Lake County Legislative Committee met Aug. 19.

Here are the minutes provided by the committee:

1. Call to Order

Chair Wasik called the meeting to order at 9:00 a.m.

2. Pledge of Allegiance

Gary Gibson, County Administrator, requested a moment of silence for County employee Joshua "Josh" Brumfield, who passed away on August 15, 2022. A moment of silence was observed by all in attendance.

Vice Chair Casbon led the Pledge of Allegiance.

6. Chair's Remarks

Chair Wasik thanked everyone for attending today's meeting regarding items for the fall veto session. Chair Wasik also noted that the PACT Act passed through Congress and was signed by the President.

Committee action approving the Legislative Committee minutes from August 2, 2022.

A motion was made by Vice Chair Casbon, seconded by Member Kyle, that the minutes from August 2, 2022 be approved. Motion carried by the following voice vote:

Aye: 6 - Vice Chair Casbon, Member Frank, Member Hunter, Member Kyle, Member Snarski and Chair Wasik

Not Present: 1 - Member Sbarra

REGULAR AGENDA

Discussion and Direction on State Legislative Session Items.

Joe McCoy, Executive Director of the Illinois State Association of Counties (ISACo), gave a brief overview of Public Act 102-0732 (HB 5184) and the revisions to the SAFE-T Act, noting that he would like to collect feedback regarding this legislation for the fall veto session.

Discussion ensued.

Gary Gibson, County Administrator, noted that County staff was unaware of Public Act 102-0732 until the Governor signed it into law.

Member Sbarra entered the meeting at 9:17 a.m.

County Administrator Gibson noted a scrivener's error on the Information Paper for Public Act 102-0732 and clarified that counties will be required to provide a "minimum" of 0.02% of EAV for veterans assistance.

Deputy County Administrator Jim Hawkins presented the results of the County's review of Public Act 102-0732 noting areas of concern and where clarification is needed.

Discussion ensued.

Andrew Tangen, Superintendent of the Veterans Assistance Commission (VAC) of Lake County, noted that he worked with state and local representatives to pass Public Act 102-0732. Superintendent Tangen further explained the provisions of Public Act 102-0732. Superintendent Tangen then presented a timeline of his work pertaining to Public Act 102-0732.

Discussion ensued.

Based on the new information just stated by Superintendent Tangen, County Administrator Gibson apologized for any inaccuracies that were published in the Information Paper about Public Act 102-0732.

Public comment was given in person by: James Seolan, Patrick Cornet, Dutch DeGroot, Al Seyler, Eddie Perry, Jack Meierhoff, Don Castella, Richard Ruzich, Judy Martini, and Elise T. Lopez.

Three points of needed clarification were discussed. This included questions related to PTELL application, questions on Veterans' Service Organizations ability to provide support, and questions related to administrative expenses outside of the 0.02 percent EAV.

County Administrator Gibson clarified that the Board has not taken any official position or action on Public Act 102-0732.

9. County Administrator's Report

There was no County Administrator's Report.

10. Executive Session

The Committee did not enter into Executive Session.

11. Members' Remarks

Member Hunter thanked the public for attending today's Committee meeting. Member Hunter also expressed his frustration with having a special Legislative Committee meeting but that, in the end, he appreciated the robust conversation that had occurred.

Member Barr voiced his support of Public Act 102-0732 (HB 5184) and urged the Board to support the legislation.

Member Frank noted that two additional positions at the Veterans Assistance Commission (VAC) of Lake County were funded by the Board, per Member Barr's previous request.
