Village of Cary Committee of the Whole met November 19

Village of Cary Committee of the Whole met Nov. 19.

Here is the minutes provided by the committee:

I. Call to Order 

This meeting was called to order at 6:56 p.m. by Mayor Kownick.

II. Roll Call 

Present: Mayor Kownick, Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer Absent: None

Others present included Village Administrator Rife, Police Chief Finlon, Finance Director DuCharme, Public Works Director Morimoto, Community Development Director Simmons, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments 

There being no comments from the public, Mayor Kownick closed Public Comments at 6:57 p.m.

V. Discussion Regarding the Annual Real Estate Tax Levy for Tax Year 2019 

Director DuCharme provided an overview of the tax levy for 2019.

It was the consensus of the Committee of the whole to accept the new growth tax levy option and move this item forward to the December 17, 2019 Village Board Meeting.

VI. Discussion Regarding Commuter Parking Fees 

Director Morimoto provided an overview of commuter parking fees.

Trustee McAlpine asked when the last review of parking fees took place. Director Morimoto estimated the last review was approximately 10 years ago.

Administrator Rife stated there may be an exemption for municipalities regarding SB690, which imposes a new state tax regarding parking spaces. If that exemption doesn't pass, the Village would be responsible to pay taxes on any fees collected to the State.

It was the consensus of the Committee of the whole to continue discussion of tiered options for commuter parking fees.

VII. Discussion Regarding Alcoholic Liquor Sales Ordinance Amendment 

Chief Finlon provided an overview of the proposed alcoholic liquor sales ordinance amendment.

Director Simmons stated there was some repetition in the Village's current liquor license classification model and the proposed changes simplify the language while providing the opportunity for license holders the ability to add on certain enhancements for a nominal fee.

Mayor Kownick stated the proposed liquor license fees are appropriate to offset administrative expenses and issues related to liquor licensing violations.

Mayor Kownick stated some business owners have requested the current allowance of one outdoor event for certain liquor licenses be increased to two.

Chief Finlon provided information on the BASSET training requirements.

Todd Rhodes, owner of Happy's, 50 Crystal Street, provided information regarding a new establishment he recently opened and his desire to add limited liquor service. He stated some of the options discussed would allow him to provide this service at his new business.

VIII. Executive Session: Personnel: Collective Bargaining 5 İLCS 120/2(c)(2) 

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Personnel: Collective Bargaining, 5 İLCS 120/2(c)(2).

Motion: Trustee McAlpine moved, seconded by Trustee Kraus to adjourn into Executive Session for the purpose of Personnel: Collective Bargaining, 5 ILCS 120/2(c)(2).

Ayes: All ayes by voice vote

Nays: None

Motion Carried.

Mayor Kownick and Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer entered into Executive Session at 8:20 p.m. Others present included Village Administrator Rife, Chief Finlon and Village Attorney Uhler.

After discussion, Mayor Kownick entertained a motion to exit Executive Session.

Motion: Trustee McAlpine moved, seconded by Trustee Weinhammer to exit Executive Session at 8:30 p.m.

Ayes: All ayes by voice vote

Nays:None

Motion Carried.

IX. Adjourn 

There being no further items to discuss, a MOTION was made to adjourn the meeting at 8:31 p.m.

MOTION: Trustee McAlpine

SECOND: Trustee Kraus

The Voice Vote noted all ayes and the motion carried.
