Joint resolution authorizing the execution of an Intergovernmental Agreement (IGA) for Sewage Disposal between Lake County and the Village of Lake Villa.
• The County and the Village have previously entered into an Agreement for Sewage Disposal, dated April 9, 1991, which expired on April 9, 2021.
• The Village desires to enter into a new agreement to secure a long-term source for Sewage Treatment services and the County owns and operates a system of interceptor sanitary sewers that can transport the sewage to the Northwest Region Water Reclamation Facility (NWRWRF) in Fox Lake.
• The Village currently owns, operates, and maintains the Municipal Sewage Collection System, that is tributary to the County Northwest Sewerage System.
• The Village shall be permitted to extend, enlarge, or otherwise modify or improve its Sewage Collection System in any manner that it determines is necessary and appropriate to serve its Customers within its Service Area; provided that any such extension, enlargement, modification, or improvement shall be undertaken in accordance with the terms of the IGA.
• The Village of Lake Villa approved the IGA on November 4, 2024.
• This resolution authorizes the execution of IGA between the County and the Village of Lake Villa.
• In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Intergovernmental Agreement prior to action by the County Board.

Joint resolution authorizing a contract with SEAL Analytical Inc., Mequon, Wisconsin, in the amount of $32,536 for the purchase of a Biochemical Oxygen Demand (BOD) analyzer for the Lake County Public Works Department.
• The current BOD analyzer at the Lake County Environmental Laboratory has reached its end of life according to the manufacturer. Replacement parts are no longer produced, and this instrument will not be able to be serviced by the manufacturer. There is a need to prepare ahead of this instrument breakdown to avoid disruption to the BOD testing and reporting.
• A Request for Proposal was extended to several vendors; responses were received from three vendors, and two vendors were short-listed for finalist interviews.
• Based on the criteria set forth in the Request for Proposals, the evaluation committee selected SEAL Analytical, Inc., as the most qualified vendor.
• The contract includes the purchase of the BOD analyzer, installation, and training for a total contract cost of $32,536.

Joint resolution authorizing a contract with Skalar Inc., Buford, Georgia, in the amount of $74,400 for the purchase of a Total Organic Carbon and Total Nitrogen (TOC_TN) analyzer for the Lake County Public Works Department.
• A TOC_TN analyzer is in use at the Lake County Environmental Laboratory, but the Total Organic Carbon (TOC) portion of the analyzer is no longer operational and therefore not in service. The current TOC_TN analyzer is 18 years old and is nearing its end of life. There is a need to prepare ahead and replace the full system to avoid disruption to the TN testing and reporting.
• A Request for Proposal was extended to several vendors; responses were received from three vendors, and one vendor was short-listed for finalist interviews.
• Based on the criteria set forth in the Request for Proposals, the evaluation committee selected Skalar, Inc., as the most qualified vendor.
• The contract includes the purchase and installation of the TOC_TN analyzer in the amount of $71,300 plus training services in the amount of $3,100 for a total contract cost of $74,400.

Joint resolution authorizing an agreement with the State of Illinois/Illinois Department of Transportation (IDOT) for improvements at the intersection of Illinois Route 59 and Miller Road, and appropriating $20,000 of ¼% Sales Tax for Transportation funds.
• The Illinois Department of Transportation (IDOT) will be improving the intersection of Illinois Route 59 and Miller Road.
• This project will improve the existing traffic signals at the intersection.
• IDOT has secured federal funds to pay up to 90 percent of the project costs.
• The County’s cost for its share of the traffic signal work is estimated to be $10,062.50.
• This project is included in the Transportation Improvement Program with construction anticipated to begin in 2025 and designated as Section 25-00118-13-TL.

Joint resolution authorizing an agreement with Northern Illinois Gas Company (NICOR) to relocate a gas main as part of the intersection improvement of Darrell Road at Dowell Road and Fisher Road, and appropriating $216,000 of the ¼% Sales Tax for Transportation funds.
• The intersection of Darrell Road at Dowell Road and Fisher Road will be realigned with the installation of new roundabouts and a multi-use path.
• The County Board, at its August 13, 2024, meeting, awarded a construction contract for these intersection improvements.
• NICOR has a gas main near the intersection of Darrell Road at Dowell Road that must be relocated in advance of the intersection improvement project.
• The gas main is located within a superior easement which causes Lake County to be responsible for the cost of the relocation, estimated to be $180,000.
• This project is included in the Transportation Improvement Program and designated as Section 13-00107-09-RD.

Joint resolution authorizing an agreement with the Wisconsin Central Limited railroad (WCL) for engineering plan review for the proposed Old McHenry Road railroad overpass and appropriating $40,000 of ¼% Sales Tax for Transportation funds.
• Old McHenry Road, from Fairfield Road to Bonnie Lane, will be improved as part of the Old McHenry Crossings project. This improvement will include roadway and intersection improvements, a railroad overpass, new bike path and sidewalk, street lighting, drainage improvements, and landscape improvements.
• The engineering plans for the railroad overpass need to be reviewed and approved by the Wisconsin Central Limited railroad (WCL).
• The County will reimburse the WCL for these services, which are estimated to cost $31,000.
• This improvement is included in the Transportation Improvement Program and designated as Section 19-00999-65-ES.

Joint resolution authorizing an agreement with V3 Companies, Ltd., Woodridge, Illinois, for Phase II professional engineering services for the improvements of Rollins Road, from Grand Avenue to Washington Avenue, at a maximum cost of $2,267,786 and appropriating $2,725,000 of ¼% Sales Tax for Transportation funds.
• V3 Companies, Ltd., Woodridge, Illinois, will be utilized to perform the Phase II professional engineering services for the roadway, intersection, and non-motorized improvements of Rollins Road.
• Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
• The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• LCDOT received and evaluated Statements of Interest and Qualifications from 15 professional firms, of which three were short-listed and presented to a consultant selection committee.
• This project is included in the Transportation Improvement Program and designated as Section 22-00116-09-WR.

Joint resolution authorizing an agreement with Williams Architects, Itasca, Illinois, for professional architectural services for a feasibility study and space needs assessment for a new Maintenance and Fleet Services Facility for the Lake County Division of Transportation (LCDOT), at a maximum cost of $164,798 and appropriating $198,000 of County Option Motor Fuel Tax funds.
• LCDOT has multiple maintenance building/garage structures that were built more than 50 years ago and are beyond their useful life along with large roadway maintenance equipment that is not able to be stored indoors and out of the elements.
• Lake County selects professional architectural firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
• The LCDOT’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• LCDOT received and evaluated Statements of Interest and Qualifications from 10 professional firms, of which three were short-listed and presented to a consultant selection committee.
• This project is included in the Transportation Improvement Program and designated as Section 24-00214-29-MG.
