Chair Vealitzek called the meeting to order at 10:30 a.m.

Resolution to vacate an unimproved portion of Midway Street located in the Allen City Subdivision in Cuba Township.

Eric Waggoner, Director of Planning, Building and Development (PB&D), noted that the petitioner has requested another continuance until June 28, 2023, in order to give the petitioner more time to work with the Township.

A motion was made by Member Roberts, seconded by Member Wasik, to postpone agenda item 7.1 to the Planning, Building, Zoning and Environment Committee meeting on June 28, 2023. The motion carried by the following voice vote:

Aye: 6 - Member Frank, Vice Chair Pedersen, Member Roberts, Member Schlick, Chair Vealitzek and Member Wasik

A motion was made by Member Roberts, seconded by Member Wasik, that the minutes be approved. The motion carried by the following voice vote:

Joint resolution adopting the multi-jurisdictional 2022 Lake County All-Natural Hazards Mitigation Plan (ANHMP).

Sharon Osterby, Stormwater Management Commission, noted that this item is for a plan that is required by the Federal Emergency Management Agency (FEMA) and is updated every five years.

Member Altenberg entered the meeting at 10:35 a.m.

Discussion ensued.

A motion was made by Member Roberts, seconded by Member Wasik, that this resolution be approved and referred on to the County Board. The motion carried by the following voice vote:

Presentation on community solar option for Lake County operations. Attachments: Tradition Energy Community Solar - Lake County

Robin Grooms, County Administrator's Office, introduced Michael English and Ryan Kelliher, Tradition Energy, who gave a presentation regarding a community solar option for Lake County operations.

Discussion ensued.

Member Frank left the meeting at 10:51 a.m.

The consensus of the Committee was to move forward with a community solar option for Lake County operations.

Presentation on Roadmap to Decarbonization for Lake County greenhouse gas reduction goals.

Robin Grooms, County Administrator's Office, gave a presentation regarding the roadmap for Lake County greenhouse gas reduction goals.

Discussion ensued.

Update on Committee Workplan.

Robin Grooms, County Administrator's Office, gave a brief update of the Committee work plan, noting that there is now a food scrap bin in the cafeteria of the Lake County Waukegan campus.

Discussion ensued.

Chair Vealitzek noted that the Lake County single use plastics prohibition won an achievement award that will be presented at the National Association of Counties (NACo) Annual Conference in July.

Ms. Grooms also noted that Lake County participated in the 2023 Reuse-A-Shoe event.

Ordinance adopting amendments to the 2018 ICC Building Codes.

Eric Waggoner, Director of Planning, Building and Development (PB&D), and Bob Springer, PB&D, presented the final draft of the revised ICC Building Codes for the Committee's consideration.

A motion was made by Member Altenberg, seconded by Member Roberts, that this ordinance be approved and referred on to the County Board. The motion carried by the following voice vote:

Aye: 6 - Member Altenberg, Vice Chair Pedersen, Member Roberts, Member Schlick, Chair Vealitzek and Member Wasik

Planning, Building and Development Annual Update.

Eric Waggoner, Director of Planning, Building and Development (PB&D), presented an annual update for PB&D.

Member Roberts noted that there is an online application to submit resolutions to the National Association of Counties (NACo) for consideration. The submission deadline is June 21, 2023.
