Joint resolution authorizing an Emergency Appropriation (EA) in the amount of $421,618 in the Stormwater Management Commission budget (Fund 212) to be reimbursed by the United States Environmental Protection Agency (USEPA) through a grant from the Great Lakes Restoration Initiative Grant Number (FAIN) GL-00E01926-0 for the Bull Creek Restoration Project in Beach Park, Illinois.
· SMC has entered into an agreement with the United States Environmental Protection
Agency (USEPA) for a grant from the Great Lakes Restoration Initiative Program to
stabilize and restore a 1,500 foot reach at Bull Creek in Beach Park, Illinois.
· SMC will administer the grant and will manage the contract and implementation of the
bioengineering practices for the stream and bluff restoration.
· SMC is cooperating with the Village of Beach Park and the Bull Creek Stakeholders
Association on this project.
· No local matching funds are required for this grant.

An ordinance adopting the Buffalo Creek Watershed Based Plan as an Amendment to the
Lake County Comprehensive Stormwater Management Plan.
· SMC worked with multiple watershed stakeholders including; the Buffalo Creek Clean
Water Partnership (BCCWP); 9 municipalities; along with Lake and Cook County to
develop the watershed-based plan.
· SMC held public meetings, a public hearing and a public review period for the draft
watershed-based plan report.
· SMC adopted the Buffalo Creek Watershed Based Plan as an Amendment to the Lake
County Comprehensive Stormwater Management Plan on April 7, 2016.

Permits and Enforcement
6.3 16-0501
An ordinance amending Chapter 94: Public Nuisances, of the Lake County Code of
Ordinances to expand available pre-violation notice options for enforcement staff.
· Currently, certain violation types in the Public Nuisance Ordinance require an initial
inspection and the issuance of an official warning ticket.
· The Planning, Building & Development Department presented scenarios to the
committee at the March, 2016 committee meeting in which an initial inspection and
warning ticket is unnecessary burdensome and inefficient.
· Staff worked with the State’s Attorney’s Office on proposed amendments to the
Ordinance that gives the department the option to dispense with the pre-violation
inspection and ticket requirement and allows the use of such process on a discretionary
basis, by administrative policy.
