City of Highwood City Council met March 3.

Here is the minutes provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:35 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg. Hospodarsky, Fiore, Levi, Peterson

Absent: Alderman Slavin

Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Jablecki, City Clerk Baruffi

2. Pledge of Allegiance

All those in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Ap proved

3.1. Moved by Alderman Levi, seconded by Alderman Peterson to approve the City Council: February 18, 2020 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Hospodarsky, seconded by Alderman Falberg to approve the Committee of the Whole: February 18, 2020 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Levi, seconded by Alderman Peterson to approve the 03/03/2020 AP Warrant List for payment. All present voting aye, motion carried.

Absent: Alderman Slavin

7. Mayor’s Report

The Illinois Department of Public Health has sent a letter officially recognizing and commending Highwood water system for maintaining perfect compliance in 2019 for 12 consecutive months in accordance with the Illinois Public Water Supply Regulations Act.

12.1. 20-O-09 Moved by Alderman Falberg, seconded by Alderman Levi to waive the first reading and approve an Ordinance Authorizing the Disposal of Surplus Property Owned by the City of Highwood. All present voting aye, motion carried.

Yes: Aldermen: Falberg, Levi, Peterson, Hospodarsky, Fiore

Absent: Alderman Slavin

This surplus property is the Keltron Fire Alarm Equipment.

12.2. 20-O-10 Moved by Alderman Falberg, seconded by Alderman Levi to waive the first reading and approve an Ordinance Amending Title 6 Chapter 3 “Alarm Systems ” in the Highwood City Code to Eliminate the Requirement to Connect to a Central Answering Point. All present voting aye, motion carried.

Absent: Alderman Slavin

12.3. Moved by Alderman Hospodarsky, seconded by Alderman Fiore to authorize a

Motion Authorizing the City Manager to Enter into a Professional Services Agreement with Hitchcock Design Group for the Everts Park Phase 1 Implementation. The changes to the agreement would be reimbursement of actuals at 100% rather than the 115%. All present voting aye, motion carried.

Absent: Alderman Slavin

12.4. 20-R-05 Moved by Alderman Peterson, seconded by Alderman Fiore to authorize a Resolution Authorizing the City Manager to Spend up to $19,995 on Regular Landscape Mowing, Edging, Landscape Bed Weeding and Basic Trimming through Scopelliti Landscaping. All present voting aye, motion carried.

Yes: Aldermen: Peterson, Fiore, Falberg, Hospodarsky, Levi 

Absent: Alderman Slavin

The AT&T box plantings are included with this agreement.

15. Adjournment Moved by Alderman Fiore, seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:42 P.M.
