Joint resolution approving Contract Modification Number One for Agreement Number 17209 to implement an Integrated Case Management System in Lake County, Illinois between Lake County and JTI, Los Angeles, California, and appropriating $94,000 from the E-Citation Fund for hosted cloud storage.

· The County Board approved an Agreement with JTI to implement an Integrated Case Management System on April 9, 2019.

· An additional negotiated amount of $94,000 annually was included in the contract at the option of the county for hosted cloud storage.

· The Executive Steering Committee overseeing the implementation of the project has determined that it is in the County’s best interest to contract with JTI to provide the hosted cloud storage.

· This resolution authorizes an emergency appropriation of $94,000 from the E-Citation Fund.

Joint resolution authorizing the application, acceptance, and emergency appropriation of a State Fiscal Year (SFY) 2020 Coronavirus Emergency Supplemental Fund (CESF) Grant from the Children’s Advocacy Centers of Illinois in the amount of $30,000 to the Lake County Children’s Advocacy Center (LCCAC) for personnel and supply expenses related to the COVID-19 pandemic.

· Established in 1987, the Lake County Children’s Advocacy Center (LCCAC) is where children are brought for a forensic interview when there has been an allegation of sexual abuse, severe physical abuse or a child has been a witness to a major crime. The LCCAC is a child-focused center that coordinates the investigation and prosecution of these cases.

· This is an application for a SFY 2020 CESF grant from the Children’s Advocacy Centers of Illinois.

· The LCCAC, through the Lake County State’s Attorney’s Office, is eligible to apply for $30,000 in SFY 2020 CESF grant funds.

· The grant term is for one year, starting September 1, 2020 through August 31, 2021.

· The LCCAC will use $30,000 towards personnel ($12,000) and supply ($18,000) expenses related to the COVID-19 pandemic.

· Annually, the Lake County Children’s Advocacy Center provides any additional salary and fringe benefit costs related to victim advocate personnel expenses not covered by grant funds by reimbursing the State’s Attorney’s Office. This CESF funding will help to offset COVID-19 related loss of revenue (reduced court fines/fees and fundraising ability) that the LCCAC has experienced.

· The source of program funding is 100 percent grant funding; no match is required.

LEGISLATIVE PROGRAM

Discussion regarding the Fiscal Year (FY) 2021 Lake County Legislative Program.

· The County Board adopts an annual Legislative Program, developed by the Legislative Committee, drafted based on input provided by county staff, and board members.

· In preparation for the development of the FY 2021 Legislative Program, staff will be reviewing the current program with the Law & Judicial, Health and Community Services, Public Works. Planning and Transportation, and Financial and Administrative standing committees and soliciting feedback on the current program, and requesting any new legislative ideas for consideration in the upcoming program.

· Staff will present the standing committee feedback, and other ideas at an upcoming Legislative Committee meeting as the 2021 Program is being developed. The final FY 2021 program will be brought to the full board for adoption at a future Board meeting
