Village of Cary Board of Trustees Met August 4

Village of Cary Board of Trustees met Aug. 4.

Here is the minutes provided by the board:

I. Call to Order 

This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call 

Present: Mayor Kownick and Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer. Trustees Covelli, Kraus and Weinhammer participated via audio conference. 

Absent: None

Also present were Village Administrator Rife, Chief Finlon and Village Attorney Uhler. Public Works Director Morimoto participated via audio conference.

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance. Mayor Kownick asked for a moment of silence in honor of Algonquin Village President John Schmitt, who passed away recently.

IV. Open Forum 

Aaron Spitzer, 429 High Road, inquired about Village Code as it pertains to fencing. Administrator Rife stated Community Development Director Simmons would contact Mr. Spitzer to discuss this issue.

There being no further comments from the public, Mayor Kownick closed Open Forum at 6:06 p.m.

V. Mayor's Report 

Mayor Kownick paid tribute to John Schmitt, Village President of Algonquin. Mayor Kownick thanked President Schmitt for all his work for McHenry County.

Mayor Kownick proclaimed August 24 – 28, 2020 "School's Open Safety Week”.

VI. Trustee Reports None.

VII. Consent Agenda 

1. Consider for Approval the Warrant Dated August 4, 2020 

2. Consider for Approval Minutes of the July 21, 2020 Village Board Meeting 

3. Consider for Approval Minutes of the July 21, 2020 Committee of the Whole Meeting 

4. Consider for Approval a Resolution Authorizing the Chief of Police to Enter into an Intergovernmental Agreement to Participate in the Human Trafficking Task Force with the McHenry County State's Attorney's Office (R20-08-01] 

5. Consider for Approval a Resolution Authorizing the Deputy Village Clerk to Make Certain Closed Session Meeting Minutes Available for Public Inspection as part of the Semi Annual Review of Closed Session Minutes [R20-08-02]

Motion:

Trustee McAlpine moved, seconded by Trustee Betz, to approve Consent Agenda Items #1 -5.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

VIII. Items for Separate Action 

1. Consider for Approval an Employee Leasing Agreement Between the Village of Cary and GovTempsUSA Inc.

Motion:

Trustee Collier moved, seconded by Trustee McAlpine to approve an employee leasing agreement between the Village of Cary and GovTempsUSA Inc.

Discussion 

Administrator Rife provided background on the proposed leasing agreement.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

2. Consider for Approval a Resolution Awarding the 2020 Sidewalk Connections Construction to Triggi Construction Inc., West Chicago, IL, and Authorizing the Village Administrator to Execute a Contract in an Amount Not to Exceed $146,199.00 and Authorizes the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Maximum Project Budget of $160,818.90 [R20-08-03]

Motion: Trustee McAlpine moved, seconded by Trustee Betz to approve a resolution awarding the 2020 Sidewalk Connections Construction to Triggi Construction Inc., West Chicago, IL, and authorizing the Village Administrator to execute a contract in an amount not to exceed $146,199.00 and authorizes the Village Administrator to approve a 10% contingency for unforeseen changes in scope for a maximum project budget of $160,818.90.

Discussion 

Director Morimoto provided an overview of the proposed contract.

Mayor Kownick stated he, Administrator Rife and Director Morimoto have examined the planned sidewalk sites and feels this project will be a great benefit to the Village.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

IX. Administrator's Report 

Administrator Rife stated the Cary Park District will be presenting the proposed aquatic center project to the Board of Zoning, Planning and Appeals on August 13th. Administrator Rife stated this item is tentatively scheduled to be considered by the Village Board in September.

X. Department Head Reports 

Chief Finlon stated the written portion for police candidate testing will take place on August 15th at Cary-Grove High School. Chief Finlon stated Officer Tim Kelley will be retiring after 29 years of service and the department will begin exploring options to fill this vacancy.

Director Morimoto stated work is continuing on the Well 10 project.

Future Agenda Items and Discussion by Village Board None.

XII. Adjourn There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:18 p.m.

Motion:

Trustee Collier moved, seconded by Trustee Betz to adjourn the meeting.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried
