The Waukegan City Council, along with Mayor Sam Cunningham, has approved Resolution 25-R-281. This new policy prohibits the use of city-owned property for federal civil immigration enforcement. As a result, spaces owned by the City of Waukegan cannot be used as staging areas, processing sites, or operational bases for federal immigration activities.

City officials stated that this measure is intended to foster trust between local government and residents, regardless of their immigration status. "This resolution reaffirms the City’s commitment to ensuring that all residents feel safe engaging with local government and law enforcement, regardless of immigration status. The City of Waukegan is here to build trust, not barriers," according to the statement released.

The full text of the resolution is available on the city's official website at https://go.boarddocs.com/il/cowil/Board.nsf/goto?open&id=DMNRYH70342B.
