City of Highwood Committee of the Whole met Sept. 16

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:03 PM

1. Roll Call

Present: Alderman Bauer, Hanson, Fiore, Peterson, and Markoutsas

Absent: Alderman Slavin

Also present: City Manager Coren, Assistant City Manager Facchini, Administrative Assistant Hunt and attorney Jablecki

3. Review of Minutes to be Approved

3.1. City Council Meeting: August 19, 2025

The minutes will be approved at the City Council Meeting

3.2. Committee of the Whole: August 19, 2025

The minutes will be approved at the City Council Meeting

4. Appointments

5. Review of Bill Warrant List

5.1. 09/16/2025 AP Warrant List

The AP Warrant List will be approved at the City Council Meeting

6. Unfinished Business

7. New Business

7.1. A discussion to set a strategic planning session

No action will be taken on this item.

7.2. A motion directing the Mayor to sign an easement agreement with Nite n Gale One, LLC, at the parking lot adjacent to the train station to allow access to their building.

This item will be approved at the City Council Meeting.

7.3. A motion to approve authorizing the City Manager to sign a proposal from Christopher Burke Engineering to design watermain replacement for Prairie Avenue for $117,370.

This item will be approved at the City Council Meeting.

7.4. A motion authorizing the City Manager to sign a proposal from Christopher Burke Engineering to engineer lead service line replacements for 60 properties for $40,060.

This item will be approved at the City Council Meeting.

7.5. A motion authorizing the City Manager to sign a proposal from Christopher Burke Engineering to engineer water plant improvements for $95,630.

This item will be approved at the City Council Meeting.

Motion made by Alderman Peterson and seconded by Alderman Bauer, all present voting aye by voice vote. The motion carried and the meeting was adjourned at 6:27 PM.
