Lake County Health and Community Services Committee met March 29.

Here are the minutes provided by the committee:

1. Call to Order

Chair Simpson called the meeting to order at 10:30 a.m.

Chair Simpson led the Pledge of Allegiance.

Joint resolution accepting the Public Institute of Metropolitan grant and authorizing an emergency appropriation in the amount of $15,000 for the Protecting Our Patients Affirming Care grant.

A motion was made by Member Ross Cunningham, seconded by Member Roberts, that this resolution be approved and recommended to the County Board agenda. The motion carried by the following vote:

Joint resolution accepting the Schreiber Foundation grant and authorizing an emergency appropriation in the amount of $5,000 for the iGrow grant.

A motion was made by Member Ross Cunningham, seconded by Member Roberts, that this resolution be approved and recommended to the County Board agenda.

Joint resolution accepting the Illinois Department of Human Services grant and authorizing an emergency appropriation in the amount of $18,461 for the Substance Use Prevention Services grant.

A motion was made by Member Ross Cunningham, seconded by Member Roberts, that this resolution be approved and recommended to the County Board agenda. The motion carried by the following vote:

Health Department Annual Update.

Mark Pfister, Health Department Executive Director, provided a department overview of the Health Department. Director Pfister listed the primary functions and tasks of the Health Department and stated that there are over 1,000 positions within the Health Department. There have been renovations done at various locations. Director Pfister also provided an overview of the Governance, the previous 12 months and the next 12 months. A lengthy discussion ensued.

Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $1,037,539 for the COVID-19 Crisis grant.

Mark Pfister, Health Department Executive Director, provided an overview of the continuation of the grant for Protecting Our Patients. The funding will continue training and education. Discussion ensued.

A motion was made by Member Roberts, seconded by Member Cunningham, that this resolution be approved and recommended to the County Board agenda. The motion carried by the following vote:

Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $850,000 for the COVID-19 Response grant.

Mark Pfister, Health Department Executive Director, provided an overview of the COVID-19 Response grant. The funding will cover the cost of consultants to augment the staff.

A motion was made by Member Maine, seconded by Member Cunningham, that this resolution be approved and recommended to the County Board agenda. The motion carried by the following vote:

Aye: 5 - Vice Chair Altenberg, Member Ross Cunningham, Member Maine, Member Roberts and Chair Simpson

Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $170,000 for the Illinois Breast and Cervical Cancer Program.

Mark Pfister, Health Department Executive Director, provided an overview of the Illinois Breast and Cervical Cancer grant. The funding will cover the cost of Mammograms for woman who are uninsured. Discussion ensued.

A motion was made by Vice Chair Altenberg, seconded by Member Roberts, that this resolution be approved and recommended to the County Board agenda. The motion carried by the following vote:

8.10 22-0466

Joint resolution accepting the Illinois Primary Health Care Association grant and authorizing an emergency appropriation in the amount of $1,090,800 for the Pandemic Health Navigator Program grant.

Mark Pfister, Health Department Executive Director, provided an overview of the Pandemic Health Navigator Program grant. The funding will now cover the cost of Community Health Workers at the health centers to make calls to follow up with patients.

This matter was approved and referred on to the Financial and Administrative Committee

There was no County Administrator's report.

There was no Executive Session.

11. Members' Remarks

Member Ross Cunningham stated she was happy the meetings are back in person.

Chair Simpson declared the meeting adjourned at 11:28 a.m.
