Joint resolution authorizing the acceptance and execution of a Bureau of Justice Administration (BJA) Byrne Discretionary Grant assisting with the Lake County State’s Attorney’s Office (LCSAO) Gun Violence Prevention Initiative (GVPI) to help reduce violence by increasing community response of non-domestic shootings, including an emergency appropriation of $750,000 in grant funds.

•  The LCSAO has been awarded $750,000 in Bryne Discretionary Grant funds through the BJA via Congressionally directed spending.

•  The grant term is July 1, 2023 through June 30, 2024.

•  LCSAO will use funds in the amount of $740,500 to cover 100 percent of the salary and benefits of the GVPI Director, Program Manager, three Case Managers and five Violence Interrupters.

•  Grant program funding in the amount of $9,500 will be used to purchase cells phones and laptops for these positions.

•  If funding for any of these positions ends, and new funding is not secured, the positions will be eliminated.

Joint resolution authorizing an emergency appropriation in the amount of $50,000 in funding from the Illinois Department of Healthcare and Family Services and the approval of the renewal of Intergovernmental Agreement for the 19th Judicial Circuit’s Access and Visitation for state fiscal year (FY) 2024.

•  The 19th Judicial Circuit receives grant funding from the Illinois Department of Healthcare and Family Services to provide mediation services for never-married parents involved in visitation and custody-related disputes in an effort to increase child support collections from this population.

•  The state would like to continue funding the 19th Judicial Circuit’s program in the amount of $50,000 for state FY 2024.

•  This access and visitation grant does not require matching funds.

•  The Access and Visitation grant funding period is July 1, 2023 through June 30, 2024.

Joint resolution establishing a fund and budget separate from the General Fund for the purposes of depositing and expending funds allocated by the Illinois Supreme Court’s to the 19th Judicial Circuit and to supplement the funds appropriated to the Office of the Public Defender and public defender services in the amount of $104,197.08.

•  Illinois Public Act 103-0008 was signed into law by the Governor on June 7, 2023 and established among other things, the Public Defender Fund (55 ILCS 5/3- 4014).

•  The Public Defender Fund was created as a special fund in the State treasury, and a total of $10,000,000 was appropriated for this fund and is to be used by the Illinois Supreme Court to provide funding to counties with a population of 3,000,000 or less for public defenders and public defender services pursuant to Section 3-4014 of the Counties Code.

•  The funds are to be used for public defender and public defender services.

Joint resolution establishing Fund 251 Supreme Court Public Defender Fund for the purposes of depositing and expending funds allocated by the Illinois Supreme Court’s to the 19th Judicial Circuit and to supplement the funds appropriated to the Office of the Public Defender and public defender services and authorizing an emergency appropriation in the amount of $104,197.08 in both revenue and expense as directed by the Chief Circuit Judge.

Joint resolution accepting the Illinois Department of Human Services Redeploy Illinois Grant; and approving an emergency appropriation in the amount of $297,000. 

•  The Redeploy Illinois Grant will provide community-based intervention services for youth in Lake County.

•  Services include mental health, substance abuse, and delinquency intervention for youth in in underserved areas of Lake County.

•  Contracts will be established for in-home and community-based Functional Family Therapy (FFT), and trauma informed training for all therapist and Juvenile Probation Officers.

•  The grant period is July 1, 2023 through June 30, 2024.

•  If grant funding for the services and/or positions end and new funding is not secured, the services and/or positions will be eliminated.

Joint resolution authorizing an emergency appropriation with offsetting revenue in the amount of $318,020.01 to implement Adult Redeploy Illinois programming for the Nineteenth Judicial Circuit Court.

•  The Adult Redeploy Illinois Oversight Board (Illinois Criminal Justice Information Authority) recently announced that the Nineteenth Judicial Circuit was awarded $318,020.01 in Adult Redeploy Illinois funding for the grant period of July 1, 2023 through June 30, 2024.

•  The Court has received Adult Redeploy Illinois funding since 2013.

•  The program will provide residential treatment for high risk and high need justice involved individuals who are chemically dependent, the funds will provide recovery coaching services, access to recovery home services, and peer support specialists all of which provide a continuum of care.

•  Transportation will be provided for those clients with a barrier to care.

•  This resolution authorizes an emergency appropriation of $318,020.01 and the execution of a program agreement to accept the grant funding. The grant does not require a match.

•  If grant funding for the services end and new funding is not secured, the services will be eliminated.
