Village of Cary Committee of the Whole met Dec. 3.

Here is the minutes provided by the committee:

I. Call to Order This meeting was called to order at 6:25 p.m. by Mayor Kownick.

II. Roll Call 

Present: Mayor Kownick, Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer 

Absent: None

Others present included Village Administrator Rife, Police Chief Finlon, Public Works Director Morimoto, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments There being no comments from the public, Mayor Kownick closed Public Comments at 6:26 p.m.

V. Discussion on Commuter Parking and Quarterly Permit Updates Director Morimoto provided an overview of proposed options regarding commuter parking fee changes and an ordinance prohibiting vehicles from backing into commuter parking stalls.

Chief Finlon stated the Police Department cannot easily observe license plates when cars back into parking stalls since not all vehicles display plates on the front of their vehicles.

Director Morimoto stated cars that back into stalls near the High Road lot entrance frequently exit by driving against the posted traffic direction to get to High Road quicker rather than follow the proper path of driving east and looping around. Director Morimoto stated this is a dangerous practice.

Trustee Kraus supports giving priority to Cary residents interested in the premium parking spaces.

Trustee Covelli supports a tiered plan but prefers to keep the $1.50 lot option regardless of which plan the Board may decide to go with.

Administrator Rife stated the premium parking option could potentially be expanded or reduced in the future depending on interest during the first year.

Janie King, Mink Trail, asked if unincorporated Cary residents would get the resident or non-resident rate for premium spots. Mayor Kownick stated residents in unincorporated Cary would pay the non resident rate.

Jane Barry asked if it would be feasible to have a second exit from the parking lot and whether a shelter could be added to the platform for commuters.

Brian Mathis, Bayberry Drive, stated his concerns regarding the elimination of some permit parking and motorcycle spaces.

Director Morimoto stated staff would look into options for motorcycle spaces.

Martha Ritter, 239 School Street, stated her concerns regarding bike racks at the train station.

Trustees McAlpine, Kraus, Weinhammer and Collier support option 3 but would like to see additional options based on resident feedback and Committee discussion.

Trustees Covelli and Betz support either option 1 or 3 but would like to see additional options based on resident feedback and Committee discussion.

It was the consensus of the Committee of the whole to continue discussion of commuter parking and quarterly permits at the December 17, 2019 Committee of the whole meeting. 5 ILCS 120/2(c)(2)

Executive Session: Personnel: Collective Bargaining Mayor Kownick stated Executive Session was canceled.

VII. Adjourn There being no further items to discuss, a MOTION was made to adjourn the meeting at 7:28 p.m.

MOTION: Trustee McAlpine 

SECOND: Trustee Kraus

The Voice Vote noted all ayes and the motion carried.
