Village of Cary Village Board met September 3

Village of Cary Village Board met Sept. 3.

Here is the minutes provided by the board:

Call to Order This meeting was called to order at 6:00 p.m. by Mayor Kownick.

Roll Call Present: Mayor Kownick and Trustees Betz, Kraus, Covelli, Collier, Weinhammer and McAlpine 

Absent: None

Others present included Village Administrator Rife, Community Development Director Simmons, Police Chief Finlon, Village Attorney Milluzzi and members of the audience per the sign-in sheet.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum There being no comments from the public, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report Diane McNulty, Director, and Mona Reynolds, Assistant Director for Public Services of the Cary Area Public Library District provided an update regarding patrons, programs, services, community engagement, senior assistance and planned events.

Mayor Kownick proclaimed September 17 through 23, 2019 as Constitution Week.

Mayor Kownick made a motion to appoint Jeffrey Kraeger to the Board of Police Commissioners with a term through April 30, 2021. So moved by Trustee McAlpine, seconded by Trustee Kraus.

Ayes: Covelli, Collier, McAlpine, Weinhammer, Betz, Kraus 

Nays: None 

Abstain: None

Motion Carried

VI. Trustee Reports 

None.

VII. Consent Agenda 1. Consider for Approval the Warrant Dated September 3, 2019 2. Consider for Approval Minutes of the August 20, 2019 Village Board Meeting 3. Consider for Approval Minutes of the August 20, 2019 Committee of the Whole Meeting

Approval an Ordinance Granting a Conditional Use for an Electronic Message Center Sign for the Property Located at 201 and 203 Jandus Road (019-09-01] 5. Consider for Approval a Resolution Awarding a Demolition Bid for the Property Located at 125

Mary Lane to the Lowest Responsible and Responsive Bidder, Langos Corporation, Barrington Hills, Illinois, in the Bid Amount Not to Exceed $23,000.00, and Authorize the Village Administrator to Execute a Contract with Langos Corporation [R19-09-01) 6. Consider for Approval a Resolution Authorizing the Village Administrator to Execute an Extension to the Agreement for School Crossing Guard Services with Andy Frain Services, Aurora, Illinois [R19-09-02] 

7. Consider for Approval a Resolution Authorizing the Chief of Police to Execute a Mutual Aid Agreement between the Villages of Cary, Fox River Grove and Oakwood Hills (R19-09-03]

Motion: Trustee Kraus moved, seconded by Trustee McAlpine, to approve Consent Agenda Items #1 - #7.

Ayes: Collier, McAlpine, Covelli, Kraus, Weinhammer, Betz 

Nays: None 

Abstain: None

Motion Carried

VIII. Items for Separate Action 1. Consider for Approval a Resolution Authorizing the Village Administrator to Execute an Agreement

Related to the Use of the Cary Senior Living Community Room [R19-09-04]

Motion: Trustee McAlpine moved, seconded by Trustee Weinhammer to approve a resolution authorizing the Village Administrator to execute an agreement related to the use of the Cary Senior Living Community Room.

Discussion 

None.

Ayes: Covelli, Collier, McAlpine, Weinhammer, Betz, Kraus 

Nays: None 

Abstain: None

2. Consider for Approval a Resolution Pursuing a McHenry County Consolidated Law Enforcement Training Facility (R19-09-05]

Motion:

Trustee McAlpine moved, seconded by Trustee Collier to approve a resolution pursuing a McHenry County Consolidated Law Enforcement Training Facility.

Discussion Chief Finlon provided an overview of the proposed project.

Trustee Covelli asked if the agencies currently involved with the project are seeking additional agencies to participate. Chief Finlon stated yes. Trustee Covelli would like more information on shared costs.

Trustee Kraus asked if this item was to explore the proposed project. Chief Finlon stated yes, and any funding request would be brought before the Board for consideration.

Ayes: Covelli, Collier, McAlpine, Weinhammer, Betz, Kraus 

Nays: None 

Abstain: None

Motion Carried

IX. Administrator's Report Administrator Rife stated Cary Main Street Fest will be held on September 14 & 15.

X. Department Head Reports 

None.

XI. Future Agenda Items and Discussion by Village Board 

None.

XII. Executive Session:

Personnel: Collective Bargaining

5 ILCS 120/2(c)(2)

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Personnel: Collective Bargaining, 5 ILCS 120/2(c)(2).

Motion:

Trustee McAlpine moved, seconded by Trustee Kraus to adjourn into Executive Session for the purpose of discussing Personnel: Collective Bargaining, 5 İLCS 120/2(c)(2).

Ayes: All ayes by voice vote 

Nays: None 

Abstain: None

Motion Carried

Mayor Kownick and Trustees Covelli, Betz, Collier, Kraus, McAlpine and Weinhammer entered into Executive Session at 6:28 p.m. Others present included Village Administrator Rife, Chief Finlon and Village Attorney Milluzzi.

After discussion, Mayor Kownick entertained a motion to exit Executive Session.

Motion:

Trustee Kraus moved, seconded by Trustee McAlpine to exit Executive Session at 6:35 p.m.

Ayes: All ayes by voice vote

Nays: None

Motion Carried.

XIII. Adjourn There being no further items to discuss, a MOTION was made to adjourn the meeting at 6:36 p.m.

MOTION: Trustee McAlpine 

SECOND: Trustee Kraus

The Voice Vote noted all ayes and the motion carried.
