Village of Cary Village Board met Nov. 5.

Here is the minutes provided by the board:

I. Call to Order 

This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call 

Present: Mayor Kownick and Trustees Betz, Covelli, Collier, Weinhammer and McAlpine 

Absent: Trustee Kraus

Others present included Village Administrator Rife, Police Chief Finlon, Finance Director DuCharme, Public Works Director Erik Morimoto, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum 

McHenry County Circuit Judge Justin Hansen introduced himself to the Village Board.

There being no further comments from the public, Mayor Kownick closed Open Forum at 6:05 p.m.

V. Mayor's Report 

Mayor Kownick proclaimed November 21, 2019 as World Pancreatic Cancer Day.

VI. Trustee Reports 

None.

VII. Consent Agenda 

1. Consider for Approval the Warrant Dated November 5, 2019 

2. Consider for Approval Minutes of the October 15, 2019 Village Board Meeting 

3. Consider for Approval Closing West Main Street for the Cary Grove Chamber of Commerce's Merry Cary Holiday Parade and Festival on Sunday, December 8, 2019

4. Consider for Approval the Partial Closure of Portions of Three Oaks Road, South Rawson Bridge Road and Crystal Lake Road on Sunday, March 15, 2020 with the Time and Extent of Closure per the Police Chief's Discretion to Allow the Hillstriders Running Club March Madness Half Marathon 

5. Consider for Approval a Resolution Authorizing Certain Closed Session Meeting Minutes Not for Release 

6. Consider for Approval the Village's Annual Treasurer's Report as Required by State of Illinois Compiled Statutes to be filed with the Municipal Clerk, the McHenry County Treasurer and Published in the Local Newspaper Within 6 Months After the End of the Fiscal Year

Motion:

Trustee McAlpine moved, seconded by Trustee Collier, to approve Consent Agenda Items #1 - #6.

Ayes: Betz, Collier, Covelli, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

VIII. Items for Separate 

Action 1. Consider for Approval the Receipt and Acceptance of the Comprehensive Annual Financial Report (CAFR) for the Fiscal Year Ended April 30, 2019 and the Auditor's Required Communication Letter

Motion:

Trustee McAlpine moved, seconded by Trustee Betz to approve the receipt and acceptance of the Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended April 30, 2019 and the auditor's required communication letter.

Discussion Finance Director DuCharme introduced Ed Tracy of Selden Fox, the firm that provided audit services to the Village. Mr. Tracy provided an overview of the Comprehensive Annual Financial Report (CAFR).

Ayes: Collier, McAlpine, Weinhammer, Betz, Covelli 

Nays: None 

Abstain: None

Motion Carried
