Village of Cary Village Board met Oct. 15.

Here is the minutes provided by the board:

Call to Order This meeting was called to order at 6:00 p.m. by Mayor Kownick.

Roll Call Present: Mayor Kownick and Trustees Betz, Kraus, Collier, Weinhammer and McAlpine Absent: Trustee Covelli

Others present included Village Administrator Rife, Community Development Director Simmons, Police Chief Finlon, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

Open Forum There being no comments from the public, Mayor Kownick closed Open Forum at 6:01 p.m.

Mayor's Report Mayor Kownick proclaimed October 23-31, 2019 as National Red Ribbon Week.

Mayor Kownick proclaimed October 24, 2019 as World Polio Day.

Mayor Kownick swore in Sergeant Greg Rutzen.

Mayor Kownick swore in Deputy Chief Chris Winkelmann.

VII. Consent Agenda 1. Consider for Approval the Warrant Dated October 15, 2019 ]

2. Consider for Approval Minutes of the October 1, 2019 Village Board Meeting

Municipal Code for Video Gaming Terminals

Motion:

Trustee McAlpine moved, seconded by Trustee Kraus, to approve Consent Agenda Items #1 - #5.

Ayes: Betz, Collier, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

VIII. Items for Separate Action 1. Consider for Approval a Waiver of Certain Application Requirements for a Planned Development Application Related to the Development of the Selcke Property

Motion:

Trustee McAlpine moved, seconded by Trustee Kraus to approve a waiver of certain application requirements for a planned development application related to the development of the Selcke property.

Discussion Director Simmons provided an overview of the planned development application.

The petitioner, Brian Maude of NBI Cary LLC, provided background on the property and an overview of the planned development application.

Dave Miller, 65 Northwest Highway, expressed his concern of waivers requested as part of the planned development. Director Simmons stated waivers are being requested because at this stage in the process it is unknown what type of development may occur on the property.

Ayes: Collier, McAlpine, Weinhammer, Betz, Kraus 

Nays: None 

Abstain: None

Motion Carried

IX. Administrator's Report Administrator Rife stated the new refuse and recycling contractor, Flood Brothers, will be sending information to Village residents.

Department Head Reports Chief Finlon stated there will be a Drug Take Back event on October 26 from 10:00 a.m. – 2:00 p.m. at the Cary Police Department. The Halloween Walk will take place on October 26 from 11:00 a.m. - 12:00 p.m. in the Cary Square shopping center. There will a senior health fair at Saints Peter & Paul on October 24.

Director Simmons stated the Cary Senior Living project is nearing completion. The developer has reported the building is fully leased and has a wait list. There will be a ribbon cutting on December 3 at 1:30 p.m.

XI. Future Agenda Items and Discussion by Village Board 

None.

XII. Executive Session:

Personnel: Collective Bargaining Closed Session Minutes, Review 5 ILCS 120/2(c)(2) 5 ILCS 120/2(c)(21)

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Personnel: Collective Bargaining, 5 ILCS 120/2(c)(2) and Closed Session Minutes, Review, 5 ILCS 120/2(c)(21).

Motion:

Trustee Collier moved, seconded by Trustee McAlpine to adjourn into Executive Session for the purpose of discussing Personnel: Collective Bargaining, 5 ILCS 120/2(c)(2) and Closed Session Minutes, Review, 5 ILCS 120/2(c)(21).

Ayes: All ayes by voice vote

Nays: None

Motion Carried.

Mayor Kownick and Trustees Betz, Collier, Kraus, McAlpine and Weinhammer entered into Executive Session at 7:08 p.m. Others present included Village Administrator Rife, Chief Finlon and Village Attorney Uhler.

After discussion, Mayor Kownick entertained a motion to exit Executive Session.

Motion:

Trustee McAlpine moved, seconded by Trustee Kraus to exit Executive Session at 7:42 p.m.

Ayes: All ayes by voice vote

Nays: None

Motion Carried.

XIII. Adjourn There being no further items to discuss, a motion was made to adjourn the meeting at 7:45 p.m.
