Here is the minutes provided by the board:

1. Call to Order

President Sashko called the meeting to order at 6:03 p.m.

A motion was made by Member Maine, seconded by Member Belmonte, that this item be approved. Motion carried unanimously.

7. President’s Report

President Sashko provided the following report:

1. Many thanks to the Health Department's very talented staff as they have really done a wonderful job planning, coordinating, adjusting, collaborating and making sure internal and external stakeholders are receiving the very best while they navigate COVID-19.

2. The Health Department moved to Level 3 of the Continuity of Operations Plan (COOP) last Friday evening, March 20, 2020, in order to continue to protect personnel, patients, and clients while still maintaining availability of some critical services.

3. Regular meetings, via Zoom, are being held with the Lake County Municipal League, Lake County United and Lake County Partners in an attempt to reach as many people as possible with our messaging.

4. Currently, there are 135 confirmed cases of COVID-19 in Lake County. The Health Department's Informatics Team has set up a new prevalence map showing Lake County cases and by hovering over the map, the number of positive cases can be seen by municipality. The map can be found on the Health Department's coronavirus webpage, lakecountyil.gov/coronavirus.

5. A request was made last week to the State for personal protective equipment (PPE) for first responders, long-term care and facility staff, but it is uncertain as to when it will be received.

6. Testing has been set up for first responders at four locations in the state, with a fifth site to be added in the Bloomington-Normal area. The site closest to Lake County is in Harwood Heights. They are accepting only 250 first responders per day and credentials are required.

7. Health Department operations have been reduced and Mark has communicated this with the Governing Council Executive Committee so that they are aware of what is operational and what is not.

Jefferson McMillan-Wilhoit, PHEOC Planning Chief and Director of Health Informatics and Technology, gave a detailed and insightful update.

Hannah Goering, Marketing and Communications Manager, was not present to provide this update. Instead, President Sashko shared, via email, the Joint Information Center (JIC) report.

11. Lake County Community Health Center Governing Council Update

Mark Pfister, Executive Director, informed the Board that the Governing Council Executive Committee met on Monday, March 23, 2020, via Zoom to review, discuss, and approve the proposed changes to the FQHC operating hours in response to COVID-19. Those changes will then be presented to the Governing Council for ratification at their April 14, 2020 meeting.
