City of Highwood City Council met June 16.

Here is the agenda provided by the council:

1. CALL TO ORDER by Mayor Pecaro at 7:33 P.M.

2. Roll Call

Present: Mayor Pecaro, Aldermen: Levi, Falberg, Fiore, Peterson and Hospodarsky

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens

3. Review of Minutes to be Ap proved

3.1. Moved by Alderman Fiore and seconded by Alderman Hospodarsky to approve the minutes for City Council: June 02, 2020 as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Fiore and seconded by Alderman Falberg to approve the 06/16/2020 AP Warrant List for payment. All present voting aye, by voice vote, motion carried.

6. Public Input Items Not on Agenda

City Manager Coren read an email from a resident regarding the proposal for a Community Task Force.

12.1. A Discussion on a Proposal to Form a Community-Representative Task Force to Develop a Better Understanding of Our Police Department’s Relationship with Community Members as well as Certain Policies and Practices.

Alderman Peterson summarized his proposal. City Manager Coren read a public comment submitted for this item and mentioned there were 13 e-mails representing 17 residents with similar feedback. The Council discussed ways to proceed with the task force, including the composition of the group, duties and funding for the group.

Manager Coren said he expected the cost to be minimal and to fit within line items in the current budget. The Council will continue to discuss next steps at a future meeting.

12.2. An Update and Discussion on the Pavement Survey and Capital Plan.

The Council agreed with the staff recommendation to proceed with engineering for Summit Avenue, Oak Avenue and a portion of Burtis for the calendar year 2021 capital projects.

12.3. Moved by Alderman Slavin and seconded by Alderman Fiore to approve a Motion Accepting a Proposal from Pav-Tech to Resurface the Property at 414 Green Bay Road in an Amount not to Exceed $40,000. All present voting aye, by voice vote, motion carried.

12.4. Moved by Alderman Hospodarsky and seconded by Alderman Fiore to approve an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code to add a Class D Liquor License for Papa Willie’s. Alderman Falberg recused himself. All others present voting aye, by voice vote, motion carried.

15. Adjournment moved by Alderman Fiore and seconded by Alderman Levi to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 8:38 P.M.
