Joint resolution appropriating $782,900 of Motor Fuel Tax funds for maintaining streets and highways, including utility services, under the applicable Illinois Highway Code, from December 1, 2024, to November 30, 2025, and $200,000 of Matching Tax funds for de-icing materials.
· In order to perform routine and necessary highway maintenance, the Division of Transportation must purchase Patrol One general maintenance materials and services on an annual basis.
· Patrol One general maintenance materials and services may include, but not be limited to, supplies such as paint, signposts, shoulder aggregate, and de-icing materials, as well as utility services and repairs.
· This project is included in the Transportation Improvement Program, and is designated as Section 25-00000-00-GM.

Joint resolution authorizing a contract with A Lamp Concrete Contractors, Inc., Schaumburg, Illinois, in the amount of $2,144,019.05 for concrete pavement repair along Deerfield Parkway, from Illinois Route 83 to Illinois Route 21/US Route 45, which will be improved under the Illinois Highway Code for a total of 2.64 miles and appropriating $2,573,000 of Matching Tax funds.
· The improvement will include concrete pavement patching, curb and gutter removal and replacement, crack filling, ADA ramp and sidewalk improvements, and installation of accessible pedestrian signals.
· There was a public call for bids, and a total of four bids were received, ranging from $2,144,019.05 to $2,751,405, and the lowest responsible bidder is A Lamp Concrete Contractors, Inc. Schaumburg, Illinois, in the amount of $2,144,019.05.
· This project is included in the Transportation Improvement Program with construction in 2024 and designated as Section 23-00248-05-GM.

Joint resolution authorizing a contract with Berger Contractors, Inc., Wauconda, Illinois, in the amount of $2,444,231.64 for the expansion of detention basins on the Renwood Golf Course to accommodate the upcoming Hainesville Road improvements and appropriating $2,934,000 of County Bridge Tax funds.
· The County needs to expand two existing detention basins on the Renwood Golf Course to accommodate the upcoming roadway improvements of Hainesville Road, from Washington Street to Rollins Road.
· There was a public call for bids, and a total of three bids were received, ranging from $2,444,231.64 to $3,094,518.70, and the lowest responsible bidder is Berger Contractors, Inc., Wauconda, Illinois, in the amount of $2,444,231.64.
· This project is included in the Transportation Improvement Program with construction to begin in 2024 and designated as Section 23-00072-15-DR.

Ordinance requesting the conveyance of parcels of land for right-of-way and easements from the Round Lake Area Park District and authorizing an agreement with the Round Lake Area Park District for improvements along Hainesville Road, from Washington Street to Rollins Road, including the expansion and maintenance of detention ponds on the Renwood Golf Course.
· Hainesville Road, from Washington Street to Rollins Road, will be improved by adding a center turn lane, shared-use path, sidewalk and drainage improvements, including the expansion of two existing detention ponds on Renwood Golf Course.
· The County needs right-of-way and easements from Round Lake Area Park District to construct these improvements.
· The County agrees to perform the detention pond work in advance of the roadway improvements and between October 1st and April 1st to minimize impacts to the golf course operations.
· The Round Lake Area Park District Board previously approved this agreement on June 13, 2024.
· These detention pond improvements are included in the Transportation Improvement Program, designated as Section 23-00072-15-DR, with construction planned to begin later this year, and the roadway improvements are included in the Transportation Improvement Program, designated as Section 19-00072-14-WR, with construction planned to begin in 2026.

Joint resolution authorizing a contract with Lake County Grading Company, LLC, Libertyville, Illinois, in the amount of $7,879,523.93 for the intersection improvements of Darrell Road at Dowell Road and Fisher Road and appropriating $9,460,000 of ¼% Sales Tax for Transportation funds.
· The intersection improvements of Darrell Road at Dowell Road and Fisher Road will include the installation of roundabouts and non-motorized improvements.
· The project requires a 140-day closure to construct the roundabouts.
· There was a public call for bids, and a total of two bids were received, ranging from $7,879,523.93 to $8,044,042.83 and the lowest responsible bidder is Lake County Grading Company, LLC, Libertyville, Illinois, in the amount of $7,879,523.93.
· This project is included in the Transportation Improvement Program and designated as Section 13-00107-09-RD.

Joint resolution authorizing an agreement with STV Incorporated, Chicago, Illinois, for Phase III construction engineering services for improvements at the intersection of Darrell Road at Fisher Road and Dowell Road, at a maximum cost of $1,141,725 and appropriating $1,370,000 of ¼% Sales Tax for Transportation funds.
· STV Incorporated, Chicago, Illinois, will be utilized to perform the Phase III construction engineering services for intersection improvements at the intersection of Darrell Road at Fisher Road and Dowell Road.
· Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
· The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
· The Lake County Division of Transportation received Statements of Interest and Qualifications from 14 engineering firms, of which three firms were shortlisted and presented to a consultant selection committee.
· This project is included in the Transportation Improvement Program with construction starting in 2024, and designated as Section 13-00107-09-RD.

Ordinance amending Laboratory and Water Meter Fees related to Lake County Public Works systems.
· Chapter 51 of the Lake County Code of Ordinances establishes all water and sewer user rates, connection fees, and additional charges for use of the County’s water and sewer systems.
· The Ordinance is revised periodically to modify rates and fees, as necessary.
· The adjustment to the laboratory fees is as a result of the rising cost of supplies and the need to align the fees between the Health Department and Public Works laboratories. The new water meter fees are a pass through from the vendor.
· In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Ordinance prior to action by the County Board.
