Village of Cary Committee of the Whole met Nov. 5.
Here is the minutes provided by the committee:
1. Call to Order This meeting was called to order at 6:12 p.m. by Mayor Kownick.
II. Roll Call Present: Mayor Kownick, Trustees McAlpine, Betz, Weinhammer, Covelli and Collier Absent: Trustee Kraus
Others present included Village Administrator Rife, Police Chief Finlon, Finance Director DuCharme, Public Works Director Morimoto, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.
III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.
IV. Public Comments There being no comments from the public, Mayor Kownick closed Public Comments at 6:13 p.m.
V. Discussion on Police Pension Actuarial Projection Director DuCharme introduced Heidi Andorfer of Foster & Foster. Ms. Andorfer provided an overview of the Police Pension Actuarial Projection Report.
Mayor Kownick asked Ms. Andorfer how the Village's 7% assumption rate compared to other municipalities. Ms. Andorfer stated most comparable municipalities are around 6.5-6.75%.
Administrator Rife credited the Board for its progress in lowering the assumption rate to 7%. Administrator Rife asked Ms. Andorfer how long the Village would be able to stay at 7% before lowering the rate again. Ms. Andorfer stated a year or two may be possible. Ms. Andorfer stated the Village's fund investment advisors are forecasting continued downward interest rates. If rates continue to decrease the Village would be advised to decrease the assumption rate.
Attorney Uhler stated the funding obligation was not created by this Village Board but rather is mandated by the State.
VI. Discussion Regarding Police Station/Village Hall Space Needs Analysis and Facility Evaluation Josh Czerniak, Raymond Lee, Annabella Orlando and Brian Meade of FGM Architects provided an overview of the Police Station/Village Hall space needs analysis.
Trustees McAlpine, Betz, Covelli, Weinhammer and Collier support the recommendation by FGM of the construction of a new Police Station/Village Hall building at the Village-owned property at Industrial Drive and Georgetown Drive.
Trustee McAlpine stated she feels it is important to make sure there is adequate space in a new facility.
Trustee Covelli stated she feels that police administration and staff should be located in proximity to one another.
Trustee Collier asked what items tend to increase costs in the construction of a new facility. Mr. Czerniak stated material costs can have a significant impact on final numbers.
It was the consensus of the Committee of the whole to move forward with negotiations with FGM Architects regarding a contract.
VII. 5 ILCS 120/2(c)(2)
Executive Session: Personnel: Collective Bargaining Mayor Kownick stated Executive Session was canceled.
VIII. Adiourn There being no further items to discuss, a MOTION was made to adjourn the meeting at 7:27 p.m.
