Lake County Public Safety Answering Point Consolidation Committee met July 12.

Here are the minutes provided by the committee:

1. Call to Order  

Chair Formica called the meeting to order at 10:02 a.m.

2. Roll Call of Members  

Jim Hawkins, Executive Agent Representative (EA Rep.), did a roll call of members.

3. Approval of Minutes  

3.1 23-1003  

Committee action approving the PSAP Consolidation Committee minutes from June 14, 2023. 

A motion was made by Vice Chair Muetz, seconded by Member Seeley, that these minutes be approved. The motion carried unanimously by voice vote.

There were no comments from the public.  

5. Unfinished Business  

There was no unfinished business to discuss.  

6. New Business 

6.1 23-1004  

Executive Agent Update. 

Jim Hawkins, Executive Agent Representative (EA Rep.) explained that Scott Strom, the Project Manager from Federal Engineering, would provide an update on the working groups. Additionally, EA Rep. Hawkins reminded everyone to let him know of any changes to the PSAP Consolidation Committee members or if anyone wants to be added to any of the working groups.  

6.2 23-1007  

Project Manager Update. 

Scott Strom, Project Manager (PM), gave a brief update on the activities the Federal Engineering (FE) team were working on, including meetings with various working groups.  

PM Strom reported that his team is focusing on the Executive Director position, the structure requirements for the governance, gathering information for a staffing analysis, future operations and scope definition and the initial implementation timeline.  

Ciindy Sparrow from the FE team provided future tentative meeting dates, including the following.  

-July 17, 2023 and July 19, 2023: PSAP Subject Matter Experts  

-Week of July 31, 2023: Meeting with Jon Joy and Lindsay Szafran regarding facilities and technology.  

-August 15 - August 16, 2023: Governance Working Group workshop  

-August 17, 2023: HR and Finance Working Group workshop  

6.3 23-1005 

Working Group Updates.  

PSAP Consolidation Committee Working Groups 7.6.23  

-Continuity of Operations: Working Group Lead Pat Kreis (Vernon Hills Chief of Police) reported that the group continues to meet twice monthly and the focus is primarily on the change over to the single PSAP, stay agreements and providing input to the Federal Engineering (FE) team.  

-Technology: Working Group Lead Lindsay Szafran (911 FoxComm Manager) reported the Lake County ETSB approved the contract for the Motorola radio systems and the Tyler project is moving along well.  

-ROC Facility: Working Group Lead 2, Jon Joy (Lake County Construction Project Manager) provided an update on the radio tower and solar array awards. Carl Kirar (Director of Facilities and Construction) introduced the construction team and invited attendees to tour the site after future meetings.  

-Governance: Working Group Lead, John Kavanagh (Gurnee Fire Chief) reported they are working with the Federal Engineering team and focusing on the Executive Director job description.  

-(J) ETSB: Working Group Lead Don Hansen (Mundelein Dir. of Supportive Services) reported that ordinances were gathered and more people have been invited to join in the conversation. They will work in lockstep with the Governance group to build and design the future ETSB.  

-Fire Chiefs: Chief Kavanagh reported that they've provided the data to FE and are waiting for more information.  

-Police Chiefs: Chief Kries reported that they've put together a list of the jurisdictions that have part or all of their jurisdiction in Lake County to identify potential long term partners. 

6.4 23-1006  

Update on coordination, communication, and outreach to Lake County public safety entities and partners. 

Jim Hawkins, Executive Agent Representative (EA Rep.) reported on the ROC groundbreaking that occurred on July 7th.  

Additionally, EA Rep. Hawkins reported that he will be working with the Chair and the Federal Engineering team for a date to hold a future meeting similar to the May 31st meeting.  

7. Members' Remarks

8. Adjournment  

A motion was made by Member Lee, seconded by Member Keller, to adjourn the meeting. The motion carried unanimously by voice vote. Chair Formica declared the meeting adjourned at 10:23 a.m
