Joint resolution authorizing the renewal of the Lake County Children’s Advocacy Center’s Victims of Crime Act (VOCA) victim advocate and mental health staff grant awarded by the Children’s Advocacy Centers of Illinois (CACI) for Fiscal Year (FY) 2025, including grant funding of $219,591, and increasing the headcount of the State's Attorney's Office by one part time employee.

· The Lake County Children’s Advocacy Center/Lake County State’s Attorney’s Office has been awarded $219,591 in grant funds from the CACI.

· The grant term is July 1, 2024, through June 30, 2025.

· The Lake County Children’s Advocacy Center will use the funds to fund the salary and fringe benefits for a part-time Bilingual Victim Advocate, the continuation of Lake County Children’s Advocacy Center/Lake County Health Department Senior Therapist, and additional contractual mental health services.

· The addition of a part-time Bilingual Victim Advocate and contractual mental health services are necessary to support the increase in Spanish speaking clients and families and waiting list for individual therapy.

· If funding for these positions ends, and new funding is not secured, the positions will be eliminated.

Joint resolution authorizing the renewal of the Lake County Children’s Advocacy Center’s Violent Crime Victim Assistance (VCVA) grant awarded by the Illinois Attorney General’s Office for Fiscal Year (FY) 2025, including grant funding and an emergency appropriation in the amount of $82,000.

· The Lake County Children’s Advocacy Center has been awarded $82,000 in grant funds from the Illinois Attorney General’s Office.

· The grant term is July 1, 2024, through June 30, 2025.

· The Lake County Children’s Advocacy Center will use the funds to fund the salary and fringe benefits for a Bilingual Victim Advocate/Forensic Interviewer.

· The grant funding has been in existence for 15+ years and has continuously funded a Lake County Children’s Advocacy Center County employee.

· If funding for the position ends, and new funding is not secured, the position will be eliminated.

Joint resolution appropriating $782,900 of Motor Fuel Tax funds for maintaining streets and highways, including utility services, under the applicable Illinois Highway Code, from December 1, 2024, to November 30, 2025, and $200,000 of Matching Tax funds for de-icing materials.

· In order to perform routine and necessary highway maintenance, the Division of Transportation must purchase Patrol One general maintenance materials and services on an annual basis.

· Patrol One general maintenance materials and services may include, but not be limited to, supplies such as paint, signposts, shoulder aggregate, and de-icing materials, as well as utility services and repairs.

· This project is included in the Transportation Improvement Program, and is designated as Section 25-00000-00-GM.

Joint resolution authorizing a contract with A Lamp Concrete Contractors, Inc., Schaumburg, Illinois, in the amount of $2,144,019.05 for concrete pavement repair along Deerfield Parkway, from Illinois Route 83 to Illinois Route 21/US Route 45, which will be improved under the Illinois Highway Code for a total of 2.64 miles and appropriating $2,573,000 of Matching Tax funds.

· The improvement will include concrete pavement patching, curb and gutter removal and replacement, crack filling, ADA ramp and sidewalk improvements, and installation of accessible pedestrian signals.

· There was a public call for bids, and a total of four bids were received, ranging from $2,144,019.05 to $2,751,405, and the lowest responsible bidder is A Lamp Concrete Contractors, Inc. Schaumburg, Illinois, in the amount of $2,144,019.05.

· This project is included in the Transportation Improvement Program with construction in 2024 and designated as Section 23-00248-05-GM.

Joint resolution authorizing a contract with Berger Contractors, Inc., Wauconda, Illinois, in the amount of $2,444,231.64 for the expansion of detention basins on the Renwood Golf Course to accommodate the upcoming Hainesville Road improvements and appropriating $2,934,000 of County Bridge Tax funds.

· The County needs to expand two existing detention basins on the Renwood Golf Course to accommodate the upcoming roadway improvements of Hainesville Road, from Washington Street to Rollins Road.

· There was a public call for bids, and a total of three bids were received, ranging from $2,444,231.64 to $3,094,518.70, and the lowest responsible bidder is Berger Contractors, Inc., Wauconda, Illinois, in the amount of $2,444,231.64.

· This project is included in the Transportation Improvement Program with construction to begin in 2024 and designated as Section 23-00072-15-DR.

Ordinance requesting the conveyance of parcels of land for right-of-way and easements from the Round Lake Area Park District and authorizing an agreement with the Round Lake Area Park District for improvements along Hainesville Road, from Washington Street to Rollins Road, including the expansion and maintenance of detention ponds on the Renwood Golf Course.

· Hainesville Road, from Washington Street to Rollins Road, will be improved by adding a center turn lane, shared-use path, sidewalk and drainage improvements, including the expansion of two existing detention ponds on Renwood Golf Course.

· The County needs right-of-way and easements from Round Lake Area Park District to construct these improvements.

· The County agrees to perform the detention pond work in advance of the roadway improvements and between October 1st and April 1st to minimize impacts to the golf course operations.

· The Round Lake Area Park District Board previously approved this agreement on June 13, 2024.

· These detention pond improvements are included in the Transportation Improvement Program, designated as Section 23-00072-15-DR, with construction planned to begin later this year, and the roadway improvements are included in the Transportation Improvement Program, designated as Section 19-00072-14-WR, with construction planned to begin in 2026.

Joint resolution authorizing a contract with Lake County Grading Company, LLC, Libertyville, Illinois, in the amount of $7,879,523.93 for the intersection improvements of Darrell Road at Dowell Road and Fisher Road and appropriating $9,460,000 of ¼% Sales Tax for Transportation funds.

· The intersection improvements of Darrell Road at Dowell Road and Fisher Road will include the installation of roundabouts and non-motorized improvements.

· The project requires a 140-day closure to construct the roundabouts.

· There was a public call for bids, and a total of two bids were received, ranging from $7,879,523.93 to $8,044,042.83 and the lowest responsible bidder is Lake County Grading Company, LLC, Libertyville, Illinois, in the amount of $7,879,523.93.

· This project is included in the Transportation Improvement Program and designated as Section 13-00107-09-RD.

Joint resolution authorizing an agreement with STV Incorporated, Chicago, Illinois, for Phase III construction engineering services for improvements at the intersection of Darrell Road at Fisher Road and Dowell Road, at a maximum cost of $1,141,725 and appropriating $1,370,000 of ¼% Sales Tax for Transportation funds.

· STV Incorporated, Chicago, Illinois, will be utilized to perform the Phase III construction engineering services for intersection improvements at the intersection of Darrell Road at Fisher Road and Dowell Road.

· Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

· The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

· The Lake County Division of Transportation received Statements of Interest and Qualifications from 14 engineering firms, of which three firms were shortlisted and presented to a consultant selection committee.

· This project is included in the Transportation Improvement Program with construction starting in 2024, and designated as Section 13-00107-09-RD.

Ordinance amending Laboratory and Water Meter Fees related to Lake County Public Works systems.

· Chapter 51 of the Lake County Code of Ordinances establishes all water and sewer user rates, connection fees, and additional charges for use of the County’s water and sewer systems.

· The Ordinance is revised periodically to modify rates and fees, as necessary.

· The adjustment to the laboratory fees is as a result of the rising cost of supplies and the need to align the fees between the Health Department and Public Works laboratories. The new water meter fees are a pass through from the vendor.

· In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Ordinance prior to action by the County Board.

Resolution authorizing a Collective Bargaining Agreement (CBA) between the Lake County Board, Lake County Sheriff’s Office, and the Illinois Police Benevolent Labor Committee, Correction Division.

· This is a three-year agreement retroactive to December 1, 2023 through November 30, 2026 and covers 133 positions in the Sheriff’s Correctional Division, which includes Jail Reception.

· Memorandum of Understanding establishing a temporary new hire bonus structure totaling $5,000, paid in two parts for new hires dated between December 1, 2023 and June 30, 2025.

· Establishment of a longevity bonus structure paying from $1,000 to $2,500 at 5-year milestones up to 30 years.

· Wage settlement of:

◦ Effective December 1, 2023, 6% across the board with a 4% special recruitment and retention increase.

◦ Effective December 1, 2024, 3.5% across the board with a 2.5% special recruitment and retention increase.

◦ Effective December 1, 2025, 3.5% across the board with a 1.5% special recruitment and retention increase.

· Jail reception settlement of 4%, 3%, 3% across the board for the same years.

Resolution approving an agreement with BOS, Roselle, Illinois for the purchase of office furniture for the Regional Operations and Communications (ROC) Facility in the amount of $113,760.54.

· As part of the Modified Fiscal Year (FY) 2023 Budget and in alignment with the Facilities Capital Improvement Plan, design of a new Regional Operations and Communications (ROC) Facility was authorized.

· This resolution provides design, procurement, and installation of office furniture for the ROC Facility.

· Pursuant to Chapter 33.115, Cooperative Joint Purchasing Authorized, the County may either participate in, sponsor, conduct or administer a cooperative purchasing agreement for the procurement of goods, services, constructions, or professional services with one or more public procurement units in accordance with an agreement between those units to do so.

· A cooperative purchasing contract with BOS has been identified through the Omnia Contract #R191813 to procure needed goods and services that have been competitively solicited and awarded.

· Omnia Partners competitively procured the services for furniture, installation and related services through a Request for Proposal (RFP) that allowed multiple awards to qualified vendors. Omnia received 21 proposals and identified 18 qualified vendors, of which BOS was awarded a contract.

· The cooperative contract expires on April 30, 2025.

Resolution authorizing a contract renewal with Logicalis of Downers Grove, Illinois, in the amount of $65,477.42 for enterprise wireless licensing and support.

· Enterprise wireless (Wi-Fi) provides fast, secure and reliable wireless connectivity to Lake County employees and the public throughout County facilities.

· This contract authorizes a one-year agreement with Logicalis for $65,477.42 with the option of extending up to three additional one-year periods, for an initial term cost of $65,477.42. Subsequent annual renewals are estimated to increase 10 percent with each one-year renewal for a total cost in the final term of $86,150.

· In accordance with Section 33.115 of the Lake County Purchasing Ordinance, a cooperative purchasing contract with Logicalis has been identified through 1GPA (22-02PV-12) to procure needed goods, services, construction, or professional services that have been competitively solicited and awarded.

· 1GPA competitively procured the services for technology and audio-visual solutions through a Request for Proposal (RFP) that allowed multiple awards to qualified vendors. 1GPA received 27 proposals and identified 20 qualified vendors, of which Logicalis was awarded a contract.

Resolution authorizing a contract renewal with CDW-G of Vernon Hills, Illinois, in the amount of $62,175 for security awareness software (Ninjio Prodigy Plus).

· This renewal is for cyber security awareness training software (Ninjio Prodigy Plus) and supports the County’s Cyber Security Awareness Training Policy which is utilized enterprise-wide throughout the County to educate employees of current security threats.

· This contract authorizes a one-year agreement with CDW-G for $62,175 with options of extending up to three additional one-year periods. Renewals are estimated to increase 10 percent annually for a total not to exceed cost in the final term of $82,755.

· In accordance with Section 33.115 of the Lake County Purchasing Ordinance, a cooperative purchasing contract with CDW-G has been identified through Omnia (23-6692-02) to procure needed goods, services, construction, or professional services that have been competitively solicited and awarded.

· Omnia partners competitively procured technology products, solutions, and related services through a Request for Proposal (RFP) that allowed multiple awards to qualified vendors. Omnia received 18 proposals and identified five qualified vendors, of which CDW-G was awarded a contract.

Resolution authorizing the adoption and execution of an Intergovernmental Agreement (IGA) Regarding Loans for LakeComm Transition and Startup Expenses.

· On June 10, 2024, the County approved the IGA with a consortium of public agencies to establish a consolidated public safety answering point (PSAP) and emergency dispatch agency in the form of Lake Consolidated Emergency

Communications (LakeComm).

· The Village of Vernon Hills, the Village of Gurnee, and the County agree that the establishment of a loan agreement to supply funds for LakeComm’s transition and startup expenses would eliminate the requirement for a separate initial “buy-in” for each individual LakeComm Member Agency.

· A total of up to $2,000,000 is preapproved from each local government Lender (Vernon Hills, Gurnee, Lake County) with a combined maximum amount to be borrowed of no more than $6,000,000 in $1,000,000 increments.

· There is no interest associated with the borrowed money and payments will be deferred until April 30, 2027, and paid in full by April 30, 2034.

· The sequence of loans in $1,000,000 increments is: (1) Vernon Hills, (2) Gurnee, (3) Vernon Hills, (4) Gurnee, (5) Lake County, (6) Lake County.
