City of Highwood City Council met February 18

Meeting 02

City of Highwood City Council met Feb. 18.

Here is the minutes provided by the council:

CALL TO ORDER by Mayor Pecaro at: 7:31 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Levi, Peterson, Slavin

Absent: Alderman Fiore

Also Present: City Manager Coren, City Attorney Jablecki, City Clerk Baruffi, Assistant City Manager Martin, Administrative Assistant Litjens

2. Pledge of Allegiance

All present recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Hospodarsky, seconded by Alderman Levi to approve the minutes for City Council: February 04, 2020 as presented. All present voting aye by voice vote, motion carried.

3.2. Moved by Alderman Levi, seconded by Alderman Peterson to approve the minutes for Committee of the Whole: February 04, 2020 as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

There is 1 vacancy on the Appearance Review Committee.

5. Approval of Warrant List:

5.1. Moved by Alderman Falberg, seconded by Alderman Peterson to approve the 02/18/2020 AP Warrant List for payment. All present voting aye, motion carried.

Absent: Alderman Fiore

7. Mayor’s Report

Comcast sent notification of an Xfinity TV channel update. NDTV Good Times stepped delivering its signal to North American distributors. Comcast is working with NDTV to determine whether and when they will be able to restore their signal.

12. New Business

12.1. 20-R-03 Moved by Alderman Slavin, seconded by Alderman Levi to authorize a Resolution Approving an ARC Application for a Monument Sign Located at 246 Green Bay Road. All present voting aye, by voice vote, motion carried.

12.2. 20-R-04 Moved by Alderman Falberg, seconded by Alderman Levi to authorize a Resolution Approving an ARC Application for A Multi-Family Residential Building Located at 440 Green Bay Road. All present voting aye, by voice vote, motion carried.

Note: Upon certification of occupancy there will be up to 8, 8 foot arbor vitae and 12 feet of sod. The monies for this will be in escrow.

12.3. Moved by Alderman Hospodarsky, seconded by Alderman Falberg, to approve a

Motion Authorizing the Mayor to Enter into an Intergovernmental Agreement for the Administration of an Automated Traffic Law Enforcement System Concerning Violations for Approaching, Overtaking and Passing a School Bus. Motion carried.

Vote:

Yes: Alderman Hospodarsky, Falberg, Peterson, Slavin

Abstain: Alderman Levi

Absent: Alderman Fiore

Note: Alderman Levi abstained as the firm whom employs him represents the school district.

The cameras re installed to identify vehicles that fail to stop for a school bus that is stopped for children entering or leaving the bus. The school district would be able to identify the offenders, but each city’s Police Department would need to issue the citation at its’ discretion.

12.4. 20-O-05 Moved by Alderman Peterson, seconded by Alderman Slavin to waive the first reading and approve an Ordinance Adding Title 7 Chapter 10 “Automated Traffic Law Violations ” to the Highwood City Code. Motion carried.

Vote;

Yes: Aldermen: Peterson, Slavin, Falberg, Hospodarsky Abstain: Alderman Levi

Absent: Alderman Fiore

12.5. 20-O-06 Moved by Alderman Levi, seconded by Alderman Hospodarsky to waive the first reading and approve an Ordinance Auth orizing the Disposal of Surplus Property Owned by the City of Highwood. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Levi, Hospodarsky, Falberg, Peterson, Slavin 

Absent: Alderman Fiore

12.6. 20-O-07 Moved by Alderman Levi, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code to Add a Class C Liquor License. Motion Carried.

Vote:

Yes: Aldermen: Levi, Peterson, Slavin, Hospodarsky Recuse: Alderman Falberg

Absent: Alderman Fiore

12.7. 20-O-08 Moved by Alderman Levi, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Amending 4-1-7: Liquor Licenses. Motion carried.

Vote:

Yes: Aldermen: Levi, Peterson, Hospodarsky, Slavin

Recuse: Alderman Falberg 

Absent: Alderman Fiore

12.8. Motion to Authorize the City Manager to Enter into a Professional Services Agreement with Hitchcock Design Group for the Everts Park Phase 1 Implementation.

Tabled until next meeting.

12.9. Moved by Alderman Levi, seconded by Alderman Slavin to authorize a Motion for Authorization for Payment of Housing Improvement Grant ($10,000) for Conversion of Duplex to Single Family Home at 342 Highwood Avenue. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Levi, Slavin, Peterson, Hospodarsky, Falberg 

Absent: Alderman Fiore

Moved by Alderman Hospodarsky, seconded by Alderman Levi to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:43 P.M.
