City of Highland Park Board of Fire and Police Commissioners met Feb. 16

Here are the minutes provided by the commissioners:

CALL TO ORDER 

At 4:33 PM Chair Katz called the meeting to order and asked for a roll call. 

ROLL CALL  

Members Present: Chair Kiki Katz 

Commissioner Evan Witkowski 

Commissioner Kris Byrnes 

Members Absent: None 

Staff Present: Chief of Police Lou Jogmen, Board Secretary Nick Barnes Others Present: None 

CLOSED SESSION 

Chair Katz requested a motion that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters.  

Commissioner Witkowski moved to move to closed session, Commissioner Byrnes seconded. 

On a voice vote: 

Voting Yea: Chair Kiki Katz, Commissioner Evan Witkowski, Commissioner Kris Byrnes Voting Nay: None 

Abstain: None 

Absent: None 

Chair Katz declared that the motion passed.

At 4:34 PM the Board of Fire and Police Commissioners recessed the public portion of the  meeting to meet in closed session. 

Chair Katz reconvened the open session of the Board of Police and Fire Commissioners at 4:58 PM and asked for a roll call. 

Members Present: Chair Kiki Katz 

Commissioner Evan Witkowski 

Commissioner Kris Byrnes 

Members Absent: None 

Staff Present: Chief of Police Lou Jogmen, Board Secretary Nick Barnes Others Present: None 

CLOSED SESSION REVIEW 

The Board reviewed a post offer screening element for a Police Officer (Lateral) candidate.

APPROVAL OF MINUTES 

Special Meeting of the Board of Fire and Police Commissioners – February 9, 2023 

Chair Katz requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of February 9, 2023. 

Commissioner Witkowski moved to approve the minutes. Commissioner Byrnes  seconded. 

On a voice vote: 

Voting Yea: Chair Kiki Katz, Commissioner Evan Witkowski, Commissioner Kris Byrnes Voting Nay: None 

Abstain: None 

Absent: None 

Chair Katz declared that the motion passed.

SCHEDULED BUSINESS 

A. Determination of Post Offer Screening Elements for a Police Officer Lateral Candidate The Board made a written determination, by consensus, on a post-offer screening element for Police Officer (Lateral) candidate Vinay Vellookunnel. 

OTHER BUSINESS 

There was no other business. 

BUSINESS FROM THE PUBLIC 

There was no business from the public. 

ADJOURNMENT 

Chair Katz entertained a motion by Commissioner Witkowski to adjourn the meeting. Commissioner Byrnes seconded. 

On a voice vote: 

Voting Yea: Chair Kiki Katz, Commissioner Evan Witkowski, Commissioner Kris Byrnes Voting Nay: None 

Abstain: None 

Absent: None 

Chair Katz declared that the motion passed. 

The Board of Police and Fire Commissioners adjourned its meeting at 5:02 PM.
