Joint resolution accepting the Illinois Department of Public Health (IDPH) grant and authorizing an emergency appropriation in the amount of $4,055 for the Environmental Health Beach grant.

· The $4,055 IDPH grant will be used to offset existing staff salary and fringe benefits.

· The $4,055 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year 2020 budget.

· The grant award will be for the period July 1, 2020 through June 30, 2021.

Joint resolution accepting the Illinois Department of Public Health (IDPH) grant and authorizing an emergency appropriation in the amount of $6,975 for the Body Art grant.

· The $6,975 IDPH grant will be used to offset existing staff salary and fringe benefits.

Joint resolution accepting the Substance Abuse and Mental Health Services Administration (SAMHSA) grant and authorizing an emergency appropriation in the amount of $1,667 for the Grants to Benefit Homeless Individuals grant.

· The $1,667 SAMHSA grant will be used to fund salary and fringe benefits.

· The $1,667 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2020 budget.

· The grant award will be for the period September 30, 2020 through September 29, 2021.

· The $35,000 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2020 budget.

· The grant award will be for the period May 1, 2020 through April 30, 2021.

· The $59,042 AIDS Foundation of Chicago grant will be used to support a medical case managers’ salaries and fringe benefits.

· The $59,042 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2020 budget.

· The grant award will be for the period April 1, 2020 through March 31, 2021

Joint resolution accepting the Illinois Department of Public Health (IDPH) grant and authorizing an emergency appropriation in the amount of $105,000 for the Local Health Department Overdoses Surveillance and Response program.

· The $105,000 IDPH grant will be used to support the planning and development of an Opioid Response Plan, partially fund a new position, supplies, contractual services, and to offset existing staff salary and benefit costs.

· The $105,000 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2020 budget.

· The $381,196 IDHS grant will be used to fund new positions, program supplies, client support, contractual services, equipment, indirect costs, and offset existing salary and fringe benefits.

· The $381,196 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2020 budget.

WORKFORCE DEVELOPMENT

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Trade Adjustment Assistance (TAA) grant; and approving an emergency appropriation in the amount of $2,200.

· The TAA federal program provides funding for reemployment services to displaced workers who have lost their jobs as a result of increased imports or shifts in production outside the United States.

· The funds of $2,200 will be used for expenses associated with payment processing.

· The grant period is January 1, 2020 through September 30, 2020. Attachments: WDD TAA Grant Modification October 2020

Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Investment Act (WIA) National Emergency Disaster Employment Grant; and approving an emergency appropriation in the amount of $298,011.

· The Workforce Innovation and Opportunity Action (WIOA) National Dislocated Worker Disaster Employment Grant of $298,011 addresses coronavirus impacts to Lake County through disaster relief employment opportunities.

· The grant period is July 1, 2020 through June 30, 2022. Attachments: WDD Employment Recovery Grant October 2020

7.21 20-1305

Joint resolution modifying Workforce Development’s budget for an increase to the previously approved Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) grant, authorizing an emergency appropriation in the amount of $27,936, and increasing the headcount of Workforce Development by three full-time employees and two part-time employees.

· The $27,936 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2020 budget.

· In order to expand the budget authority of Workforce to spend an increase in grant dollars in the middle of FY 2020, the authority must come from an emergency appropriation.

· The $27,936 grant increase will be used to fund salary and fringe benefits for employees providing programmatic services through FY 2020.

LEGISLATIVE PROGRAM

7.22 20-1294

Discussion regarding the Fiscal Year (FY) 2021 Lake County Legislative Program.

· The County Board adopts an annual Legislative Program, developed by the Legislative Committee, drafted based on input provided by county staff, and board members.

· In preparation for the development of the FY 2021 Legislative Program, staff will be reviewing the current program with the Law & Judicial, Health and Community Services, Public Works. Planning and Transportation, and Financial and Administrative standing committees and soliciting feedback on the current program, and requesting any new legislative ideas for consideration in the upcoming program.

· Staff will present the standing committee feedback, and other ideas at an upcoming Legislative Committee meeting as the 2021 Program is being developed. The final FY 2021 program will be brought to the full board for adoption at a future Board meeting.
