Joint resolution authorizing an emergency appropriation with offsetting revenue in the amount of $14,600 to implement a Redeploy Illinois Planning Grant for the Nineteenth Judicial Circuit Court. 

· The Illinois Department of Human Services recently announced that the Nineteenth Judicial Circuit was awarded $14,600 in Redeploy Illinois Planning Grant funding beginning June 1, 2020. 

· The grant will assist the Courts in determining effective intervention strategies for at-risk youth between the ages of 13 and18 who, despite a range of intervention systems, continue to struggle and recidivate in the juvenile justice system. 

· Funds will be used to contract with a local university for an in-depth analysis of the case files of each juvenile committed to the Illinois Department of Juvenile Justice for the last three years. 

· The review will identify any gaps in service and assess decision points in the juvenile justice system. 

· The planning grant may assist in planning for future funding opportunities to implement new programs for youth.

Joint resolution approving a Memorandum of Understanding (MOU) between the Lake County Nineteenth Judicial Circuit Court and Gateway Foundation Inc., located at 55 E. Jackson, Suite 1500, Chicago, Illinois, 60604, to establish coordination of treatment services for Lake County Court referrals.

· Gateway Foundation Inc. provides residential substance abuse treatment for clients of the Nineteenth Judicial Circuit Court.

· Funding for treatment at Gateway, which in past years has exceeded $90,000, is largely provided by an Adult Redeploy grant through the Illinois Criminal Justice Information Authority (ICJIA). A small amount is funded by the Court.

· ICJIA requires a MOU with service providers.

· The Illinois Department of Human Services (DHS), Division of Substance Use Prevention and Recovery (SUPR) annually sets a reimbursement rate that it will pay to providers. It also requires that treatment providers charge other organizations no less than the SUPR uniform or negotiated rate for that service.

· Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods in accordance with one or more public procurement unit in accordance with an agreement entered into between the participants.

· The Lake County Purchasing Agent has determined that the use of the SUPR rate complies with the Lake County Purchasing Ordinance.

Joint resolution accepting the Kenneth Young Center grant and authorizing an emergency appropriation in the amount of $121,196 for the Williams Consent Decree.

· The $121,196 Kenneth Young Center grant will be used to fund staff, supplies, contractual services, and a new Staff Nurse, new Transition Coordinator, additional supplies and equipment.

· The $121,196 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year 2020 budget.

Joint resolution accepting the Illinois Department of Public Health (IDPH) grant and authorizing an emergency appropriation in the amount of $298,756 for the novel coronavirus (COVID-19) Crisis Grant.

· The $298,756 IDPH grant will cover salaries and fringe benefits for existing staff.

· The $298,756 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year 2020 budget.

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) Rapid Response grant modification; and approving an emergency appropriation in the amount of $14,891.

· The WIOA Rapid Response grant of $14,891 is for staffing expenses related to case management of dislocated workers impacted by Trade Adjustment Act (TAA) certified Worker Adjustment and Retraining Notification Acts (WARN) events.

· The TAA federal program provides reemployment services to dislocated workers who have lost their jobs as a result of increased imports or shifts in production outside the United States.

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) Rapid Response Layoff Aversion Grant and approving an emergency appropriation in the amount of $123,942.26.

· The WIOA Rapid Response Layoff Aversion Grant of $123,942.26 is to assist employers deemed as essential to mitigate layoffs and adhere to social distancing provisions established by state and federal health entities due to COVID-19.

· Five Lake County employers that met the essential business definition, documented a need for grant assistance to remain open and operational, provided supporting documentation and demonstrated a number of jobs to be saved with recipient of the grant funds were accepted by DCEO and grant funds were committed to fund the businesses’ applications.

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) Statewide Activities grant and approving an emergency appropriation in the amount of $166,005.

· The WIOA Statewide Activities Grant is a technical assistance grant to develop and implement regional activities and training.

· DCEO has approved a grant budget for regional planning and system integration in the Northeast Economic Development Region along with expansion of the regional integrated business service team and Job Center partner and one-stop operator training and development.

· The grant activities will be led by a regional coordinator and is for the period of June 1, 2020 through June 30, 2021.

PUBLIC WORKS, PLANNING & TRANSPORTATION

Joint resolution authorizing a contract with Campanella and Sons Inc., Wadsworth, Illinois, in the amount of $376,067.56 for the culvert replacement on Deep Lake Road and appropriating $450,000 of County Bridge Tax funds.

· The culvert on Deep Lake Road is at the end of its life cycle and must be replaced.

· There was a public call for bids, and a total of three bids were received, ranging from $376,067.56 to $584,000, and the lowest responsible bidder is Campanella and Sons Inc., in the amount of $376,067.56.

· This project is included in the highway improvement program with construction planned in 2020, and designated as Section 19-00087-07-DR.

Joint resolution authorizing an agreement for professional engineering services with Infrastructure Management Services (IMS), Tempe, Arizona, at a maximum cost of $80,000, for the annual pavement testing services, and associated components, and appropriating $100,000 of Matching Tax funds.

· The County highway system consists of approximately 903 lane miles of pavement with a replacement cost of approximately $2,300,000,000.

· The County approved an agreement for professional engineering services with IMS in 1986 to implement a pavement management system.

· IMS was the original supplier of said database within the County’s Automated Repair Guidance System (Argus).

· The pavement data in the system is updated on a yearly basis, utilizing information collected, using dynamic load testing, and laser testing procedures.

· Approximately 25 percent of the County highway system is retested each year.

· Information from the pavement management system is used to generate recommended resurfacing projects for the next five years.

· In accordance with the Local Government Professional Services Selection Act, the recommended firm is IMS of Tempe, Arizona, at a cost of services of $80,000.

· This project is included in the highway improvement program, and designated as Section 20-00219-00-ES.

Joint resolution authorizing an agreement with Baxter and Woodman Inc., Crystal Lake, Illinois, to provide Phase II design engineering services for improvements to the intersection of Stearns School Road at US Route 41 in unincorporated Warren Township and the Village of Gurnee, at a maximum cost of $407,084.27, and appropriating $490,000 of Motor Fuel Tax funds.

· The intersection of Stearns School Road at US Route 41 needs to be improved, inclusive of non-motorized improvements.

· The intersection improvements include additional turn lanes and modernized traffic signals.

· A consulting firm will be utilized to perform these engineering services. Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

· The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

· LCDOT received and evaluated Statements of Interest and Qualifications from 17 professional firms, of which four were short-listed and presented to a consultant selection committee.

· The selected and recommended firm is Baxter and Woodman Inc., with a maximum cost of $407,084.27.

· This project is included in the highway improvement program, and designated as Section 16-00222-02-CH.

· Construction and Phase III construction engineering will be paid for and completed by the Illinois Department of Transportation.

Joint resolution appropriating $475,000 of 1⁄4% Sales Tax for Transportation funds for the acquisition of necessary right-of-way, by agreement or condemnation, and other right-of-way costs associated with the intersection improvement of Miller Road at US Route 12.

· Miller Road at US Route 12 will be improved with the addition of turn lanes and non-motorized improvements.

· Preliminary plans and right-of-way plats identifying the right-of-way needs for the improvement have been prepared.

· This improvement is included in the highway improvement program with targeted construction in 2022, and designated as Section 15-00118-12-CH.

Joint resolution appropriating $525,000 of 1⁄4% Sales Tax for Transportation funds for the acquisition of necessary right-of-way, by agreement or condemnation, and other right-of-way costs associated with the intersection improvement of Illinois Route 59 at Grand Avenue.

· Illinois Route 59 at Grand Avenue will be improved with the construction of turn lanes, drainage improvements, re-alignment of Washington Avenue and non-motorized improvements.

· Preliminary plans and right-of-way plats identifying the right-of-way needs for the improvement have been prepared.

· This improvement is included in the highway improvement program with targeted construction in 2022, and is designated as Section 10-00279-01-CH.

Joint resolution authorizing an agreement with Donohue and Associates Inc., Sheboygan, Wisconsin, in the amount of $69,680 for preliminary engineering design services for the Supervisory Control and Data Acquisition system.

· Lake County Public Works operates a robust Supervisory Control and Data Acquisition (SCADA) system. The system allows for wireless communication and data collection among the various Lake County Public Works water and wastewater systems. This results in less drive team and fewer miles driven, benefiting the environment. The data repository is used to make data driven decisions on system functionality.

· This phase of SCADA will connect the Southeast sewer system to the network and update the SCADA network of the former Lakes Region Sanitary District assets. More than 45 lift stations will be improved.

· This is the initial agreement for preliminary engineering services, and the agreement will be amended to include final engineering and system integration services in the future, which is consistent with the County’s experience in multi-phase professional contracts.

· The Lake County Purchasing Division received and evaluated Statements of Interests from three professional firms. In accordance with the Local Government Professional Services Selection Act, the recommended firm is Donohue and Associates Inc.

· The initial contract with Donohue and Associates Inc. will include preliminary engineering design services and inventory services based on a not-to-exceed value in the amount of $69,680.

Resolution authorizing an emergency appropriation in the amount of $55,000 for services in Special Service Area Number 17 (SSA #17), Ivanhoe Estates.

· Special Service Area #17 was established to fund the repair, reconstruction and maintenance of private streets within the Ivanhoe Estates residential community.

· The amount budgeted in the fiscal year (FY) 2020 budget was $56,640 for expenses, an amount equal to the levied property tax revenue for FY2020. However, repairs approved by the residential community require additional funding in the amount of $55,000.

· A fund balance exists in an amount of $138,427 at the end of FY2019 and $23,512 in property tax revenue has been received year to date with no expenses. Therefore, there are sufficient funds for the road repairs.

· This resolution appropriates funds in Fund 290 SSA #17 for payment of FY 2020 contractual services for the additional amount of $55,000.

Joint resolution authorizing a three-year agreement with three one-year renewal options with Exela, Irving, Texas, for record digitization services in the estimated annual amount of $1,000,000.

· The Lake County Circuit Clerk and the Nineteenth Judicial Circuit Court seek the conversion of their current paper files to a digitized (pdf) format.

· The Lake County Purchasing Division received and evaluated Request for Proposals from five firms and interviews were held with the top three ranked firms.

· Following a comprehensive review of the submitted proposals and the interview presentations, Exela was identified as the most qualified and most favorable for Lake County.

· The contract provides unit pricing for scanning, converting and indexing current paper files to a digitized format by case. Converting the digitized documents into a microfilm format. Providing secure transportation of files to and from its off-site storage location.

· Funding for this contract is through the Document Storage Fund.

Joint resolution accepting the State Criminal Alien Assistance Program (SCAAP) grant from the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP) and authorizing an emergency appropriation in the amount of $321,543.

· In October 2018, the Sheriff’s Office applied for a Fiscal Year (FY) 2018 State Criminal Alien Assistance Program (SCAAP) Grant with the DOJ, OJP. The reporting period of July 1, 2016 and June 30, 2017.

· The Sheriff’s Office received notification on December 9, 2019, that it had been awarded $162,927 and that the Sheriff can inform the OJP where the grant funds will be spent.

· Sheriff’s Office applied for a FY 2019 SCAAP Grant with the DOJ, OJP. The reporting period of July 1, 2017 and June 30, 2018.

· The Sheriff’s Office received notification on May 12, 2020, that it had been awarded $158,616 and that the Sheriff can inform the OJP where the grant funds will be spent.

· The Sheriff’s Office will use the grant funds to offset medical and mental health services for inmates during FY 2021 in the amount of $246,543. The Sheriff’s Office will use $75,000 in grant funds to pay for Vivitrol, a medication that will be administered by the jail medical provider selected in the current Request for Proposal which the vendor will begin on December 1, 2020. Vivitrol is an extended- release injectable suspension medication to treat opioid dependence.

· The Adult Redeploy Illinois Oversight Board (Illinois Criminal Justice Information Authority) recently announced that the Nineteenth Judicial Circuit was awarded $290,801 in Adult Redeploy Illinois funding for the grant period of July 1, 2020 through June 30, 2021.

· The Court has received Adult Redeploy Illinois funding since 2008.

· The program will provide residential treatment for high risk and high need offenders who are chemically dependent, recovery coaching services, and access to recovery home services which will provide a continuum of care in the community.

· The State Fiscal Year (SFY) 2021 grant award is an increase of $8,532 over the SFY 2020 amount of $282,269.

· This resolution authorizes an emergency appropriation of $290,801 and the execution of a program agreement to accept the grant funding. The grant does not require a match.

· The Sheriff’s Office will use the grant funds to offset medical and mental health services for inmates during FY 2021 in the amount of $246,543. Joint resolution approving 2020 - 2024 Housing and Community Development Consolidated Plan, including the Program Year (PY) 2020 Annual Action Plan (AAP).

· Lake County is the recipient of United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) entitlement funding.

· As a condition of entitlement funds HUD requires the development and submission of a Housing and Community Development Consolidated Plan (ConPlan).

· The development of the ConPlan includes an updated assessment of affordable housing and community development needs, identification of strategies and goals needed to address the aforementioned needs and the PY 2020 AAP.

· The Program Year 2020 AAP includes annual funding recommendations totaling $3,118,594 CDBG, $1,872,154 HOME, $225,467 ESG and $301,000 Lake County Affordable Housing Funds.

Joint resolution authorizing 2020 Lake County Affordable Housing Program (LCAHP) grant awards.

· In December 2019, Community Development staff received applications for eligible affordable housing programs and projects.

· The available affordable housing funding includes $301,000 of Lake County Affordable Housing Program (LCAHP) Funds.

· On May 22, 2020, the Affordable Housing Advisory and Recommendation Committee (ARC) voted unanimously to recommend LCAHP funds to the following:

o Catholic Charities - $150,000 for rapid rehousing;

o Community Partners for Affordable Housing - $81,000 for the acquisition of an affordable rental housing project;

o Community Partners for Affordable Housing - $40,000 for the support of housing assistance programs; and

o Community Development - $30,000 for grant administration.

Joint resolution authorizing four contracts for Comprehensive Career Pathway Workforce Innovation and Opportunity Act (WIOA) Youth with Employee Connections, North Chicago High School (District 187), The Community Works, and First Institute Training and Management totaling $386,528 to serve 60 WIOA eligible youth.

· Lake County desires to authorize contracts for Comprehensive Career Pathway WIOA Youth Subrecipients Agreements for youth programs with qualified providers to service Out-of-School and In-school youth under the federal Workforce Innovation and Opportunity Act.

· The Lake County Workforce Development Board has reviewed four proposals and recommends entering into subrecipient agreements for County Board consideration.

· Subrecipient agreements are recommended from the following entities:

o Employee Connections to serve 15 out of school youth for $100,000;

o North Chicago High School (District 187) to serve 15 in school youth for $86,528;

o The Community Works to serve 15 out of school youth for $100,000; and

o First Institute Training and Management, Inc to serve 15 out of school youth for $100,000.

· Contracts are not to exceed $386,528 and will be funded through the County’s allocation of federal WIOA funds for the time frame July 1, 2020 to June 30, 2021.

Joint resolution approving the Workforce Development Workforce Innovation and Opportunity Act (WIOA) Four-Year Regional and Local Plans, Memorandum of Understanding (MOU) with the Job Center of Lake County, and authorizing execution of all necessary correspondence to submit these plans to the Illinois Department of Commerce and Economic Opportunity (DCEO).

· The Lake County Workforce Development Board is responsible for the development and submission of several required planning compliance documents as a necessary component to receive U.S. Department of Labor Workforce Innovation and Opportunity Act (WIOA) funding, as distributed by the Illinois DCEO.

· The Northeast Economic Development Region Four-Year WIOA Plan was collectively developed by the seven workforce boards serving the ten counties of Cook, DeKalb, DuPage, Grundy, Kane, Kankakee, Kendall, Lake, McHenry, and Will. The Plan provides innovative regional solutions to meet the needs of the key industry sectors of healthcare, manufacturing, transportation and warehousing and IT.

· The Lake County Workforce Development Board Four-Year WIOA Local Plan provides an overview of partner programs to ensure that job seekers, including youth and individuals with barriers to employment, have the skills to compete in the job market and that employers have a ready supply of skilled workers.

· The Job Center of Lake County Memorandum of Understanding was successfully negotiated among all the federally funded programs authorized under WIOA, agreeing to collaborate and optimize the quality of services provided in the Job Center.

· The Lake County Workforce Development Board approved the WIOA Regional and Local Plans as well as the Job Center MOU at its June 25, 2020 meeting.

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) program year (PY) 2020 formula grant and modification to WIOA PY 2019 grant authorizing an emergency appropriation in the amount of increase of $2,043,884 for the Lake County Workforce Development Department.

· The WIOA formula grant funds for the PY 2020 beginning July 1, 2020 have been allocated to Lake County and are being increased by $2,003,884 over the PY 2019 allocation, for a total grant of $6,580,878. The WIOA PY 2020 formula grant has a grant life from July 1, 2020 through June 30, 2022.

· The WIOA formula grant funds for PY 2019 modification increases the grant by $40,000. The WIOA PY 2019 formula grant has a grant life from July 1, 2019 through June 30, 2021.

· The WIOA formula grants include funding for programs serving adults, dislocated workers, incumbent workers, and youth.

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) National Dislocated Worker Grant Disaster Recovery Grant; and approving an emergency appropriation in the amount of $1,233,650.

· The WIOA National Dislocated Worker Disaster Recovery Grant of $1,233,650 addresses COVID-19 impacts to Lake County through disaster relief employment opportunities.

· Workforce Development has partnered with the Lake County Health Department to hire 33 unemployed individuals as contact tracers and pay their wages through this grant.

· The grant period is June 1, 2020 through March 31, 2022.

Joint resolution accepting the Health Resources and Services Administration (HRSA) grant and authorizing an emergency appropriation in the amount of $1,490,120 for the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

· The $1,490,120 HRSA grant will be used to support medical assistant salaries, purchase medical supplies, laptops, healthcare grade computers, laboratory testing, signs and signage, and reprogramming key card access.

· The $1,490,120 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year 2020 budget.

· The grant award will be for the period April 1, 2020 through March 31, 2021.

Joint resolution authorizing an emergency appropriation in the amount of $2,486,592 for previously approved Annual Action Plan for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding made possible through the CARES Act and approved by the Lake County Board on May 12, 2020.

· The County Board was previously made aware that Lake County received additional entitlements of Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding through the CARES Act to alleviate the immediate needs related to the COVID-19 pandemic.

· The County Board approved the proposed second amendment to the 2019 United States Housing and Urban Development (HUD) Annual Action Plan which outlines how the additional funding will be used at its County Board meeting on May 12, 2020.

· The original action did not include an emergency appropriation of the additional funds, so the attached resolution appropriates both the additional grant revenue as well as the related expenses.

· This resolution appropriates funds in Fund 740 HUD Grants in a total amount of $2,486,592, as detailed in the attachment.

PUBLIC WORKS, PLANNING & TRANSPORTATION

Joint resolution authorizing the dissolution of the Beach Park Drainage District.

· The Ad Hoc Drainage District Committee has met a number of times over the past year with a focus on providing data-driven recommendations regarding consolidations where practical.

· Based on research and discussions, the committee provided direction to staff to proceed with a potential consolidation of the Beach Park Drainage District.

· Staff met with Village of Beach Park and City of Waukegan representatives and determined that the dissolution of the District and consolidation into the Village and City was in the best interest of all parties and the residents.

· Following discussions with County staff, the Beach Park Drainage District is also in support of the dissolution. All assets of the District will be transferred to the Village and City, and the current assessment to residents within the District will be removed.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $6,201,261.72 for the Grass Lake Road and Millburn Road resurfacing improvements, which will be improved under the Illinois Highway Code for a total of 5.28 miles, and providing a supplemental appropriation of $270,000 of County Bridge Tax funds, $400,000 of Matching Tax funds, and $500,000 of 1⁄4% Sales Tax for Transportation funds.

· This resurfacing improvement has been identified within the County’s pavement management system, is included in the highway improvement program with construction in 2020, and designated as Section 18-00999-54-RS.

· The work will include the milling and resurfacing of Grass Lake Road, Main Street, and Millburn Road, constructing sidewalk and bike path on Grass Lake Road, removing and replacing a box culvert and storm sewer on Main Street, re-profiling a bridge deck and repairing joints in a box culvert on Millburn Road, and other associated improvements.

· There was a public call for bids, and a total of one bid was received in the amount of $6,201,261.72. Peter Baker and Son Company was identified as the responsible bidder in the amount of $6,201,261.72.

Joint resolution authorizing an agreement with the State of Illinois, by and through the Illinois Department of Transportation (IDOT), for improvements at the intersection of Fremont Center Road and Illinois Route 60.

· The intersection of Fremont Center Road and Illinois Route 60 needs to be improved, inclusive of non-motorized improvements.

· This improvement will include the addition of turn lanes, a new traffic signal, and provide space for a future bike path on the west side of Fremont Center Road.

· This agreement provides that IDOT will reimburse the County for 50 percent of the construction cost, up to a maximum of $1,550,000.

· The cost for construction and construction engineering is estimated to be $2,864,000.

· This improvement is included in the highway improvement program with construction targeting 2021, and designated as Section 12-00138-02-CH.

FINANCIAL & ADMINISTRATIVE

Resolution appointing Judges of Election to serve in various precincts.

· The Lake County Board is responsible for appointing persons to serve as Judges of Election in the various precincts in Lake County, Illinois.

· The Chairmen of the Lake County Democratic and Republican Central Committees have submitted certified lists of persons to serve as Judges of Election for their party in the various precincts.

Resolution authorizing a contract with Call One, Chicago, Illinois, for various traditional phone lines for Lake County in an estimated annual amount of $478,500.

· Lake County requires traditional phone lines for various systems and equipment communication in its buildings.

· Lake County currently has approximately 160 centrex lines, 205 plain old telephone service lines (POTS), 29 low bauds, and three additional circuits with Call One.

· In accordance with Section 10-101 of the Lake County Purchasing Ordinance, the County Purchasing Division has identified a competitively solicited and awarded cooperative purchasing contract for traditional phone lines awarded to Call One, through the Suburban Purchasing Cooperative joint purchasing contract Number 188.

· Moving these services to the joint purchasing contract rates with Call One will decrease Lake County monthly costs for both POTS and Centrex lines.

· Lake County’s estimated annual spend amount is $478,500, using a per unit, per cost, per line pricing structure.

Resolution authorizing line-item transfers between various funds for the purpose of reducing the Fiscal Year (FY) 2020 Budget spending authority in response to the novel coronavirus (COVID-19) pandemic.

· The COVID-19 pandemic has had severe economic consequences not only in Lake County, but across the United States and world. The County’s initial immediate response is to reduce operational expenditures.

· Line-item transfers in various funds between accounts in the FY 2020 budget are needed to reduce the overall operating spending authority to balance out the revenue losses. The funds are being moved into Contingency accounts that may be accessed if needed and if funds are available.

· The County Board must approve line-item transfers under certain conditions. A listing of the various transfers is attached to the resolution. This action does not increase or decrease budget authority; it simply transfers previously approved budget authority.

· Additional operational budget reductions will be presented on an ongoing basis and as the need arises.

Resolution authorizing an emergency appropriation in the amount of $10,000,000 for municipal and fire protection district reimbursement, funded by the Coronavirus Aid, Relief, and Economic Security (CARES) Act Relief Fund.

· The CARES Act was passed by Congress and signed into law on March 27, 2020. Lake County’s population over 500,000 resulted in the ability to directly apply for funding. On April 23, 2020, Lake County received $121,539,986.20.

· These funds are required to be used to cover expenses that: 1) are necessary due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); 2) were not accounted for in Lake County’s approved Fiscal Year 2020 budget; and 3) were incurred during the period March 1, 2020 - December 30, 2020.

· On Friday, June 12, 2020, the F&A Special Committee on COVID-19 Recovery determined that $10,000,000 shall be appropriated for reimbursement of eligible expenses for Lake County’s municipalities and fire protection districts and that the maximum appropriation for this round of funding will be based on the population for each interested entity.

· An emergency appropriation is necessary to make the funds available for this purpose.

· Additional emergency appropriations will be necessary to make additional funds available for use.

· To ensure maximum efficiency in providing reimbursement funds to municipalities and fire protection districts, authority to execute all agreements between the County and each interested municipality or fire protection district will be delegated to the County Administrator or their designee(s).

· On Friday, June 26, 2020, the F&A Special Committee on COVID-19 Recovery determined the use of a portion of these funds: $1,000,000 in community prevention support consisting of personal protective equipment safety kits and risk-mitigation education/outreach in COVID-19 impacted communities of color.

· An emergency appropriation is necessary to make the funds available for these purposes.

· To ensure maximum efficiency in meeting community needs within this program fund, Lake County will contractually rely on designated community partners to distribute funds to their clients in accordance with federal spending criteria, and contract authority will be delegated within the program fund to the County Administrator or their designee(s).
