90th Anniversary.

Mayor Pecaro presented Gurv Anand and the Highland Park/Highwood Lions Club with a Proclamation honoring their 90th year anniversary. The Lions Club is the world’s largest service organization represented in over 200 countries. The Lions Club provides services for the blind, visually impaired, and hard of hearing.

Moved by Alderman Falberg, seconded by Alderman Levi to take 12.1., 12.2., 12.3., 12.4., 12.5., 12.7., 12.9. in an omnibus vote. All present voting aye, motion carried.

Moved by Alderman Slavin, seconded by Alderman Levi to approve the omnibus vote of passage of 12.1., 12.2., 12.3., 12.4., 12.5., 12.7., 12.9. All present voting aye, by voice vote, motion carried.

12.1. 19-R-14 a Resolution Approving an ARC Application for Signage at Billy’s Garage Located at 401 Sheridan Road.

12.2. 19-R-15 Resolution Approving an ARC Application for Signage at Dona Paty’s Restaurante Located at 848 Sheridan Road.

12.3. 19-R-16 Resolution Approving an ARC Application for Signage Including a Variation to The City Code to Exceed the Maximum Number of Permitted Words for a Façade/Wall Sign for Fenix Family Health Care at 130 Washington Avenue.

12.4. 19-R-17 Resolution Approving an ARC Application for Outdoor Seating Area/Signage Including a Variation to the City Code to Allow for an Additional Wall Sign for Papa Willie ’s BBQ At 148 Green Bay Road.

12.5. TIF District Facade Improvement Grant Award - Papa Willie’s BBQ (Former Domino’s Site).

12.6. 19-O-8 Moved by Alderman Levi, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Approving an ARC Application for an Existing Pole Sign and a Variation form the Appearance code for the Re- Opened “Lucky Fish ” Restaurant Located at 514 Sheridan Road , with the following additions of the detachable arrow the same color as the sign, to paint the pole black, and soft white LED lights. All present voting aye, motion carried.

12.7. Motion Accepting the Offer of Engagement from BKD, LLP to Provide Auditing Services to the City of Highwood for the Fiscal Year Ending April 30, 2019 in an Amount Not to Exceed $39,250.

12.8. 19-O-9 Moved by Alderman Levi, seconded by Alderman Hospodarsky to waive the first reading and approve an Ordinance Amending 5-1A of the Highwood City Code “Restaurants and Mobile Food Dispensing Services ” to Clarify Definitions, Insurance Requirements, Restrictions and Fees, deleting the third line in section 5-1A-3: Applications for Licenses, B. Mobile Food Dispensing Service License: number 2., the line being deleted read: (or such other amounts and requirements as may be acceptable to the mayor in his sole discretion). All present voting aye, motion carried.

12.9. Motion Waiving Competitive Bidding and Directing the City Manager to Enter into an Agreement with Pipevision Inc. in the Amount of $25,000 to Line the Sanitary Sewer on Everts Place.

15. Adjournment Moved by Alderman Hospodarsky, seconded by Alderman Peterson to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:47 P.M.
